๐ New Research on Somaliaโs Public Financial Reforms
Somalia has made major progress in rebuilding its public financial management system after decades of conflict.
Since 2013, the country has:
โข Introduced a new Public Financial Management Act
โข Implemented digital treasury systems
โข Published audited government accounts
โข Increased domestic revenue significantly
โข Achieved historic debt relief of $4.5 billion
Our new report explains how these reforms are strengthening fiscal discipline, improving transparency, and supporting economic resilience in a post-conflict state.
At the same time, important work remains โ especially in revenue mobilization, fiscal federalism, and improving service delivery.
This publication offers practical recommendations for policymakers, development partners, and researchers.

๐ข Four State Reports Completed and Validated!
The Institute of Public Finance Somalia (IPFS) has successfully finalized and validated four Cost of Living and Minimum Wage Assessment Reports under the SERP Project, covering:
โ๏ธ Jubaland
โ๏ธ Hirshabelle
โ๏ธ Southwest
โ๏ธ Galmudug
These studies examine the true cost to households of meeting basic needs and whether current wages are sufficient, using real data from markets, households, and labor sectors.
๐ The reports support fair and realistic wage policies that:
Protect workers and families
Reflect local economic conditions
Remain fiscally sustainable
IPFS will continue working with Federal Member States to translate these findings into practical, evidence-based wage reforms.

๐ Supporting Fiscal Decentralization in Somalia
The Institute of Public Finance โ Somalia (IPF) is supporting MOIFAR in the development of fiscal decentralization implementation arrangements, through expert focus group discussions and experience-sharing dialogues.
These discussions focus on practical solutions and lessons to ensure that fiscal decentralization works from the federal level down to districts, improving service delivery and strengthening local governance.

Today, IPF Somalia joined MOPIED to conduct a Validation Workshop for the Institutional Development Package, focusing on:

This is a major step toward building a stronger and more professional public institutionโwhere recruitment is transparent, staff development is consistent, performance is measured fairly, and HR processes are modernized through a digital system.
We discussed important areas such as

๐น Performance management and training
๐น discipline/grievance procedures and staff welfare

๐ข Strengthening Participatory Budgeting in Banadir Region
The Institute of Public Finance โ Somalia (IPF) is proud to have supported the Banadir Regional Administration (BRA) in conducting its Citizen Engagement Forum as part of the 2026 Budget Formulation Process.
This inclusive dialogue brought together representatives from the business community, academia, civil society organizations, and district commissioners to contribute meaningfully to the design of a more responsive, transparent, and accountable budget for the people of Mogadishu.
