Ocean Science Education Program IV 將於 2026 年 4 月 1–3 日 在 臺帛海洋科普教育中心(位於帛琉社區大學) 舉行,結合理論課程與實地調查,帶領學員從海洋環流出發,深入認識沿岸生態與海洋科學的實際應用。課程內容包含海流概念、塑膠漂流、生態調查、資料分析,以及潮間帶牡蠣的野外實作。

🌊 Reading the Ocean: From Currents to Coastal Ecosystems 🌊
How do ocean currents shape marine life? Where does marine plastic drift? And how can we study coastal ecosystems through fieldwork?

Ocean Science Education Program IV will take place on April 1–3, 2026, at the Taiwan–Palau Ocean Science Education Center (located at Palau Community College). This program combines lectures and hands-on activities to explore ocean circulation, coastal ecosystems, and real-world marine science applications. Participants will engage in field surveys, data analysis, and interactive learning experiences, including intertidal oyster surveys.

Educators, students, and ocean enthusiasts are all welcome to join us and experience ocean science beyond the classroom.

🎥🌊 【回顧】深化臺帛學術交流,共創海洋永續新篇章(9/29-10/4) 💙
📍一、主委率團赴帛琉參訪與交流
此次活動由臺灣國家科學及技術委員會主委 吳誠文 率團,於 9 月 29 日至 10 月 4 日 前往帛琉,展開為期數日的學術交流與海洋生態考察。代表團於帛琉總統府拜會總統 Surangel S. Whipps Jr.,雙方就臺帛在海洋科學教育與永續發展的合作進行深入討論;在 黎倩儀大使 的協助下,代表團亦參與帛琉國慶活動,體驗當地文化與美食,深刻感受到帛琉人民的熱情與友好。

在帛琉農漁部部長 Steven Victor 的安排下,代表團前往 水母湖(Jellyfish Lake) 進行生態觀察。💡水母湖以壯觀的「黃金水母」聞名,但近年族群明顯減少。此次現地調查讓團隊更深刻體會氣候與環境變化對脆弱生態系的影響,也凸顯持續科研監測與國際合作的重要性。

📘二、臺帛海洋科普教育中心|Ocean Science Education Program III(10/2-10/4)
由 臺帛海洋科普教育中心(Taiwan and Palau Ocean Science Education Center) 主辦的 「Ocean Science Education Program III」,於 10 月 2 日至 4 日 在帛琉社區學院順利舉行,主題為 “Exploring the Ocean, Understanding the Invisible”。

課程由 托星豪、陳煦森、何東垣 三位教授(其中 何東垣教授 為線上授課)授課,結合理論與實作,引導學員多面向探索海洋奧秘。內容包括:
🔹 沙棋盤(Secchi Disc):測量水體透明度與葉綠素濃度
🔹 浮游植物拖網採樣:觀察海洋微生物多樣性
🔹 魚拓(Gyotaku):以當地魚類創作藝術作品
🔹 海藻培養實驗:探討營養鹽對藻類生長的影響

活動結合理論講解、野外實作與數據分析,讓學員從課堂走向海洋,實踐「知識化為行動」的精神,展現臺帛在海洋教育與科普推廣上的緊密合作。

🎥🌊 【Recap】Advancing Taiwan–Palau Academic Collaboration for Ocean Sustainability (Sept. 29–Oct. 4) 💙
📍1. NSTC Minister Leads Delegation to Palau
From September 29 to October 4, a delegation led by Wu Cheng-Wen, Minister of Taiwan’s National Science and Technology Council (NSTC), visited Palau for academic exchange and marine ecological assessment. The delegation met with President Surangel S. Whipps Jr. to discuss bilateral cooperation in marine science education and sustainable development. With support from Ambassador Lily C. I., the delegation also joined Palau’s Independence Day celebrations and experienced the warmth and hospitality of the Palauan people.

With assistance from Minister Steven Victor, the delegation visited Jellyfish Lake for an ecological observation. 💡Known for its iconic golden jellyfish, the lake has experienced a significant population decline in recent years. The site visit provided deeper insight into how climate and environmental changes affect fragile ecosystems and underscored the need for continued scientific monitoring and international collaboration.

