One of the greatest tests for the Mecca Agreement, and for its possible evolution into a future Muslim NATO, will be Israel's countermeasures. Over the decades, Israel has developed highly sophisticated intelligence capabilities. It has repeatedly demonstrated its ability to conduct covert operations, pe*****te hostile networks and shape regional security dynamics through both kinetic and non-kinetic means.

One likely strategy would be to sustain an environment in which Iran is held responsible for every major security crisis in the region. Given Israel's demonstrated intelligence reach, including its ability to pe*****te adversarial organisations and, according to various public reports, conduct covert operations inside Iran, it is conceivable that Israel will continue seeking opportunities to influence the regional security environment. If attacks are launched by Iran-backed militias or proxy groups against Saudi Arabia or other members of the Mecca Agreement, Tehran is likely to bear the immediate political and diplomatic blame, regardless of the full complexity of the circumstances.

The information domain has become equally important. In an era of information warfare, perceptions often shape strategic outcomes as much as military actions. Rapid attribution of attacks to Iranian-backed actors, coordinated media narratives and digital influence campaigns( which Israel will likely design) could generate pressure on the members of the Mecca Agreement to adopt a more confrontational posture towards Iran. Whether such attribution is accurate or premature, the political consequences could be significant.

The final, and perhaps the most formidable, challenge to the Mecca Agreement's transformation into a future Muslim NATO would be the United States. It is an established principle of international politics that no superpower, even a declining one, willingly permits the emergence of an independent strategic bloc within a region that has long remained under its political, military and economic influence. Any meaningful strategic autonomy achieved by the Muslim countries of the Middle East and the Persian Gulf would inevitably diminish America's sphere of influence in the region.

Such a development would also have significant economic repercussions. As the member states gradually reduce their dependence on American weapon systems, they may increasingly procure defence equipment from China, an emerging defence supplier, and Pakistan, whose defence industry, particularly in the field of aircraft production, is also gradually expanding. Such a shift would adversely affect American economic and strategic interests.

History provides several examples that continue to shape this perception. In 1973, King Faisal of Saudi Arabia imposed an oil embargo against the West. Two years later, in March 1975, he was assassinated by one of his nephews. The CIA and Mossad were behind the assassination, although no conclusive public evidence has established such involvement. Likewise, one can argue that the removal of Pakistan's Prime Minister, Zulfikar Ali Bhutto, who sought to revive the idea of an Islamic bloc through the 1974 OIC Summit in Lahore, which should also be viewed in a broader geopolitical context. Similarly, Iran's democratically elected Prime Minister, Mohammad Mossadegh, was removed from power in 1953 after attempting to nationalise Iran's oil industry. This episode remains one of the most widely cited examples of foreign intervention in the domestic affairs of another state. John Perkins, in Confessions of an Economic Hit Man, also argues that the United States has repeatedly employed political, economic and covert instruments to influence governments across the world.

Therefore, if the United States concludes that the Mecca Agreement, or any future Muslim NATO, is becoming sufficiently powerful to assert its strategic autonomy, it may resort to various overt and covert measures to counter such a development. The CIA, together with Mossad and Britain's MI6, possesses extensive operational experience, sophisticated intelligence capabilities and substantial financial resources. These agencies have both the experience and the capacity to conduct covert operations, influence political developments and facilitate regime change where they perceive their strategic interests to be at stake.

Consequently, this may prove to be the most formidable challenge confronting the Mecca Agreement in its evolution into a future Muslim NATO. The member states must, therefore, take this possibility into serious consideration and formulate appropriate contingency plans to safeguard themselves against any future attempts aimed at engineering political change, weakening the alliance or ultimately disintegrating the Mecca Agreement and any future Muslim NATO.

