And yet, to assume this is coming from the One Above, the Rebbe responded intensely many years ago to the (chief?) Rabbi of Israel who had said this was a punishment from the One Above.

Find the Treatise from the Rebbe called,
*Every Jew has a Silver Lining* where the Rebbe examines positive ideas about us, & that some aspects of Hashem are beyond our human comprehension.