📘2. Taiwan and Palau Ocean Science Education Center|Ocean Science Education Program III (Oct. 2–4)
The “Ocean Science Education Program III”, organized by the Taiwan and Palau Ocean Science Education Center, was held from October 2 to 4 at Palau Community College under the theme “Exploring the Ocean, Understanding the Invisible.”

The program was taught by Prof. Tuo Sing-How, Prof. Chen Hsu-Sen, and Prof. Ho Tung-Yuan (online), combining lectures with hands-on activities. Key components included:
🔹 Secchi Disc measurements of water transparency and chlorophyll concentration
🔹 Plankton net sampling to observe microbial diversity
🔹 Gyotaku fish printing using local species
🔹 Seaweed cultivation experiments examining nutrient limitation

Integrating classroom learning, fieldwork, and data analysis, the program encouraged participants to step directly into the ocean environment and transform scientific knowledge into practical action—demonstrating the strong collaboration between Taiwan and Palau in marine education and outreach.

We sincerely thank all instructors, participants, and supporting teams whose efforts contributed to the success of this exchange. We look forward to continued collaboration in inspiring more people to explore, understand, and protect our ocean. 🌏💙

🌊【精彩回顧|Ocean Science Education Program II】
2025年3月25日至27日,第二屆「Ocean Science Education Program」於臺帛海洋科普教育中心(設於帛琉社區學院)圓滿落幕。本次課程聚焦「氣候變遷對海洋生態系的影響」,由來自臺灣的四位重量級講者:洪慶章教授(Prof. Chin-Chang Hung)、李澤民教授(Prof. Tse-Min Lee)、周文臣教授(Dr. Wen-Chen Chou)、林秀瑾教授(Dr. Hsiu-Chin Lin)共同帶領,課程內容涵蓋碳循環理論、生物碳幫浦、淺海植物的生態角色、海底沉積物的微生物活動,以及碳儲存的評估與技術操作。

三天課程中,學員從教室走向海洋,親自參與海灘的野外調查,進行海草、海藻及沉積物採樣,操作水質監測系統、測定氧氣消耗與碳儲量,並針對相關資料進行分析。從理論到實務,從科研到國際交流,這場學習歷程為所有參與者帶來深刻且難忘的海洋科學體驗。

🌊【Program Recap|Ocean Science Education Program II】
From March 25 to 27, 2025, the second Ocean Science Education Program was successfully held at the Taiwan–Palau Ocean Science Education Center, located at Palau Community College. Centered on the theme “The Impact of Climate Change on Marine Ecosystems,” the program was led by four esteemed scholars from Taiwan: Prof. Chin-Chang Hung, Prof. Tse-Min Lee, Dr. Wen-Chen Chou, and Dr. Hsiu-Chin Lin. The curriculum covered a wide range of topics including carbon cycle theory, the biological carbon pump, the ecological roles of shallow water vegetation, microbial processes in marine sediments, and methodologies for carbon storage assessment.

Over the course of three days, participants stepped out of the classroom and into the field, engaging in hands-on coastal surveys. Activities included seagrass, seaweed, and sediment sampling, operating water quality monitoring instruments, measuring oxygen consumption and carbon storage potential, and analyzing related data. From theory to application, from academic knowledge to international collaboration, the program provided all attendees with a profound and unforgettable experience in marine science.

對海洋擁有滿腔熱血的台灣師資團隊,帶領帛琉當地居民一同探索海洋的故事。教授們除了在對談中傳遞重要的海洋知識,並準備各式各樣的量測儀器,希望透過實際操作與互動,加深大家對海洋的認識與重視。

A passionate team of educators from Taiwan, dedicated to the ocean, led local residents in Palau on a journey of ocean exploration. In addition to sharing essential marine knowledge through discussions, the professors also prepared a variety of measurement instruments. Through hands-on activities and interactions, they aimed to deepen everyone's understanding and appreciation of the ocean.

