Dear Sir/

Re: Approval of 62,000 Liters of Diesel which means 62,000/200=310 barrels for Agriculture Charged to 2026 CD Budget,

in fact, we all acknowledge DPOC’s role in funding community development through your CD budget. Supporting agriculture in Melut county (Community) aligns with DPOC’s social responsibility goals.

However, I wish to formally raise concern regarding the Ministry of Petroleum’s request for DPOC to provide 62,000 liters of diesel which is equivalent to 310 barrels of diesel to Hon. Ayong Awer Lual, charged directly to the 2026 Community Development budget.

Bypassing legitimate representation: The General Union of Farmers of Upper Nile State is the recognized body representing all farmers. No consultation was made with the Union prior to allocating CD funds to one individual.

Equity & fairness

Community Development funds are meant for projects benefiting the wider community. Allocating a large volume of diesel to a single beneficiary, without transparent criteria or Union involvement, undermines the principle of fair distribution to both small and large-scale farmers.
Transparency & accountability: There is no mention of selection criteria, monitoring, or reporting mechanism to ensure the diesel is used for the stated agricultural purpose and benefits the community.

I personally requesting for acceptable practice:
That DPOC CD Department coordinates all future agricultural support with the Melut county authority, county Farmers union in consultation with state minister of agriculture
