اگر کسی گھر کے پاس دو کلومیٹر کے اندر کوئی سکول نہ ہو تو پھر والدین پر یہ ذمہ داری عائد نہیں ہوتی کہ وہ اپنے بچوں کو سکول میں بھیجیں۔ اسی طرح سے والدین پر یہ بھی ذمہ داری نہیں ہے کہ وہ تعلیم کے مصارف برداشت کریں۔ لہذا گورنمنٹ کی ذمہ داری ہے کہ وہ ناصرف مفت تعلیم دیں بلکہ یہ بھی ہے کہ وہ ٹرانسپورٹ بھی مہیا کرے اگر سکول گھر سے دور ہو۔