🌊【Palau Marine Biology Course Recap: The Fascinating World of Plankton】【帛琉海洋生物學課程回顧:浮游生物的神奇世界】🌊

In our course "Introduction to Marine Biology: Planktonic Life Forms of Marine Organisms in Palau," we explored the amazing world of marine plankton!✨ Plankton not only play a crucial role in the food chain by converting solar energy into biological energy, but they also include the larval forms of many economically important marine species, such as Palau's giant clams, sea cucumbers, and trochus shells.

These planktonic larvae adapt to environments different from their adult forms, resulting in significant morphological differences. To estimate local biodiversity or assess the impact of environmental changes on marine ecosystems, understanding the shape and behavior of these plankton is essential.

A special thanks to Professor Hsiu-Chin Lin from the Department of Marine Biotechnology and Resources at National Sun Yat-sen University for guiding us through observing Palau's plankton using portable microscopes. It was an incredible opportunity to witness the unique charm of these tiny marine creatures!🔬👀

We encourage all participants to share more of their plankton observations with us. Let’s celebrate the beauty of these oceanic wonders together!📸💧

在這堂《海洋生物學導論:帛琉海洋生物的浮游型態》課程中,我們深入探索了海洋浮游生物的世界!✨浮游生物除了是扮演食物鏈中將太陽能轉換為生物能使用的有機碳的關鍵角色,也包含了許多經濟性海洋物種的浮游幼體,包含帛琉當地常見且具經濟價值的硨磲貝、海參、鐘螺等。
這些浮游幼體為了適應有別於成體底層的生活環境,常與成體在形態上有相當大的差異,如要透過浮游幼體估算當地的生物多樣性,又或是當作評估環境變遷對海洋生態系變動的生物指標,首要的工作便是了解牠們的形態及行為。
感謝國立中山大學海洋生物科技暨資源學系的林秀瑾教授帶領大家,使用便攜式顯微鏡觀察帛琉當地的浮游動物,讓我們親眼見證這些微小生物的獨特魅力!🔬👀

🌊 臺帛合作推動海洋科普教育,深化海洋保護意識! 🌊
Taiwan-Palau Partnership Promotes Marine Science Education, Strengthening Ocean Conservation Awareness

由國家科學及技術委員會(國科會)支持的臺帛海洋科普教育中心,於10月8日至10日在帛琉社區學院成功舉辦了一場為期三天的海洋科學教育工作坊。本次活動吸引了帛琉教育部、中小學教師以及帛琉國際珊瑚礁中心的教育推廣專員參與。工作坊以帛琉的主要海洋議題為核心,涵蓋藍碳、海洋食物鏈及海洋永續發展等主題,旨在提升帛琉年輕世代對海洋環境保護的認識與重視。

來自臺灣的講師團隊,包括國立中山大學前校長楊弘敦講座教授、洪慶章特聘教授、林秀瑾教授及澎湖科技大學李孟芳教授,帶來了豐富且專業的教學內容。課程重點圍繞氣候變遷對海洋生態的影響,三大主題包括:藍碳在實現碳中和中的角色、浮游生物作為海洋生態變遷的指標、以及過量二氧化碳排放引發的海洋酸化問題。

工作坊不僅提供了課堂講授,還結合了豐富的實作課程,讓學員能夠實際應用所學。參與者在洛克群島的鯊魚城與硨磲貝城進行實地教學,利用科學儀器監測海水的即時水溫和鹽度變化,並收集不同深度的海水樣品。在實作過程中,學員們觀察到洛克群島水深15公尺的海水溫度竟達到30.5°C,這顯示帛琉的海域仍在持續升溫。這些實地數據為學員們提供了強有力的證據,幫助他們更深刻理解氣候變遷對帛琉海洋生態的影響,並為回到課堂後能激發學生的環保意識奠定了基礎。

