WHITE PAPER ON RERA: A step forward toward a more efficient, transparent, and citizen-oriented real estate ecosystem.
Pakistan's real estate sector is a significant contributor to economic growth, employment generation, urban development, and private investment. However, despite its importance, the sector faces serious structural challenges, including unauthorized developments, weak law enforcement, delayed project delivery, insufficient consumer protection, fragmented governance, and low investor confidence. These issues have created market uncertainty and limited the sector's true potential.
To tackle these concerns, the Centre for Innovation in Real Estate (CIRE) at UMT convened a high-level RERA Roundtable, bringing together policymakers, legal experts, developers, consultants, and institutional stakeholders. The dialogue aimed to develop practical recommendations for establishing a transparent, efficient, and accountable Real Estate Regulatory Authority (RERA) in Pakistan. This White Paper is a result of the roundtable discussions. It emphasises the need for a transparent and accountable regulatory framework, focusing on project registration, consumer protection, the professionalisation of real estate agents, and clearer institutional roles. It also highlights the potential of digital systems and emerging technologies to enhance governance and rebuild market confidence.

RERA Roundtable – Event Highlights
The Centre for Innovation in Real Estate (CIRE) convened a high-level policy roundtable on RERA, focusing on strengthening regulatory governance and advancing reforms in Pakistan’s real estate sector.
The session brought together key stakeholders including Imran Ali Sultan (Government of Punjab), Ali Awais (AwaisLaw DRT), Mutahir Awan (PCBDDA), Fauzia Rizwan (The Urban Solutions), and Zaigham Mehmood Rizvi (World Bank Consultant). Industry participation included Haroon Hanif (OZ Developers), Ahsan Nisar (Titanium Agency), Shahid Hasan ( Al Jalil Developers), Shakeel Anjum Minhas (Al Rehman Developers), and Khurram Farid Bargatt (Shehrsaaz), along with representatives from PHATA and LDA.
The dialogue contributed toward actionable policy directions for a more transparent, efficient, and sustainable real estate regulatory framework in Pakistan.
