The first one is lazy:
Ugly designs
Simple applications
Forgot to deploy
Doesn’t pay for hosting and useless render, heroku and takes ages to load anything

The second one thinks like a business owner:
Bought a template that looks modern and fresh
Invested massive amounts of time into making original applications
Deployed all the apps and pays for hosting

The second one stands out just because he cares.

Never cheap out on the best investment you can make, your portfolio. People will notice, especially in this day and age where every single golden bb matters.

Foolproof process to get hired as an aspiring developer:
1. Choose a niche (language/field)
2. Reverse engineer what you have to do within that niche
3. Get good at it
4. Profit

Most of your efforts should be spent on step number 3.

If you find yourself having a hard time getting interviews, or maybe you never had one, even though you’ve been applying for years, you might be doing a few things wrong.

Maybe your portfolio apps are low quality or outdated
Maybe you present yourself as a beginner instead of a professional
Perhaps you're working on things that are irrelevant (like grinding leetcode or networking on linkedin)

There’s no reason to keep grinding if you don’t get the results you want, that’s insanity.
You have a limited window to make this career change, let's no stretch it to 5 years.
