Competitive governance within every geographic jurisdiction
It is essential to understand the complete CRA Structure. These Foreign Protection System bullet points highlight some of the more pertinent aspects relating to these Sectors.
Haley2024 proposes that the United States of America develop a division of responsibilities and authorities for foreign policy in five Sectors. The whole CRA Structure is thirty Sectors.
Haley2024 proposes that representation switch from elections of individuals to selections of representative agencies. Within representative agencies, the members elect individuals as their leaders and representatives.
The DFP, CIC, MCS, and MAA have Original Authority at the Sector Board level. The MC Sector has Original Authority at the CRA level.
The federal CRA Structure has Original Authority in these five Sectors. The other 25 Sectors have Original-Authority at the state level.
The reader should have a good understanding of the Rating System. Every bullet point could have the statement that the Rating Agencies (RA’s) will give high-quality information from a wide variety of perspectives on that issue.
Sales taxes would supply the Military Capability System with 5% of GDP.
The Rating System in all five Sectors will have robust power to stop abuses and corruption. Rating Floors will play a significant role.
All citizens select their CRA in every Sector. Only American citizens become voting members or count in the proportional strength in these five Sectors. All businesses must select their CRA’s and pay their fees; however, they have no voting strength.
Suppose a CRA had a membership of 7.7803324% of American citizens. In that case, they send legislative representatives with 7.7803324% voting strength to the Sector Board. This CRA would control 7.7803324% of the voting strength for the top executive.
All CRA’s determine their method of elections of Sector Board legislative and executive branches.
Every switch in membership removes voting strength from your old CRA and adds voting strength to your new CRA.
There would be 30 federal-level ‘presidents’ within the CRA Structure. One ‘president’ for each Sector. Each Sector’s ‘president’ would likely develop their own titles.
The Diplomatic Foreign Policy: DFP Sector (top diplomat) and the Commander in Chief: CIC Sector “presidents” will likely hold the most influential offices.
Please keep in mind, everyone in a position with official elected representative authority will have their full attention on just their Sector, which is roughly 3% of the current politician’s focus.
Each Sector’s legislative body and each Sector’s ‘president’ will only have responsibilities and authorities within their Sector’s jurisdiction.
A 70% vote at the representative Sector Board is needed to take representative actions. A 40% representative vote is necessary to repeal a representative Sector Board action. Other percentages are listed throughout the Sectors.
All military personnel and everyone within the Foreign Protection System swears allegiance to America, the US Constitution, the DFP, the CIC, and the MAA with clear guidelines on the authorization of each representative body and their top executive leaders.
In all five of these Sectors, the MAA Sector’s CRA’s at the CRA level will proportionally fund, operate, and oversee the academies and boot camps related to their Sector.
All five Sectors will have offices in the Pentagon. There would be significant commingling and cooperation among the Sectors. However, legally distinct Sectors are vital to proper checks and balances.
Anyone with inherent government authority within the five Sectors of the Foreign Protection System, including top executives, can be removed by a 40% vote of their Sector Board’s or the MAA Sector Board’s legislative representatives
A vacancy of a top executive would trigger a quick election of the new top executive of that Sector. A line of succession would be established.
When authorities stay within their Sector’s jurisdiction, it allows unhampered efficient action and creates profound checks and balances.

