Well designed, equity-centred public-private partnerships (PPPs) have already brought services closer to millions of Rwandans and injected innovation into the health system.
But there’s more to be done, and challenges that need to be addressed.

Our new policy brief developed by University of Rwanda researchers under the African Health Observatory Platform on Health Systems and Policies (AHOP) highlights how the resilience of the PPP model could be strengthened further to respond to current and future demand for access to health in Rwanda.

Nkungahare Instant Flour: A Breakthrough Innovation by Prof. Marie Goretti Umuhozariho

At the College of Agriculture, Forestry and Food Science (UR-CAFF), innovation is turning local crops into life-changing solutions.
Leading this transformative work is Assoc. Prof. Marie Goretti Umuhozariho, Principal Investigator of the project “Orange-Fleshed Sweet Potatoes and Soybeans Blended Instant Flour.”

The result "Nkungahare Instant Flour", a patented and trademarked product under the Rwanda Development Board (RDB), with support from the Council for Science and Technology (NCST).

This nutrient-rich flour blends biofortified orange-fleshed sweet potatoes with soybeans, offering a convenient, easy-to-prepare product packed with vitamin A, proteins, carbohydrates, and essential minerals; a step forward in promoting nutrition and food security through local innovation.

Rwanda’s Community-Based Health Insurance (CBHI) now covers over 91% of the population, making it one of Africa’s strongest models for Universal Health Coverage (UHC).

Key achievements:
âś…Out-of-pocket health expenses reduced from 26.6% (2000) to 10.4% (2020)
âś…Healthcare utilization increased from 0.25 visits per capita (2001) to 1.57 (2022)
âś…Progressive premium structure ensures equity by linking contributions to income

The African Health Observatory Platform on Health Systems and Policies (AHOP) and the Rwanda National Centre – School of Public Health at the University of Rwanda highlight in a new policy brief how CBHI is a success story in advancing Universal Health Coverage (UHC).

Yet, challenges remain — funding sustainability, service quality, and reducing co-payment burdens for low-income groups. The brief outlines actionable policy measures to strengthen equity, sustainability, and coverage.

The brief calls on Rwanda’s public health sector to continue finding new ways to retain its health workforce and reduce the number of doctors, nurses and other health workers leaving the sector.
