"This report describes the critical situation of academic freedoms and civic activism at universities in Belarus. Students are deprived of the opportunity to influence the educational process, while state ideology and militarization have become mandatory elements of education. Independent student organizations face criminal prosecution and are labeled extremist, forcing them to operate in exile. Instead of genuine self-governance, the authorities use controlled organizations for political propaganda and to simulate support for the regime. Educational institutions have a system of total control and surveillance, including oversight by special services and show trials for activists. To correct the situation, human rights defenders call for the depoliticization of education and the restoration of students' rights to freedom of association".

At the end of May, the first European Students' Union (ESU) Board Meeting of this year took place on São Miguel Island (Azores, Portugal)! European Students' Union - ESU

The Belarusian Students' Association (BSA) took part in it, and we'd love to share some highlights with you! ⬇️

1️⃣ One of the representatives of our organization was the BSA's new Secretary for International Relations.
It was his first Board Meeting, providing a great opportunity to settle into his new role.

2️⃣ The meeting featured speeches by delegates, numerous votes on internal statutory documents and resolutions.
BSA also introduced its own resolution calling for equal access to the Erasmus+ programme for Belarusian students.

3️⃣ Participants also visited the City Hall and took part in a meeting with the government of the Azores.

4️⃣ In addition, everyone enjoyed an excursion where they could simply admire the breathtaking natural beauty of the island!

📄 Repression of Students, Ideologisation of Education, and Discrimination against the Belarusian Language — UN Special Rapporteur Publishes New Report on the Human Rights Situation in Belarus

The report examines key human rights issues in the period from April 2025 to March 2026 and analyses Belarus’s compliance with its obligations related to cultural rights.

❗️The report highlights the systematic restructuring of the cultural sphere and the education system, as well as the use of language and historical narratives as tools of repression. Particular concerns in the field of education include:

🔻 intensified repression against students, academic staff, and researchers;
🔻 promotion of pro-Russian narratives through cooperation with Russian institutions and the Orthodox Church;
🔻 ideological control exercised through staffing decisions;
🔻 censorship of educational curricula;
🔻 rewriting of historical narratives;
🔻 strict restrictions on travel abroad;
🔻 limitations on opportunities to study in the Belarusian language;
🔻 militarisation of education through military-patriotic training;
🔻 designation of books as “extremist materials”.

📣 The Special Rapporteur provides specific recommendations to the Government of Belarus regarding changes to state policy in the field of education. The report calls for compliance with international standards and the protection of academic freedom. It also stresses that the state must ensure education remains free from ideological influence and refrain from manipulating historical narratives.

The Belarusian Students’ Association (BSA) had the honour of contributing to the collection of information on students’ rights, which was taken into account and reflected in the relevant recommendations.

👉z częścią z tych organizacji współpracowaliśmy już z wcześniej, dlatego możemy za nich ręczyć;
👉 z niektórymi poznaliśmy się niedawno, dołączają do Federacji z polecenia, aby się sieciować, rozwijać, poszerzać horyzonty;
👉Jak niektórzy już się pewnie domyślają, oznacza to jeszcze jedno..... w Federacji Mazowia zrzeszonych jest już 118 członków 🤯!

The document covers political repression against students, academic staff, and educational initiatives, the ideologization and militarization of higher education, the use of universities for political purposes during presidential elections, as well as the situation of Belarusian students abroad.

✨️ We are glad to share with you three reports that we prepared for the United Nations High Commissioner for Human Rights!

1) Militarization of Education in Belarus:

This report analyzes the restrictions on the right to conscientious objection to military service in Belarus and the growing militarization of the education system. The 2015 Law on Alternative Service formally recognizes this right but restricts it to religious beliefs only, which contradicts international human rights standards.
The findings show that militarization goes beyond formal conscription, introducing military training and ideology at all levels of education.
The report concludes that there is a lack of adequate legal and practical protection for this right in Belarus, especially for young people.

2) Crisis of the Mental Health Care System in Belarus: Police in White Coats:

This report describes a deep crisis in the field of mental health in Belarus, affecting about a quarter of the country’s population.
The document examines deep-rooted structural problems: chronic underfunding of healthcare, a severe shortage of staff in educational institutions, and the persistence of an outdated “Soviet” model of psychiatry focused on isolation rather than rehabilitation. Particular attention is paid to the politicization of psychiatry, which is used as a tool of repression against dissidents.
The conclusion states that the system views mental health not as a healthcare priority, but as a tool of control and discipline, leading to systematic human rights violations.

