پاکستان میں تمام گھڑیاں آدھا گھنٹہ آگے کرنے کا فیصلہ:-
یہ خبر دراصل قانونی ترمیم سے متعلق ہے، جس کا عام زندگی، گھڑیوں کے وقت یا روزمرہ معمولات پر کوئی اثر نہیں پڑے گا۔
اس کی تفصیل اور پس منظر کچھ یوں ہے:
1. اصل معاملہ کیا ہے؟
پاکستان میں 1943ء کا ایک پرانا قانون (Standard Time Act / Ordinance) نافذ تھا جس میں پاکستان کے وقت کو گرین وچ مین ٹائم (GMT) سے ساڑھے 5 گھنٹے (5:30) آگے درج کیا گیا تھا۔
تاہم، پاکستان نے 1951ء میں اپنا معیاری وقت تبدیل کر کے گرین وچ سے 5 گھنٹے (GMT+5) آگے کر لیا تھا اور تب سے عملی طور پر پورا ملک اسی وقت کی پیروی کر رہا ہے۔
2. قانونی تضاد کو دور کرنا
عملی طور پر 1951ء سے 5 گھنٹے کا فرق نافذ ہونے کے باوجود، پرانے قانون کی دستاویزات میں لفظ "ساڑھے" (and one-half) لکھا ہوا ہی چلا آ رہا تھا۔ اس قانونی غلطی/تضاد کو دور کرنے کے لیے پارلیمنٹ نے ترمیم منظور کی اور صدر مملکت کی توثیق کے بعد اب قانون کے کاغذات میں بھی باقاعدہ طور پر 5 گھنٹے (GMT+5) ہی درج کر دیا گیا ہے۔
3. اہم نقطہ
* گھڑیاں تبدیل نہیں ہوں گی: آپ کو اپنے موبائل یا گھڑی کا وقت بدلنے کی بالکل ضرورت نہیں ہے۔
* عملی تبدیلی نہیں: پاکستان پہلے بھی GMT+5 ہی استعمال کر رہا تھا اور آئندہ بھی یہی رہے گا۔ یہ محض ایک دہائیوں پرانی قانونی خامی (Discrepancy) کو درست کرنے کی دفتری کارروائی ہے۔
