Subject: Response to the Message Issued by Lt. Gen. Koang Gatkuoth Kerjiok, Deputy Chief of General Staff of the SSPDF

With reference to the SSPDF CDF Message No. 005/5/2026, the said order is hereby rejected and declared invalid.

1. Lt. Gen. Koang Gatkuoth Kerjiok is not the Acting Chief of General Staff of the SPLA-IO. He defected from the SPLA-IO to the SSPDF in 2025 and is currently serving as the Deputy Chief of General Staff of the SSPDF. Therefore, his orders are not binding on any SPLA-IO forces.
2. The President has abandoned the 2018 Peace Agreement, and there is no signed ceasefire with the Government of Salva Kiir. Therefore, all forces are instructed to remain alert, vigilant, and in a state of readiness.
3. All SPLA-IO forces are hereby ordered to maintain full defensive readiness at their respective positions and bases. Any hostile movement, attack, or threat against our forces shall be met with an immediate and decisive response with zero tolerance. All commanders are directed to ensure maximum vigilance, strict discipline, and operational preparedness at all times.
4. All SPLA-IO forces are hereby strictly ordered to adhere to the terms of the letter to RJMEC on Ceasefire and directives of the Acting Chairman and Commander in Chief.
5. Any unauthorized orders issued outside the established chain of command shall be considered null, invalid, and must not be obeyed.

The United States said on Tuesday it was imposing visa restrictions on members of South Sudan’s transitional government, accusing them of undermining peace efforts and fueling conflict in the country.

U.S. Secretary of State Marco Rubio said the measures target individuals responsible for impeding implementation of the 2018 Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS), which aimed to end years of civil war.

Washington said the transitional government had for years obstructed the peace deal, warning that continued delays have left the country at risk of sliding back into large-scale conflict.

The United States also accused corrupt officials and entities of diverting public funds and misusing foreign assistance intended to support the South Sudanese population.

The visa restrictions, imposed under Section 212(a)(3)(C) of the U.S. Immigration and Nationality Act, aim to hold accountable those accused of undermining the ceasefire and engaging in corruption linked to the conflict, according to Washington.

The United States said it would continue to support the South Sudanese people and would use available measures to promote accountability among government officials, military leaders and other actors accused of threatening peace.

The United States Department of State on Tuesday announced targeted visa restrictions for individuals involved in undermining peace in South Sudan.

A press statement signed by Thomas “Tommy” Pigott, the Department’s spokesperson, did not immediately name the targeted individuals, but said the Transitional Government of South Sudan has, for years, impeded implementation of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS), signed during President Trump’s first term, leaving the country on the brink of a return to all-out war.

The U.S. State Department also said embezzlement of public funds in South Sudan has been documented by several reputable bodies.

A senior U.S. State Department official has urged South Sudanese leaders to take urgent steps to restore peace, improve governance and strengthen cooperation on security and immigration issues, according to a Monday statement from the U.S. Embassy in Juba.

Africa Bureau Senior Bureau Official Nick Checker visited Juba on May 7–8, where he held meetings with senior government officials and outlined Washington’s priorities in the country, including promoting peace, reducing aid dependency, ending what he described as predatory practices against foreign assistance implementers, and improving border security cooperation.

The newly appointed Chief of Defence Forces, General Santino Deng Wol, has declared an end to “hostilities” between the SSPDF and the SPLA-IO following directives from President Salva Kiir.

President Salva Kiir has made major changes in the government, removing several senior officials and appointing new ones with immediate effect.

1. Salvatore Garang Mabiordit has been relieved as Minister of Finance and Planning.

2. Julius Tabuley Daniel has been relieved as Deputy Minister of Public Service and Human Resource Development.

3. Gen. Santino Deng Wol has been relieved as Undersecretary for Veterans’ Affairs.

4. Gen. Dr. Paul Nang Majok has been relieved as Chief of Defence Forces of the SSPDF.

5. Kuol Daniel Avulo has been appointed Minister of Finance and Planning.

Right Hon. ,minister of petroleum, the first accused on trial, told the special court in Juba on Monday that the charges against him and his co-accused lack sufficient evidence.

Responding to the prosecution during the 73rd session at Freedom Hall, Kang said prosecutors had failed to present “cogent, credible and legally sufficient evidence” to sustain the case.
