The Ministry of Environment in Taiwan has proposed amendments to the "Resource Recycling Act," which will be renamed the "Resource Circulation Promotion Act," and the "Waste Disposal Act." The changes aim to address limited resources and environmental burdens, and to achieve net-zero emissions and zero waste by 2050. The draft amendments are based on consultation with industry, trade associations, environmental groups, academic experts, and government agencies. The "Resource Circulation Promotion Act" emphasizes full life-cycle management to create value, reduce waste, and lower material consumption, while the "Waste Disposal Act" focuses on effective prevention and curbing of illegal dumping. Key highlights include cross-ministerial coordination, sustainable product policy, market-driven circular procurement, and support for circular industries. The draft also includes emerging waste management, enhanced reuse management, deterrence of illegal dumping, and protection of environmental sanitation. The Ministry also provides a two-year transition period for reuse businesses to adjust to the new requirements.

The Ministry of Environment (MOENV) held a panel discussion on improving Taiwan's public restrooms, focusing on Japan's "The Tokyo Toilet" program. The panel discussed topics such as sit-on toilets, gender-, elder-, and family-friendly designs, dry cleaning methods, and maintenance. Over 130 people attended the event, which aimed to inspire actions to make restroom environments safer, more comfortable, and more dignified. The program, designed by 16 world-class architects, transformed 17 public restrooms, focusing on diversification of functions, aesthetics, social inclusiveness, and cleanliness maintenance. Taiwan can learn from Japan's approach, including incorporating urban light and shadows, integrating local culture and art, and adopting dry cleaning methods. The MOENV plans to promote the construction and renovation of public restrooms, revising guidelines for accessibility, gender-friendly spaces, and facilities for families and seniors. The Ministry will also develop a training system and promote restroom culture, aiming to instill empathy and pride in cleaners.

‼️A task force from multiple agencies conducted a high-altitude cleanup of Taiwan’s Hehuanshan in Taroko National Park on Saturday.‼️

A 135-member team cleared 900 kg of garbage from a scenic area, including bottles, cans, plastic bags, iron barrels, and polystyrene boxes. Over 200 bags were collected. The task force, including staff from Taroko National Park Headquarters, Highway Bureau, Forestry and Nature Conservation Agency, and volunteers, urged visitors to respect the environment and avoid littering.

‼️Taiwan’s greenhouse gas emissions in 2023 saw a decline of 4.64% compared to levels recorded in 2005, the Ministry of Environment said Thursday.‼️

Taiwan's Department of Environmental Protection reports a 3.02% drop in total carbon emissions in 2023, supporting its commitment to its nationally determined contribution under the Paris Agreement. The country aims to reduce emissions by 23%-25% by 2030, 32% ±2 percentage points by 2032, and 38% ±2 percentage points by 2035. Despite US President Donald Trump's 2021 withdrawal from the Paris Agreement, global momentum for climate action remains strong. The ministry plans to intensify decarbonization efforts in key high-emission industries, adopting carbon capture technologies, increased electrification, and alternative fuels. The ministry will collaborate with the Ministry of Economic Affairs and the Financial Supervisory Commission to promote resource integration and foster public-private dialogue.

This change is expected to attract an additional 7,000 cases annually, benefiting 5,000 enterprises. Since its implementation in 2020, satisfaction rates have exceeded 85%. The Resource Circulation Administration has streamlined the system's requirements, reducing the requirement for annual payments under NT$100,000, extending the review period, and eliminating a three-year waiting period for enterprises not adopting the system. The amendment aims to encourage more eligible enterprises to adopt the efficient system.

Taiwan Fertilizer is expanding its blue ammonia supply to meet international carbon regulations, reducing emissions by 60% to 70% compared to gray ammonia. The company plans to provide tens of thousands of tons in Q3 to accelerate Taiwan's carbon reduction efforts. Taiwan Fertilizer is committed to its net-zero goal and is exploring demand for renewable green ammonia. Key beneficiaries include the semiconductor, electronics, and transportation industries.

The World Vegetable Center's gene bank, originally funded in 2010 by Taiwan's Ministry of Foreign Affairs, has been renovated and inaugurated. The facility, which conserves germplasm like seeds, tissue, and DNA sequences, has been modernized to improve energy efficiency and preserve genetic diversity. The modernization reflects Taiwan's commitment to global food security and sustainable agriculture. The seed bank now houses over 55,000 accessions across 330 vegetable species from 155 countries, along with an additional 6,000 seeds of native African vegetables stored at the African Vegetable Gene Bank in Tanzania. The modernization aims to help develop climate-resilient, high-yield vegetable crops and address threats from urbanization, climate change, biodiversity loss, and emerging pests and diseases.

The conference included representatives from Thailand, Vietnam, Indonesia, Thailand, and Vietnam, academics, local and international representatives, and graduate students.
