A move implemented by MOE this year was to allow students who did well in Mother Tongue at PSLE to take up Higher Mother Tongue from Secondary 1, regardless of their overall PSLE score.

We do not want our students to be simply good at acing exams today, said Minister for Education Desmond Lee during his Committee of Supply debate speech in Parliament on Mar. 3.

Though he recognised the Singaporean education system’s long-held reputation for academic rigour and excellence, he noted that while they remain important, they are not the sole focus of the system.

He pointed out that many parents believe that getting into popular schools will give their children an edge over others, but it is this fixation on grades and achievements that pits children against each other, diminishing their joy of learning, and taking away time from character building.

Lee acknowledged that several MPs had spoken about their concerns on this aspect of education, particularly about reducing the stakes of assessment milestones. He noted their questions regarding the need for challenging questions in the PSLE and its “competitive grading element”.

Lee said the role of PSLE needed to be considered, including its role as a checkpoint to assess students’ mastery of core concepts and skills, as well as guiding students into appropriate secondary school subjects and pathways.

He affirmed that MOE will continue to reduce the overemphasis on grades, helping Singapore further break away from the education “arms race” in favour of more holistic development.

Speaking at MOE’s Committee of Supply debate, Lee said MOE is reviewing the Primary 1 Registration Framework to ensure primary schools remain accessible to children from varied backgrounds, adding that more details will be announced when ready.

He noted that over the years, MOE has adjusted the Primary 1 Registration Framework to expand access for students with no prior connections to enter primary schools.

Since 2022, 40 places in Phase 2C have been set aside for students regardless of existing links to the school, helping most schools maintain a healthy socio-economic mix.

However, some schools continue to have a higher proportion of students from higher socio-economic status families, Lee said.

This may be due to their location in areas with more private housing and fewer HDB flats, as well as home-school distance priority, which can advantage families living nearby.

Acknowledging the “well-meaning suggestions” put forward by fellow MPs and members of the public, Lee said these would be carefully considered, adding that the right balance must be struck and adjusted over time as society evolves.
