Things we should know before we cast our ballots...
PML(N)’s Manifesto 2013
Before there was "Vote ko izzat do", there was "Strong Economy - Strong Pakistan", PMLN's elections 2013 slogan and manifesto.
It was a 116 pages long document which sounded a lot like a new year's resolution list of 20 something guy. And, it did turn out like a new year's resolution list, because not much was achieved. Here is the list of the major goals and concrete targets which were published in DAWN and Express back in 2013, and a bleak picture of the progress made during last 5 years.
Concrete Targets
I. Economy
1) Double the annual average rate of GDP Growth from 3% in the last 5 years to over 6% in the next 5 years.❌
Average GDP growth remained about 5%.
2) Accelerate the rate of industrial growth from 3 to 8 percent per annum. ❌
Figure for 2017 was just over 5%.
3) Raise Investment GDP Ratio from 12 to 20% in the next 5 years. ❌
Last published figures show it to be around 17%.
4) Bring down budget deficit to 4% of GDP. ❌
Never fully achieved, almost achieved for the final year.
5) Increase Tax GDP ratio from 9 to 15% by 2018. ❌
It still lingers around 11%
6) Provide, in cooperation with the private sector, 1000 clusters of 500 houses each for low income families in different party of the country. ❌
Thats about half a million houses. Almost an impossible task to achieve.
7) Reduce the PSEs loses from Rs 400 billion. ❌
Public Sector Entities (PIA, Railways etc) loses have tripled to over Rs 1150 billion per year.
8) Inflation will be brought down to single digit in the range of seven or eight percent. ✔️
Achieved, more as a result of low international Oil prices and less because of any structural reforms.
9) One-third reduction in current expenditures other than
salaries, allowances and pensions. ❌
Government expenditure kept on rising and PM house kept on spending more than its allocated budget every year.
10) Industrial parks, both for large and small industries will be developed and expanded, particularly in the under-developed areas. ❌
No where to be seen.
11) To tax all income and to achieve greater equity in the tax system by increasing dependence on direct taxes. ❌
Indirect taxes still form over 60% of the tax collected.
12) An annual tax directory will be published indicating the taxes paid and assessed in the last 3 years. ❌
II. Energy
13) Generate 10,000 MW additional electricity including 5000 MW new coal fired power plants under IPP mode. ❌
On paper, yes.
14) Mobilize fresh FDI of $ 20 billion for power plants and related infrastructures. ❌
Total FDI including CPEC for the first four years stood a little above $ 11 bn, investment for power plants was a fraction of that amount.
15) Progressively reducing transmission and distribution losses to 10%. ❌
Its still above 17%.
16) Reforms of National Electric Power Regulatory Authority (NEPRA) and DISCOs. ❌
17) Permanent elimination of circular debt. ❌
18) Decentralizing and creating a wholesale market for electricity ❌
III. Agriculture & Food Security
19) Convert Pakistan into a large net exporter of food and high value crops to regional markets. ❌
20) Legislating the Right to Food as a fundamental right. ❌
It probably was the easiest thing on the list, but, still not achieved.
21) Accelerate agricultural growth to an average of 4% per annum, as an important component of a comprehensive national food security strategy. ❌
22)Strengthen the procurement programme to ensure all farmers receive the guaranteed support price for grains. ❌
Government procurement lingered around a quarter of the total production.
23) Raise total spending on ‘non pension’ social security from 1% of GDP to 2% by 2018. ❌
Pakistan still spends the lowest on social programs in SA.
IV. Education
24) National Education Emergency will be declared to eradicate illiteracy on war footing basis. ❌
25) A uniform system of education will be introduced step by step to minimize the problems arising from the multiplicity of systems ❌
26) Total expenditure on education to increase from 2 to 4% of GDP by 2018. ❌
Educational expenditure is still around 2% of the GDP.
27) 100% enrollment of boys and girls by 2020 in line with the requirements of Article 25-A of the Constitution which makes “right to education” a fundamental right through Education Emergency. ❌
28) Raise the overall literacy level from 54% to 80% in the shortest possible time. ❌
29) Science laboratories and computer labs in all Government high Schools. ❌
30) Danish Schools will be set up in all Provinces. ❌
31) Girls High School in every Union Council ❌
32) Establishing District Education Authorities
33) Laptops for students in public universities on merit. ✔️
But the scheme is said to have involved massive corruption
34) Education Endowment Fund will be set up in all provinces for award of merit scholarships to needy students from low income families.❓
Every province already had an EEF, no?
Police:
35) Forensic investigation capability shall be developed in each district. ❌
V. Health
36) A new National Health Insurance Scheme will be introduced for the whole of Pakistan. ❌
37) Expenditure on health to be increased from 1% of GDP to 2% by 2018. ❌
Its still about 0.7%.
38) Medical Insurance Card to every family for basic health care at subsidized rates, as a part of comprehensive national Insurance Service. ❌
39) Within 5 years, 100% vaccination of children, 50% reduction in maternal and infant mortality and 10% reduction in the rate of population growth. ❌
40) Each District will have at least one hospital with diagnostic facilities and required specialists. ❌
41) 1000 mobile health units will be launched to provide basic health facilities to remote areas.❌
42) Establishing District Health Authority in each district ❓
Every district did have those already, no?
VI. Information Technology
43) Establish 500 I.C.T. Centers in smaller cities and town to reduce the knowledge gap and break rural isolation. ❌
44) Promote local software industry to generate annual exports of at least $ 10 billion by 2020. ❌
45) Create an autonomous organization to investigate and
prevent cyber crimes. ❌
46) Standardized information about public services will be
made available through call centers and text messages. ❌
VII. Employment and Youth
47) New employment opportunities will be provided to over 3 million persons in public and private sectors including one million in the I.T. Sector and one million in SME Sector. ❌
Hard to say, because of lack of data available. But freelancing industry did boom and these are not very ambitious targets.
48) Modern gymnasia will be constructed at the District and Tehsil levels. ❌
49) Minimum wage for workers will be gradually increased to Rs.15000 per month. ✔️
Legislation done, implementation awaits.
VIII. Overseas Pakistanis
50) At least 50% of annual remittances of $ 12 billion will be converted into productive investment. ❌
If you fail to achieve 1/10 of your elections promises, you s should probably give a little more izzat to vote already.
