New Admission Policy for MPhil & PhD
The Higher Education Commission (HEC) has announced a major change regarding admissions for MPhil and PhD programs in all public and private universities across Pakistan.
Key Changes:
Effective Date:Starting from the Fall 2026 session.
Mandatory Tests: Passing the GRE/HAT General and Subject tests is now compulsory for Level 7 (MS/MPhil) and Level 8 (PhD) admissions.
Testing Agency:All tests will be conducted by the Education Testing Council (ETC).
Ban on Institutional Tests: Universities are no longer allowed to conduct their own entry tests. Merit lists must be prepared based on GRE/HAT results only.
Policy Update: The previous Graduate Education Policy 2023, which permitted university-level testing, has been officially abolished.
This move aims to enhance academic standards and ensure a uniform admission system throughout the country.

HEC Introduces Fully Digital Degree Attestation System to Eliminate Physical Verification.
Higher Education Commission, Pakistan has signed a strategic agreement with CMPak Limited (Zong) and its Joint Venture partner, Wibbow Technologies, to introduce a modern, secure, and fully digital degree attestation and verification system based on blockchain technology.
The new system is designed to make the attestation process simple, fast, and hassle-free. Under this system, applicants will no longer need to visit HEC offices or submit physical documents. Instead, the entire process will be completed online, allowing applicants to apply, track their cases and receive verification from anywhere. Today we have signed the agreement.
The system will become operational by 30th June 2026.
