Pakistan is facing a severe education crisis, with an estimated 25.1 million children aged 5–16 out of school, according to UNICEF.

The report highlights significant regional and gender gaps, with Punjab and Sindh accounting for the largest numbers, while Balochistan shows the highest proportion of excluded children.

UNICEF points to persistently low public spending on education and a budget largely consumed by teacher salaries as key barriers to improving infrastructure, learning quality, and access.

To address these challenges, UNICEF is supporting initiatives focused on early childhood education, alternative learning pathways, and stronger community-school engagement to boost enrolment, retention, and learning outcomes across Pakistan.
