Russia Vetos UN Measure on Crimea Referendum, China Abstains 15/03/2014

Russia had to veto the resolution, but China's abstain came as a little surprise. PRC has historically supported resolutions that are against annexation of other countries or redrawing of international borders through referendums or military involvements because of the separatism movements in its own country.

The west had set a dangerous precedent in 2008 by allowing Kosovo to declare its independence from Serbia through a popular vote in its local assembly. Now the same is taking place in Crimea so it would be hard for them to oppose it on moral or even legal grounds as more than 100 countries later recognized Kosovo's sovereignty.

Historical Fact: King Louis XIV raised money for wars by selling titles of nobility, ecclesiastical offices, as well as government and military positions. This not only raised money easily, it also enhanced loyalty, as those to whom he sold the office were legally bound to him.

One of his officials brought his master a list of offices that he proposed to create for sale. The King was astonished that anyone could be willing to pay for such absurd tittles, to which the official replied: "As soon as the crown creates an office, God creates a fool willing to buy it". At the height of this practice the French court had sold around 16,000 offices to raise money.

A 6 member delegation of Roots IVY Diplomats for Development (DfD) took part in a two day national conference on 'Contemporary Social Movements And Social Order In Pakistan' which was organised by the Institute of Strategic Studies in collaboration with Hanns Seidel Foundation.

There were multiple sessions in the conference which focused on Political, Ethnic and Religious Movements and Contemporary Social Order in Pakistan.

The role of youth also came under discussion and an interesting debate on the role of student unions which are banned in Pakistan since 1982 also ensued as some speakers argued that this space has now been occupied by Jihadi organizations. On the other hand, Prof. Rasul Baksh Rais was of the view that political participation can't be limited to student unions and there are other means through which youth can play their part. He emphasized on the need of having in-campus discussions and elections.

Prof Asim Sajjad Akhter of QAU discussed the role that ideologies have played in the insurgencies which are ongoing in Pakistan. He was of the view that there are no class distinctions in them, but they have been more successful in areas where there were already class based movements in the past. He argued that rural areas can become hot-beds of violence and extremism as they are neglected by the state.

It was a great learning experience for all the members as they had informal discussions with the scholars and also met the Director General and Senior Research Fellows of the Institute.

Which Works Best: Force or Diplomacy? 04/01/2014

"All the greatest hits of U.S. foreign policy since World War II were primarily a result of diplomatic initiatives, where the use of force played little or no direct role. This stands in sharp contrast to U.S. foreign policy today, where the preferred response to many problems tends to be some form of "kinetic action" (in the form of drone strikes, special operations, covert action, large-scale bombing raids, or in a few cases, all-out invasions).

To be sure, military power can be a key to diplomatic success. As George Kennan once remarked, "you have no idea how much it contributes to the general politeness and pleasantness of diplomacy when you have a little quiet force in the background." But the key word there is "quiet," and the focus is still on diplomacy, not simply on blowing things up."
