FOAST appreciates the sacrifice and service to the State of Alaska. Please join us at the memorial.

The 2024 Alaska Peace Officer Memorial Ceremony will be held tomorrow at the State of Alaska Scientific Crime Detection Lab in Anchorage at 3pm. The annual ceremony honors the sacrifice of local, borough, state, and federal peace officers that have died in the line of duty while serving Alaskans. Everyone is welcome to attend. For those unable to attend, we will be live-streaming the event on our page.

The Fraternal Order of Alaska State Troopers was invited to the 7th Annual Special Olympics Breakfast of Champions. Special guests were recognized for their contributions and commitment to the Alaska Special Olympics. APOA member Karrie Yarnes received the Ed Stauber award for her coordination of the Law Enforcement Torch Run each year.
FOAST and the Alaska State Troopers have partnered with the Special Olympics since 1979 with the Special Olympics Mileage Event (SOME) Run. That history is recognized at the Alaska Law Enforcement Museum in downtown Anchorage.

Fraternal Order of Alaska State Troopers 08/08/2023

FOAST is recognizing that 45 years ago on August 8, 1978 Alaska State Trooper First Sergeant Charles Grutzmacher SURVIVED a gunshot wound to the chest and arm while engaged in an officer involved shooting with a felon in Palmer Alaska.
The book North Country Troopers, published in 2014 and available for sale on www.foast.org explains how First Sergeant Grutzmacher took a .357 bullet to his chest, which is still lodged against his back to this day, a permanent souvenir. The other magnum hollow-point wrecked his right shoulder after tearing through the right tricep muscle. Twelve years later First Sergeant Grutzmacher received the first Purple Heart medal from the Alaska State Troopers. He retired after 19 years and looks back with a great deal of satisfaction on his years of service.
Charles Grutzmacher later moved to the lower 48 and continued to serve on the FOAST Executive Board for many years through 2023. He still attends the annual reunion of the Fraternal Order of Alaska State Troopers each year in April. For more information please contact FOAST by email:

2023 State Fair Child ID Volunteers - FOAST State Fair Booth 08/03/2023

Free admission to the AK State Fair when you volunteer with the Fraternal Order of Alaska State Troopers (FOAST) 501c3 Charity. We are looking for volunteers of all ages to assist with making free child IDs at the 2023 Alaska State Fair in Palmer August 18 - September 4. Free parking and entry passes to the fair will be provided for Volunteers.

- FOAST will be working with the Alaska State Troopers and Department of Public Safety personnel to provide Free Child Identification cards to children in attendance. Each day has 3 shifts (except Tuesday and Wednesdays when the fair is closed).
Shift 1- 10:30am-2:30 pm;
Shift 2- 2:30pm-6:30pm;
Shift 3- 6:30pm-8:30pm

** Free parking and entry passes to the fair will be provided for Volunteers.

On this day in 1984, Trooper Troy Duncan was shot and killed as he and other members of his SERT team searched for a serial killer who had killed more than 12 people.

Spotters in a fixed-wing airplane had located the suspect in a wooded area and two helicopters carrying SERT members were dispatched to the scene. As the helicopter carrying Trooper Duncan hovered approximately 15 feet above the ground, the suspect moved to within 50 feet of the aircraft and opened fire, striking the trooper.

A fellow officer returned fire with an AR-15, fatally wounding the suspect.

Trooper Duncan was flown to a local hospital where he was pronounced dead. The suspect was a former marksman for the U.S. Army and had helicopter training.

Trooper Duncan was a US Marine Corps veteran and had served with the Alaska State Troopers for 3 years. He is survived by his wife, son, and daughter.