The Diplomatic Foreign Policy DFP Sector

The Diplomatic Foreign Policy DFP Sector runs the state department.
CRA’s in this Sector are called DFP’s. Every citizen picks a DFP that best represents their philosophy.
The roughly dozen DFPs send representatives, proportional to their membership, to the DFP Sector Board. The members of these DFPs elect the ‘president’ of the DFP Sector Board, who is America’s highest negotiator with other nations.
The DFP Sector Board’s legislative representatives make foreign law, foreign policy, immigration policy, declare war, and authorize military power.
All DFP representatives have real roles such as ambassadors, envoys, among others; however, always under the leadership of the one top DFP leader.
DFPs at the CRA level proportionally staff the entire State Department.
A 70% supermajority vote of the DFP representatives is required to declare war or take action outside American borders.
A 70% supermajority vote of the DFP representatives is required to sign a Treaty with other nations.
The DFP must protect their authorization with a Diplomatic Accountability for War Panel that declares an end to the authorization and monitors if the CIC stays within the authorization.
A 40% DFP vote repeals or curtails any authorization of military force or other actions outside American borders.
A 40% DFP Rating System vote is required to raise the Rating Floor on issues that infringe citizen ownership rights relating to the citizen-ownership-model of government. This mainly refers to illegal immigration.
DFP Rating Floors could cross over to the Law Enforcement Sector, forcing the police to cooperate with immigration officers. Pockets of Freedom would play a role in this issue.
The Commander in Chief CIC Sector

The Commander in Chief (CIC) Sector Commands America’s military forces.
CRA’s in this Sector are called CICs. Every citizen selects a CIC that best represents their philosophy.
The roughly dozen CICs send legislative representatives, proportional to their membership, to the CIC Sector Board.
The members of these CICs elect the ‘president’ of the CIC Sector, who is America’s highest Commander in Chief.
Proportional to their membership, roughly a dozen CICs at the CRA level staff the whole officer corps.
CICs at the CRA level run military commander universities. The MAA sector will integrate into these universities to cover their responsibilities.
The president of the Military Corporation Sector does not have any command power over the military missions.
The Commander in Chief (CIC) Sector has Original-Authority to fight foreign threats and actions on American soil.
The MAA and representatives of the CIC Sector, with a 40% vote, is a check on the top CIC overstepping his authority on American soil.
The Commander in Chief (CIC) Sector executes and commands the military power outside American soil authorized by the DFP.
The state-level Law Enforcement Sector handles domestic threats. A 70% vote of a Law Enforcement Sector can request help from the military if they are being overwhelmed by an organized threat.
The CIC will have full access to all military assets and personnel to fulfill their authorized powers.
All officers are integrated into Military Corporations; however, fully paid for and controlled by their CIC.
The DFP must protect their authorization with a Diplomatic Accountability for War Panel that declares an end to the authorization and monitors if the CIC stays within the authorization.
A 40% DFP vote repeals or curtails any authorization of military force or other actions outside American borders.
The Military Corporation MC Sector

It is essential to fully understand the entire CRA Structure, the Rating System, and the bullet points of the Foreign Protection System.
All military capabilities are in roughly 50 Military Corporations.
A Military Corporation’s only product is providing military capabilities to America. MCs are not authorized to use military power outside of CICs duly authorized commands.
MCs must have at least 1% and not more than 10% of the overall military capabilities, thus, resulting in roughly fifty Military Corporations.
If an MC falls below 1% of total capabilities, it may merge, become a subcontractor for another MC, or split up and sell its assets.
If an MC grows larger than 10% of total capabilities, they will likely separate into two MCs.
These roughly 50 MCs will still need to join the approximately 12 CRA’s.
A CRA in this Sector is called a CRA in the MC Sector. MC is the name of an official Military Corporation.
Every citizen selects a CRA that best represents their philosophy.
MCs can contract out their services, with DFP Sector approval and oversight, to multinational corporations or allies.
The roughly dozen CRA’s send legislative representatives, proportional to their membership, to the MC Sector Board.
The members of these CRA’s elect the ‘president’ of the MC Sector.
This MC president is likely to hold the position of the chairman of the Joint Chief of Staff, which has no direct command authority.
All MCs must be publicly traded corporations; thus, every citizen will have opportunities to buy stocks in an MC. Stock ownership comes with voting rights. Only American citizens can own stock in MCs. ‘Monetary Policy M-CAPs may own MC stocks.
Every MC will have a Pentagon command structure and be encouraged to cooperate with other MCs. Cooperation increases capabilities and ratings, thus funding.
MCs make all decisions on their labor contracts, weapon systems, training, among other choices regarding attaining a fighting force.
Switching from the government’s monopoly control to the competition inherent in the CRA Structure would reduce inefficiencies and promote superior business models.
MCs will have many business models ranging from entirely in-house employees to significant subcontractors. Many small military businesses will have roughly 50 MCs in which to sell their services.
The authority of the MC Sector Board will be very limited. Most power will remain at the MC or the CRA levels. The MC Sector Board would be primarily organizational.