洪慶章特聘教授指出,這是臺灣首次在太平洋友邦進行全英文的海洋科學教學。他表示,希望透過基層教育在帛琉播下海洋永續發展的種子,強調提升公眾對氣候變遷的認識並促進具體行動的重要性。此次工作坊不僅幫助教師們更有效地傳播海洋知識,還將對帛琉年輕一代產生深遠影響,促使他們更積極地投入環境與生態保護行動。

在工作坊的最後一天分享會上,帛琉高中教師Noel Reyes對三位教授的教學方法給予高度讚賞,認為這次課程讓他對海洋科學有了全新的認識。他表示,作為島國,帛琉需要更多實作教材,幫助學生更好地理解海洋科學原理。Viola Nairngetrang則建議將海上實作活動時間延長至一天,以加強學員的實地經驗;Iesha Bieb Umayam則進一步建議將工作坊的時間從三天延長至一週,以便更深入探討氣候變遷對帛琉海洋生態系統的長期影響及應對策略。

參與者的熱情反饋讓講師團隊倍感鼓舞,這也展現了臺灣與帛琉攜手面對全球氣候變遷挑戰的共同願景。未來,工作坊將繼續擴展海洋科學教育的深度與廣度,協助帛琉年輕一代掌握科學數據,為保護我們的藍色星球貢獻力量。

Supported by Taiwan's National Science and Technology Council (NSTC), the Taiwan-Palau Ocean Science Education Center successfully held a three-day marine science education workshop at Palau Community College from October 8 to 10. The workshop attracted participants from the Ministry of Education of Palau, local elementary and high school teachers, and outreach officer from the Palau International Coral Reef Center. The workshop focused on critical marine issues in Palau, covering topics such as blue carbon, marine food chains, and sustainable ocean development, aiming to enhance the younger generation's awareness of ocean conservation.
The teaching team from Taiwan included Professor Hung-Duen Yang, former president of National Sun Yat-sen University; Distinguished Professor Ching-Chang Hung; Professor Hsiu-Chin Lin; and Professor Mong-Fong Li from National Penghu University of Science and Technology. The course content centered on the impact of climate change on marine ecosystems, focusing on three major themes: the role of blue carbon in achieving carbon neutrality, plankton as indicators of changes in marine ecosystems, and the issue of ocean acidification caused by excessive carbon dioxide emissions.
In addition to classroom lectures, the workshop integrated hands-on activities to deepen participants' understanding. The participants engaged in field teaching at Shark City and Giant Clam City in the Rock Islands, using scientific instruments to monitor real-time changes in water temperature and salinity while collecting water samples from various depths. During these activities, they discovered that at a depth of 15 meters, the water temperature in the Rock Islands reached as high as 30.5°C, even in October. This real-time data provided solid evidence that Palau's ocean waters are continuing to warm, reinforcing the participants' understanding of the ongoing impact of climate change. These experiences will help teachers inspire their students to develop a stronger environmental awareness when they return to the classroom.
Distinguished Professor Ching-Chang Hung emphasized that this was Taiwan's first full-English marine science teaching initiative in a Pacific ally. He expressed hope that grassroots education in Palau would plant the seeds of sustainable ocean development, stressing the urgency of raising public awareness of climate change and encouraging concrete action. The workshop not only helped teachers effectively convey marine knowledge but also aimed to influence the younger generation in Palau to become more actively involved in environmental protection.
During the final sharing session of the workshop, Palau high school teacher Noel Reyes highly praised the teaching methods of the three professors, noting that the course provided him with a fresh perspective on marine science concepts. He also mentioned that as an island nation, Palau needs more hands-on teaching materials to help students better understand the principles of marine science. Viola Nairngetrang suggested extending the duration of the sea-based practical activities to a full day to enhance participants' field experience. Iesha Bieb Umayam further recommended extending the three-day course to a week to allow for a deeper exploration of the long-term impact of climate change on Palau's marine ecosystems and response strategies.
The enthusiastic feedback from participants was heartening for the teaching team, reflecting the shared vision of Taiwan and Palau to address the global challenges of climate change. Moving forward, the workshop will continue to expand the depth and breadth of marine science education, equipping Palau's younger generation with the scientific data necessary to protect our blue planet.
