My country is suffering from a lack of knowledge and effective leadership, where graduates often act no differently from non-graduates in public positions. Many leaders focus more on accumulating personal wealth than on promoting development, while using peace maintenance as a scapegoat for the lack of progress.

The creation of administrative units based on clan or tribal names has become a source of conflict between counties and payams, as it reinforces divisions and raises disputes over ancestral lands that often overlap with the territories of other clans. Research shows that the reshuffling of administrative borders has encouraged elite manipulation of ethnic identities and intensified territorial conflicts between communities (Justin & de Vries, 2019). If development is pursued through tribal representation, it risks deepening fragmentation rather than fostering unity. Douglas H. Johnson (2014) reports that the boundary review process in South Sudan revealed how disputes over tribal boundaries became more severe following the expansion of states, as many communities began contesting administrative ownership of overlapping territories. A more sustainable approach is to establish administrative units by geographic location, regardless of tribal identity. For example, the government should consider creating a Northern Unity County that extends from Kuerbowni in Guit, through Budaang, Norlamwel of Rubkotna, to Kaikang and Malow of Mayom. Such a structure would promote inclusivity, reduce inter-clan tensions, and ensure that development is distributed fairly across the region. Regional experiences from Sudan also demonstrate that ethnic-based governance structures often institutionalize tribal competition instead of strengthening national cohesion, thereby increasing the risk of long-term instability and division.

How can lasting change be achieved within our generation? If governments fail to drive progress, who then bears the responsibility of transforming our society? Who should take the lead in bringing the social, economic, and political change that our communities desperately need, if not the government itself? I therefore appeal to the thinkers, intellectuals, and graduates of the Leek community to urgently move away from the path of blame and toward the direction of action. Meaningful transformation will not come through criticism alone, but through unity, vision, and sacrifice, through practical engagement. Let us rise with purpose and set a clear agenda and timeline for foreseeable change in Rubkona. The future of our community depends on what we choose to do today.
