What's the true measure of performance for a law enforcement agency? Crime data, incident reports, and police response outcomes have long been the "go to" for many. Those numbers still matter, and chiefs are still held accountable for them. But they don't capture the full picture of what an agency delivers.

In a new OnPolicing piece, NPI's Colby Dolly, Ph.D. argues that public confidence belongs alongside crime data as a measure of agency success. Why? Because investigations move forward when residents cooperate with officers, and that cooperation depends on confidence. When confidence is high, people comply with the law because they see it as legitimate, which makes daily encounters safer for everyone.

Public confidence isn't a replacement for crime data. It's a second, equally important question alongside it: how well are we serving?
