RIMES, in collaboration with the Disaster Management Centre (DMC), organized back-to-back workshops in Palindanuwara and Ratnapura last February 20th and 25th, 2025 to develop Early Action Protocol (EAP) Plans for the most vulnerable Grama Niladhari divisions – Athweltota, Morapitya North, Godigamuwa, and Angammana.

Particularly, these workshops aim to:

✅ Strengthen disaster preparedness and response mechanisms
✅ Improve early warning systems for timely alerts
✅ Build community resilience and awareness
✅ Integrate disaster risk reduction into local development plans

With the active participation of government officials, community volunteers, and key stakeholders, this initiative will empower communities to act early and reduce the risks of floods, landslides, and other hazards. 🌱💪

: On Feb 27, a training session on the SAHF Knowledge Hub (SKHub) and DataExchange (DataEx) platforms was held as part of CARE Component 1’s 3rd Regional Workshop. This initiative enhances NMHSs’ capacity to acquire, access, visualize, and analyze forecast data—helping to upgrade forecasting processes across the region.

🔹 SKHub is a one-stop platform for forecasters to access resources, learning materials, and engage in discussions. The platform's revamped Learning Management System (LMS) now offers expert-led courses, and is in the process of producing more materials and improving features and overall user experience. Last February 25-26, the South Asia Hydromet Forum's (SAHF) Numerical Weather Prediction (NWP) Working Group gathered to discuss and finalize the action plan for the NWP roadmap implementation. Facilitated by Dr. Alice Soares, Senior Hydromet Officer from World Bank, the working group actively engaged in refining the strategies in the proposed NWP Strategy for 2025-2030, ensuring alignment with national and regional priorities and SAHF Executive Council decisions.

The meeting concluded with the finalization of the NWP roadmap action plan, setting the path for enhanced weather prediction capabilities across the region. Stay tuned for more !

From Topographic DEM Generation Training last Feb 10-13, RIMES and the National Directorate of Meteorology and Geophysics (Dnmg Timor-leste), in partnership with Oseanland, conducted an in-depth training on hydrographic and bathymetric surveying last February 17-21 with the aim of equipping participants with critical skills to enhance coastal mapping, environmental monitoring, and disaster risk management.

Participants from DNMG, Autoridade Portuáriu Timor-Leste (APORTIL), Maritime Police Unit (UPM), National Maritime Authority (NMA), Ministry of Planning and Strategic Investment (MPIE), and National Directorate of Maritime Transport (DNTM) gained hands-on experience in low-cost survey methods, data processing, and Digital Elevation Model (DEM) generation.

📍 Training Highlights:
📡 Day 1: Introduction to hydrographic surveying, GNSS systems, and bathymetric equipment (SATLAB SBES, GPS, and Hydromagic software). Participants familiarized themselves with equipment setup and capabilities.
📏 Day 2: Survey planning & data processing – Participants learned IHO S-44 standards, designed survey routes, and analyzed case studies on depth data accuracy and correction techniques.
🚤 Day 3: Field training at UPM port, where participants conducted hands-on bathymetric surveys using a speedboat. They actively participated in equipment setup, survey ex*****on, and data monitoring, gaining real-world exposure.
🌊 Day 4: Independent bathymetric surveys at optimal tide conditions, requiring real-time decision-making to navigate risk areas, monitor data, and adjust survey parameters. Post-survey, participants analyzed collected data and discussed key learnings.
🗺️ Day 5: Bathymetric data processing & mapping – Participants developed contour maps and analyzed elevation models, culminating in a comprehensive presentation by RIMES on integrating bathymetric data for localized forecast generation.

From February 10-13, 2025, participants engaged in an intensive 4-day training on low-cost surveying and DEM generation (Topographic) under the UN Environment Programme (UNEP)-led Green Climate Fund (GCF) Project, Enhancing Early Warning Systems to Build Greater Resilience to Hydro-meteorological Hazards in Timor-Leste. Over four days, they gained hands-on experience in drone operations, photogrammetry, and aerial image processing, enhancing their technical skills for real-world applications.

📍 Training Highlights:
• Introduction to drone technology, flight safety, and hands-on assembly & disassembly, basic flight controls and survey planning techniques.
• Field testing and real-site surveys in CVTL, with a focus on data collection and aerial mapping, and aerial image processing using Agisoft Metashape,
• Group flight planning and independent drone survey operations, managing pre-flight, in-flight, and post-flight procedures, ensuring mastery of the survey workflow, and
• On-site training at Porto de Dili, focusing on GPS base station installation and integrating benchmarks into aerial image surveys; practiced flights in challenging urban and coastal conditions.