3) Ideology, Control, and the “Russkiy Mir”: What the Cultural and Educational Sphere in Belarus Looks Like?:

This report provides an analysis of how state ideology has permeated the educational and cultural spheres in Belarus. The analysis focuses on the “Concept of the Development of the National Cultural Space for 2024 — 2026.”
The report described the strict centralization of ideological control through the Ministry of Education and the forced participation of students in propaganda events. Parcticular attention is paid to the marginalization of the Belarusian language, the banning of works by contemporary national authors, and a large-scale revision of history textbooks that justifies political repression and Russian military agression. The study also highlights the growing influence of the “Russkiy Mir” concept through partnerships with Russian universities and the integration of the Orthodox Church into the educational process.

We are proud to share that we have received a grant from the Fundusz Obywatelski im. Ludwika i Henryka Wujców to implement MentorUp! 🎉

💡MentorUp is a 4-month mentoring program for Belarusian applicants and first-year students in Poland.
It combines online and offline support to strengthen academic adaptation, reduce isolation, and build sustainable peer communities.

The program will include:
▪️ 10 offline meetings (2 in each of 5 Polish cities) focused on admission, adaptation, and entering the labor market;
▪️ webinars and individual consultations;
▪️ an anonymous Telegram bot for support and guidance;
▪️ a dedicated Telegram channel with practical information and updates.

The initiative aims to foster long-term mentoring relationships and produce an updated practical guide for first-year students!

We are grateful for the support and excited to begin building stronger networks of solidarity and academic resilience among Belarusian youth in Poland ✨️

Białoruskie Zrzeszenie Studentów zwróciło się do Rzecznika Praw Obywatelskich (RPO)

Oficjalnie złożyliśmy wniosek do Rzecznika Praw Obywatelskich z prośbą o podjęcie tematu nowego rozporządzenia Ministra Nauki i Szkolnictwa Wyższego (MNiSW) z dnia 30 lipca 2025 r. „w sprawie rodzajów dokumentów potwierdzających znajomość języka, w którym odbywa się kształcenie w ramach studiów wyższych” (Dz.U. 2025 poz. 1045).

❓️ Co się stało?
W szczycie rekrutacji wydano rozporządzenie MNiSW, które ograniczyło katalog dokumentów potwierdzających znajomość języka polskiego i angielskiego na poziomie B2 (weszło w życie 01.08.2025).

🔻 W rezultacie:
- część kandydatów utraciła możliwość złożenia dokumentów,
- uchylono wcześniej wydane decyzje o przyjęciu lub odmowie, mimo spełnienia ogłoszonych wcześniej warunków,
- uczelnie zaczęły stosować różne zasady między turami rekrutacji (I–III), co jest sprzeczne z zatwierdzonymi harmonogramami,
- nie wprowadzono przepisów przejściowych, a vacatio legis wyniosło tylko jeden dzień,
- publikacja projektu w RCL* miała wyłącznie charakter formalny i nie została faktycznie zakomunikowana kandydatom.

‼️ Wzywamy do:
1) Przepisów przejściowych – odroczenia stosowania nowych wymogów oraz uznania dokumentów złożonych według wcześniejszych zasad.
2) Wytycznych dla uczelni – zobowiązania szkół wyższych do uwzględniania procedur obowiązujących przed 01.08.2025, niewznawiania ostatecznych decyzji bez podstaw prawnych i utrzymania jednolitych zasad rekrutacji.
3) Kontroli – przeprowadzenia analizy uchyleń decyzji po 01.08.2025 pod kątem zgodności z normami proceduralnymi (k.p.a.**) oraz przygotowania rekomendacji dla zapewnienia stabilności prawa.
4) Moratorium – czasowego wstrzymania stosowania nowych wymogów w już rozpoczętych procesach rekrutacyjnych do czasu przyjęcia przepisów przejściowych.

Białoruskie Zrzeszenie Studentów będzie nadal monitorować sytuację i informować studentów_ki.