Keeping a separate fact book is not necessary. Ultimately, it is a personal choice. We certainly need facts, statistics, quotations, examples, and references for English Essay, Pakistan Affairs, Current Affairs, and some other subjects. However, instead of maintaining a separate notebook, you can integrate these facts directly into your notes.
For example, while preparing an English essay, include relevant data, quotations, examples, and references within your essay notes. Simply highlight them so they stand out during revision. The same strategy can be applied to your Pakistan Affairs and Current Affairs notes wherever such information is relevant.
If you revise your notes repeatedly, you will naturally revise these facts and quotations in their proper context. At the same time, keep checking whether you have fully memorized them. Once you are confident that you will not forget a particular fact or quote, move on to learning new ones.
This was the strategy I personally followed. I never maintained a separate fact book. Instead, I incorporated facts, data, quotations, examples, and references into my essays and subject notes, highlighted them, and revised them multiple times in context. As a result, I never felt the need for a separate fact book.
If someone prefers to maintain a separate fact book, that is perfectly fine. But it is equally effective to embed these facts within your notes and revise them there. The choice is entirely yours.

Now, let us put General Asim Munir's scheduled visit to Iran into a broader perspective for a moment and focus on an important question. What reservations might Iran have regarding the Mecca Agreement?
To understand this, one must understand the nature of diplomacy. In international politics, the most important messages are often conveyed quietly, behind closed doors, rather than through public statements.

Pakistan's military leadership is likely to convey, and may have already conveyed, to the Iranian leadership that the Mecca Agreement is not directed against Iran.

The rationale is straightforward. During the U.S.-Iran conflict, Iran's primary objective was to target American military installations on Saudi soil rather than Saudi Arabia itself. Let us keep the Houthi factor aside for the moment. Therefore, if another confrontation were to occur and Iran once again targeted American bases in Saudi Arabia, such an action would undoubtedly trigger diplomatic consultations. However, it would not automatically result in military retaliation by Pakistan or Turkey against Iran. Instead, all parties would seek to resolve the matter through diplomatic engagement. Consequently, the collective security provisions of the Mecca Agreement are unlikely to be invoked in such a scenario.

More importantly, Pakistan's military leadership is expected to encourage both Iran's political leadership and the Islamic Revolutionary Guard Corps (IRGC) to pursue a comprehensive agreement with the United States. Should such an agreement materialize, Iran could eventually become part of the Mecca Agreement. Several other countries, including Kuwait and Bangladesh, have already shown an inclination to join the initiative.

If Iran were eventually to become a member of the Mecca Agreement, the regional strategic landscape would change significantly, creating a more effective counterbalance to Israel.
This, in essence, is the message Pakistan's military leadership is expected to communicate to Tehran.

At present, the strategic stakes are exceptionally high. There is growing war fatigue across Pakistan and the broader Middle East, while the United States is approaching its midterm elections. These developments increase the prospects of renewed diplomatic engagement between Washington and Tehran. Whether such negotiations culminate in a final agreement remains to be seen.

Nevertheless, it appears highly unlikely that the Mecca Agreement will evolve into an alliance directed against Iran. Even under the worst-case scenario, isolated missile exchanges, similar to the limited incidents witnessed between Pakistan and Iran in early 2025, are far more probable than a prolonged military confrontation between Iran and the members of the Mecca Agreement. That are also highly unlikely.

As I noted earlier, if a comprehensive U.S.-Iran agreement is eventually concluded, Iran itself could become part of the Mecca Agreement, fundamentally reshaping the region's security architecture.

Basically, such a topic can be discussed at two levels: the individual level and the state level. One may allocate five to six paragraphs to the individual dimension and another five to six paragraphs to the state dimension.
At its core, this topic underscores the importance of stepping out of one's comfort zone, embracing challenges, learning from them, and ultimately growing. In fact, it is not merely an essay topic for CSS or PMS candidates; rather, it is a valuable life lesson for all of us, whether we are mentors, students, professionals, or policymakers.

The reality is that we cannot grow if we always remain at ease. Genuine growth takes place when we embrace challenges, confront difficulties, and learn from them. If you look at our childhood, we could not even stand without support. We fell countless times before we finally learned to walk. Those repeated failures were, in fact, stepping stones towards growth. Similarly, if you recall your matriculation years, subjects such as Physics, Mathematics, and Chemistry appeared extremely difficult at least they did in my case. However, through consistent effort and perseverance, we gradually mastered them.
Likewise, challenges emerge in life because they expose us to unfamiliar situations. Once we make a conscious effort to embrace and overcome those challenges, they gradually become part of our personality. They strengthen our character, broaden our perspective, and contribute to our overall growth.

