CILโs flagship ASEAN Law and Policy Academy will take place in person in Singapore from 27 โ 31 July 2026, for (1) Educators and Academics and (2) Officials and Practitioners, working the fields of law, economics, government, international relations, and other policy fields related to ASEAN. https://cil.nus.edu.sg/event/asean-law-and-policy-academy-2026/
The Academy syllabus has been adapted to consider the volatile international security and geoeconomic context, focusing on ASEANโs rules-based integration and its responses to external issues, emphasizing new opportunities and challenges for ASEAN, as well as dispute resolution modalities in ASEAN and international institutions. Other new content includes modules on energy in light of the present oil crisis, ASEANโs external trade relations, and a broader perspective on law of the sea issues relevant to ASEAN.

Dr Jon Truby, UNESCO Chair on AI Law & Sustainability at CIL, NUS, participated as a catalyst speaker at the Private Sector Roundtable on AI Governance on 8 June 2026.
The roundtable, titled โFrom Infrastructure to Trust. Shaping ASEANโs Private AI Stack and Governanceโ, was held as a side event of the ASEAN Future Forum 2026. It was co-organised by the Diplomatic Academy of Viet Nam and the United Nations in Viet Nam, with support from the United Nations Office for Digital and Emerging Technologies.
Dr Truby contributed to Session II on โGovernance, Accountability and Public Trustโ. His intervention focused on how governance frameworks should define accountability and ensure that citizens have meaningful recourse when AI-enabled services cause harm.
He addressed key questions on ASEAN AI sovereignty, public-private collaboration, regional trust, minimum AI audit and disclosure duties, sustainability in AI procurement, accountability chains and peace-oriented AI governance.
The discussion included representatives from leading technology and private sector actors including Google, Meta, Momo, GreenNode, FPT Corporation, Aionix Data, Indera Agri and Trung Nguyen Legend Group, as well as government, academic and development partners from across the region.
CIL is pleased to support this important ASEAN-facing discussion on AI governance, accountability, sustainability and peace through Dr Trubyโs contribution.

Dr Jon Truby delivered a keynote presentation on AI and the Rule of Law at the Expert Group Meeting on Parliamentary Engagement in Digital Policy, held in London and organised by The Expert Group on Parliamentary Engagement in Digital Policy. The event is jointly coordinated by the Inter-Parliamentary Union and the United Nations Development Programme, in close partnership with the Commonwealth Parliamentary Association.
His presentation on 8 June 2026, entitled โAI and the Rule of Law: From Accountable Governance to Peaceโ, offered a strong legal and institutional account of responsible AI governance, with a focus on the role of parliaments in democratic oversight, accountability and peace. Dr Truby is the UNESCO Chair on AI Law & Sustainability at the Centre for International Law, National University of Singapore.
This high-level expert meeting brought together organisations working at the centre of parliamentary engagement and digital policy. Dr Trubyโs keynote contribution provided the core expert input for the focused presentation segment, giving participating organisations the opportunity to learn from his analysis of AI governance, rule of law safeguards and accountable public decision-making.
Participating and represented organisations included the Commonwealth Parliamentary Association, Inter-Parliamentary Union, United Nations Development Programme, UNESCO, United Nations and IGF Secretariat, International Telecommunication Union, European Commission, Westminster Foundation for Democracy, ParlAmericas, DiploFoundation, Internet Corporation for Assigned Names and Numbers, International IDEA, Center for AI and Digital Policy, Office of the United Nations High Commissioner for Human Rights, RIPE NCC, Organization of American States and National Democratic Institute.
CIL is pleased to have contributed to this important expert discussion through Dr Trubyโs keynote presentation. His remarks offered participating organisations a strong basis for considering how parliaments can respond to AI-related risks while protecting the rule of law, human rights, democratic accountability and peace.

New position open at CIL: Research Fellow, ASEAN Law and Policy Programme | The Research Fellow will work under the supervision of the Head of the ASEAN Law and Policy Programme, Professor Joseph Weiler. Applications are open to candidates with and a demonstrable research interest in any aspect of ASEAN Law, and/or the development of ASEAN institutions and the rule-based order. We have a particular interest in candidates with a background in International Economic Law and an interest in the ASEAN Economic Community. Applicants are required to submit a research proposal on a specific area of inquiry related to ASEAN.
