In a sentence which includes a time clause with SINCE, we generally prefer a past simple verb in the time clause and a present perfect verb in the main clause. The time clause refers to a particular point in the past:

For example,

We have to use an object before a To- infinitive verb after the following verbs.

Advice, allow, believe, cause, command, enable, encourage, entitle, force, invite, order, persuade, Remind, show, teach and tell.

Let's have some examples.

The police warned everyone to stay inside with their windows closed. This is a correct sentence because we use everyone as an object after warn them we add an infinitive ( To stay).

So we can't write, the police warned to stay.