However, this does not imply that peace has no significance. Peace is essential because it enables us to think critically, reflect wisely, and make informed decisions. Nevertheless, if one remains confined to comfort twenty-four hours a day and never encounters challenges, meaningful growth becomes almost impossible. We grow only when we step beyond our comfort zone, explore new opportunities, confront uncertainties, and learn from every experience.

In essence, learning from challenges expands both our mental and physical potential. It enables us to break our self-imposed boundaries and discover capabilities that would otherwise remain unrealised.

In précis, if you are a fresh candidate, you are likely to miss some important points. This usually happens because you try to maintain the one-third length of the original passage. Now, if you have a mentor, ask your teacher to pinpoint whether you are missing any important points. Once those points are highlighted, go back and read the passage again. You will realize, "Yes, these were the important points that I missed." Recognizing these important points is essential so that you do not repeat the same mistake next time.
If you do not have a teacher for précis and are preparing through self-study, you can use different tools or compare your précis with a solved version. Try to identify which important points you missed, recognize why they were important, and make sure you do not repeat the same mistake in the future.
In comprehension, the length of each answer varies. It depends on the number of relevant points available for each question in the passage. It is also not necessary to conclude your comprehension answers. Moreover, if the examiner asks, "According to the author," you can begin your answer in the same way by writing, "According to the author," or "The author says that...".

During my research work at the Pakistan Institute of International Affairs, and later when I was associated with the Defence Journal and The News International, we were repeatedly told that critical analysis is one of the most valued skills. We were taught and trained for this skill. Readers, policymakers and professionals appreciate writing that does not merely describe an issue but evaluates it objectively.

During that period, we also learned from our seniors what critical analysis actually means.
Many teachers sometimes create confusion among students because their own concepts about critical analysis are not clear. In reality, critical analysis is quite simple. We practice it in our daily lives without even realizing it.

The question is: why do CSS examiners frequently ask candidates to critically analyze an issue?

The reason is that this skill becomes extremely important when you become an officer. Whether you are working as an Assistant Commissioner, DC, Commissioner, or in any other administrative position, you will have to deal with policies, their implementation and the concerns of different communities and stakeholders.

At that stage, your responsibility will be to evaluate a policy objectively. You will have to identify its strengths, acknowledge its positive aspects, point out the gaps and suggest practical solutions to make it more effective or how it could have been better if discussing something about the past.

Now, why is it important to appreciate the positive aspects of a policy?

The reason is simple: if you do not acknowledge what is already working well, then after identifying the weaknesses, your recommendations may again suggest the same measures that already exist in the policy. This creates unnecessary duplication and you cannot take benefit from that.

A true critical analysis does not mean rejecting everything. It means understanding what is useful, identifying what needs improvement, and suggesting how those gaps can be filled.
Even as a mentor, we apply the same approach. Whenever we introduce a policy, strategy, or assignment for students, we evaluate its strengths, its possible negative impacts, and the areas where improvements are required. The ultimate objective is always to make it more effective and efficient.

Therefore, critical analysis is not only a requirement for CSS and PMS answers; it is a life skill.

Whether you are running a business, managing an organization, preparing for CSS, or doing anything else in life, develop the habit of critically analyzing your actions.

During preparation, after studying for two or three hours, or at the end of your day, sit down and ask yourself:
What have I covered today?
What positive progress have I made?
Where have been my gaps or shortcomings ?
How can I overcome these gaps?
This habit of self-analysis will gradually improve your performance. This is critical analysis.

Critical analysis should become a part of your daily routine because it is not only the skill of writing better answers; it is the skill of becoming a better decision-maker.

Critical Analysis in CSS & PMS: The Simplest Way to Understand It

Yesterday, one of my students asked, "Sir, what exactly is critical analysis in CSS and PMS?" While reading the comments on yesterday's post about what you have learned from me, one particular comment caught my attention. The follower wrote that he had learned only:

"آپ صرف اور صرف اپنی تعریفیں کرتے ہیں۔"

Instead of reacting emotionally, I thought of using this comment to explain what critical analysis actually means in CSS and PMS.