📅 February 7, 2025 – RIMES, in collaboration with the National Disaster Risk Reduction and Management Authority (NDRRMA), is conducting a training program on SATARK, a Decision Support System (DSS) designed to enhance disaster risk management in Nepal. 🌏⚡🌊🔥⛰️

This interactive session introduces the latest features of SATARK and optimizes its use to ensure it meets the practical needs of disaster management. The SATARK DSS monitors flash floods, forest fires, landslides, and lightning risks by integrating data from the Department of Hydrology and Meteorology (DHM) and regional/global climate centers. It supports evidence-based decision-making for disaster preparedness, response, and long-term risk reduction.

RIMES in Nepal, together with the Department of Hydrology and Meteorology (DHM), is conducting a 4-day training on the Babai Model, a flood forecasting decision support tool for Babai River. The activity is designed to equip the DHM staff with the skills to improve flood forecasting accuracy and strengthen early warning systems. This hands-on training is a crucial step in streamlining operations and ensuring better disaster preparedness for Nepal.

Through the Babai Model, this initiative aims to:
✅ Enhance DHM’s ability to generate precise, up-to-seven-day flood forecasts,
✅ Strengthen early warning systems to protect vulnerable communities, and
✅ Advance technological solutions tailored to Nepal’s unique hydrological challenges

Developed under the RIMES Master Plan with DHM, the Babai Model integrates multiple forecast sources with real-time data to provide corrected, reliable flood forecasts for the Chepang station of the Babai River. This initiative underscores DHM’s commitment to leveraging advanced technology for resilience and sustainability.

*** This activity is made possible through the Strengthening Last-Mile Communication (SLMC) project, supported by the University Corporation for Atmospheric Research (UCAR) and implemented by RIMES. SLMC aims to building climate resilience through improved access and use of early warning information among last mile users in the region.

RIMES Sri Lanka National Center for Climate Application (SNCCA), in collaboration with the Disaster Management Center, successfully conducted Disaster Risk Management (DRM) workshops in Palindanuwara and Ratnapura Divisional Secretariat on Jan 2nd and 27th, with vital support from the respective DS.

👥 Key officials—Divisional Secretaries, Grama Niladharis, technical officers, and disaster response teams—engaged in interactive sessions on:
✅ Hazard identification & early warning dissemination
✅ Emergency response coordination & resource allocation
✅ Scenario-based risk-informed decision-making

📢 A highlight was the INSTANT Decision Support System (DSS) demo, which is being piloted in Sri Lanka. This system helps local authorities visualize and analyze disaster risk data, ensuring faster, more informed responses.

These initiatives are part of the “Strengthening Last Mile Communication (SLMC) in South Asia” project, supported by the University Corporation for Atmospheric Research (UCAR) and implemented by RIMES. The project aims to enhance climate resilience by improving access to and utilization of early warning information among last-mile users in the region.

On January 24, 2025, the new director of the National Disaster Warning Center ศูนย์เตือนภัยพิบัติแห่งชาติ (NDWC), Pol. Sub-Lt. Santhiti Thamajai (ร้อยตำรวจตรี สัณฐิติ ธรรมใจ), along with the Sub Division-Director, visited the RIMES headquarters in Thailand.

Welcomed by RIMES Director General Mr. A.R. Subbiah and Technical Advisor Prof. Pennung Warnitchai, the visit focused on enhancing collaboration for disaster risk management and early warning systems. Discussions covered RIMES' operations, past achievements, and strategic plans for 2025. The delegation also explored RIMES' cutting-edge systems, such as SATARK and TNSMART, showcasing their vital role in saving lives and mitigating disaster impacts.

Day 2 discussions covered key regional hazards prioritized for Impact-Based Forecasting (IBF), progress from the Numerical Weather Prediction and Capacity Enhancement Working Groups, insights into World Meteorological Organization's regional strategies, and interactive sessions exploring IBF Toolkit approaches to address regional challenges.

Today's IBF Agenda will focus on the IBF Toolkit and Workplan Development to support implementation, mainstreaming, and sustainability of IBF across South Asia and in SAHF Member Countries.

This activity is part of the South Asia Hydromet Forum Planning Workshop on Impact-Based Forecasting and Climate Services that aims to to strengthen regional cooperation on climate resilience.

Bangkok, Thailand – Over 40 stakeholders from across South Asia have gathered for the 4-day workshop that aims to advance regional strategies for managing extreme weather events and enhancing climate resilience.

This event is supported by the Office and UK International Development through the Weather and Climate Information Services (WISER), World Bank , CARE Component 1, and RIMES.
