Wisconsin Association for Bilingual Education WIABE is an organization that supports and promotes Bilingual-Bicultural Education programs in WI!

Wisconsin Association for Bilingual Education (WIABE) believes that:

• Bilingualism is an asset to be encouraged and promoted. We believe in recognizing, promoting, and publicizing excellence in Bilingual Education.

• Languages, cultures and heritages should be preserved, maintained and developed for all people in Wisconsin.

• Respect for all languages and acceptance of diversity is essentia

l for a healthy society. All Wisconsin school districts must promote efforts to assure the provision of equal educational opportunity for all children.

• The teaching and learning of languages is vital for the education of all children. We will promote the provision of services to the children in both the community and educational institutions throughout the state, by making Bilingual/Bicultural/Multicultural Education an integral part of the school curricula.

• The most important tool for learning is the language(s) that the child brings to school. We will work towards ensuring the recognition by legislative bodies and school districts of the linguistic and cultural needs of children of languages other than English.

• Focused professional development for stakeholders is vital for lifelong learning, understanding and growth. We will promote the development of professional competence and standards in Bilingual Education.

NABE firmly and unequivocally opposes the proposed English-only mandate for Head Start.

English acquisition does not require English-only education. Children can develop strong English proficiency while continuing to learn, grow, and communicate in their home languages.

A child’s home language is not a barrier. It is an asset—deeply connected to family, culture, identity, learning, and development.

NABE is calling on all members, affiliates, educators, families, researchers, advocates, and community partners to submit public comments opposing this harmful proposal.

The public comment period closes October 6, 2026. Every comment matters, and every voice must be heard.

Save the Date and join WIABE at the 2026 WITESOL: Wisconsin Teachers of English to Speakers of Other Languages conference. Our President Alondra Garcia is the conference plenary speaker.

Reminder to get your conference proposals submitted by 11:59 this evening! ⏰

We are pleased to announce that this year’s keynote speaker will be Jo Napolitano, author of The School I Deserve, a recent WITESOL Advocacy Book Club selection.

We are also excited to welcome Alondra Garcia, WIABE President and Milwaukee Public Schools educator, as our afternoon plenary speaker.

The 2026 WITESOL Conference will take place on Saturday, November 14, 2026, in Verona, Wisconsin. This year’s conference theme is “Practice with Purpose: Multilingual Educators Pushing Back and Moving Forward.”