Critical analysis has three simple parts.

1. Acknowledge the Positives

A critical analysis does not begin with criticism. It begins by recognizing what is positive.

For example, if I were evaluating Ayaz's work objectively, I would first say:

We have learned a great deal from him not only about English Essay and Précis & Composition, but also about CSS/PMS preparation, answer writing, and even the mindset and lifestyle of a serious aspirant. Some paragraphs on positives.

This is the first step: acknowledging the strengths.

2. Identify the Gaps (The Heart of Critical Analysis)

This is the most important part. Examiners want you to identify weaknesses, shortcomings, or missing elements.

For example, I might point out that: Write paragraphs for each...

- Some of his posts are quite lengthy and consume a lot of time.
- Most of his content revolves around English Essay and Précis & Composition.
- Since he holds an M.Phil. in International Relations, he should also share guidance on International Relations or teach the subject.
- He could upload more short, concise videos for students who have limited time.

Notice that these are constructive observations, not personal attacks. Gaps.

3. Give Practical Recommendations

A critical analysis is incomplete unless you suggest how to address the identified gaps.

For example:

- Make some posts shorter and more concise.
- Produce more short educational videos.
- Expand guidance to International Relations and other CSS subjects.
- Continue the current strengths while improving areas that need attention.

The Key to Critical Analysis

The most important component of critical analysis is identifying the gaps. This is what CSS and PMS examiners expect when they ask you to critically analyze a policy, strategy, or issue. However, your criticism should always be balanced, evidence-based, and followed by practical recommendations.

So remember this simple formula:

Acknowledge the strengths → Identify the gaps → Offer practical recommendations.

Master this approach, and you will understand what "critical analysis" truly means in CSS and PMS examinations.

It is the basic framework which can be moulded as per need.

( I will solve two past paper questions of Pakistan Affairs of CSS and tell you how to best deal with questions of critical analysis in the simplest way next week. This I learned from one of my teachers, now DPO, who crossed 80 plus in Pakistan and Current Affairs by passing CSS twice with over 700 marks. An incredible soul who didn't adopt the filed of teaching later on. )

Advice for life: show utmost respect and be grateful where you are getting free of cost practical suggestions. Otherwise, it is easy to make everything commercial.

Leverage PMS KP Pressure to Strengthen Your CSS 2027 Preparation

I can understand that many PMS KP candidates who also plan to appear in CSS 2027 are feeling under pressure. However, I want you to look at PMS KP from a different perspective. Instead of considering it a burden, consider it a blessing.

The pressure created by the PMS KP examination schedule is, for serious candidates, largely positive pressure. When managed wisely, it pushes you to improve your speed, discipline, and time management. Work that would normally take three months can often be completed in just one to one-and-a-half months because the approaching examination forces you to stay focused and productive.

If you are serious about CSS 2027, appearing in PMS KP is an added advantage. Since the syllabi of both examinations overlap significantly, your preparation for PMS KP automatically strengthens your CSS preparation. Rather than preparing separately for two examinations, you are preparing for both simultaneously.

More importantly, treat PMS KP as one of the finest mock examinations for CSS. It will test your knowledge, answer-writing skills, speed, time management, and exam temperament under real examination conditions. No mock test can replicate this experience.

After PMS KP, you will have a clear picture of your preparation. You will know your strengths, identify your weaknesses, and understand exactly where improvement is needed before CSS 2027. This self-assessment will allow you to spend the remaining months addressing your shortcomings instead of studying blindly.

You cannot change the examination schedule, but you can certainly change your mindset. Instead of worrying about the pressure, learn to leverage it. Give your absolute best in PMS KP, and use it as a stepping stone towards CSS 2027. If you do so, this examination will not only enhance your preparation but also significantly increase your chances of success in CSS.

Remember, pressure is not always your enemy. For serious candidates, it is often the force that brings out their very best as we all experience and those who how to leverage it gets triumph.