The Military Capabilities System MCS Sector

The Military Capability System Sector funds the military as well as the other four Sectors of the Foreign Protection System
CRAs in this Sector are called MCSs. Every citizen selects an MCS that best represents their philosophy.
The roughly dozen MCSs send legislative representatives to the MCS Sector Board, proportional to their membership.
The MCSs members elect the ‘president’ of the MCS Sector, the top executive of the MCS Sector.
This president’s power is limited to funding.
The MCS Sector’s legislative branch creates a capabilities determination program.
The MCS President will execute the capabilities determination program.
By Constitutional law, all United States and territories must turn over 5% of their portion of GDP to the Federal Military Capabilities System (MCS) Sector Board.
Haley2024 proposes that the state-level Human Resources and Sales Sector Board of each state collect sales taxes.
1% of GDP per year, part of the 5%, must be kept in a ‘Declaration of War Savings Account.’ This money would accumulate until it reached 100% of GDP.
The ‘Declaration of War Savings Account’ can be freed up by a 70% DFP vote on a full declaration of war. A 40% DFP vote can repeal the declaration of war, limit the scope of the declaration, or limit the funds freed up.
By a 50% vote of the Parent Sector Board, the ‘Declaration of War Savings Account’ can be freed up if military action is on or approaching American soil.
The MCS funds all five of these Sectors, including the five Rating Systems.
The Military Capabilities System (MCS) Sector Board funds Military Corporations (MCs) based on their percentages of overall military capabilities.
The MCS’s Sector Board must develop a detailed, visible, understandable, and all-inclusive plan to measure capabilities.
The MCS Sector Board determines the MC Sector Board’s budget. We will call it $X.
If an MC is determined to have 3.78568093% of the overall military capabilities, that MC is funded with 3.78568093% times $X.
The MCS will likely assign a specific percentage of the budget to particular categories such as planes, tanks, ships, space, among other needed capabilities.
Likely, the capabilities determination program will be detailed and future-looking but not micromanaging.
Any MC may go after any part of the MC budget. The MCS must not limit, ban, or discourage competition for capability categories. Certificate of need type laws would not be allowed.
The MCS determines the funding for the DFP, CIC, MCS, and MAA Sectors Boards.
The MCS determines the funding for all five Rating Systems.

The Military Authorization Agency MAA Sector

The Military Authorization Agency Sector Board (MAA) authorizes military personnel and weapon systems to operate. The MAA authorizes everyone within the five Sectors of the Foreign Protection System.
CRA’s in this Sector are called MAA’s. Every citizen selects an MAA that best represents their philosophy.
The roughly dozen MAA’s send legislative representatives, proportional to their membership, to the MAA Sector Board. The members of these MAA’s elect the ‘president’ of the MAA Sector.
The MAA president has the authority to command any military forces necessary to enforce the repeal of authorization of a person if needed.
The Military Authorization Agency (MAA) Sector Board must approve and authorize all Foreign Protection System personnel with a 70% MAA vote. A 40% MAA vote repeals an authorization.
Elected leaders within the Foreign Protection System also need to be authorized by the MAA. The MAA can also repeal an authorization of elected leaders and representatives.
The MAA Sector’s CRA is proportionally responsible for basic training, relevant universities, and military academies. The MAA will fund and train skills needed in all five Sectors.
The CRAs within the MAA Sector are proportionally responsible for basic training and military academies.
The top MAA leader and the top leader of every CRA and RA in the MAA Sector will have unhampered access to all records within the entire Foreign Protection System.
