HarvAT Seaweed Harvester - Ms. Rowena Rojo and Gailmarie Tacgos with their adviser Engr. Karlfred Junnee A. Doydora
White Copra Dryer System - Mr. Arthur John Segundo and Ms. Jamaica Uga with their adviser Prof. Yhebron J. Lagud.
JRMSU-IPTBM also strengthened partnerships with technology adoptersโOlutanga Seaweed Farmers Cooperative (HarvAT Seaweed Harvester) and Salug Farmers Cooperative (Coconut Dehusker). Industry collaboration was likewise highlighted through Wilmar Edible Oils Philippines, represented by Mr. John Trazona, WEOPI,Quality Control Head, as the reverse pitcher.

As part of its efforts to strengthen its innovation ecosystem, Jose Rizal Memorial State University partnered with Western Mindanao State University (WMSU), the lead implementing agency of the RAISE-IX Program, successfully conducted a dynamic three-day activity held from June 26 to 28, 2025, at the JRMSU Dapitan City Campus. Dapitan City, Zamboanga del Norte โ On December 16, 2024, Jose Rizal Memorial State University (JRMSU) marked a historic milestone with the unveiling of its Intellectual Property and Technology Business Management (IPTBM) Marker, an event that underscored the universityโs growing leadership in fostering innovation and advancing intellectual property (IP) management in Western Mindanao.
The unveiling, held as part of the DOST-PCAARRD-funded RAISE Program, was the centerpiece of the dayโs celebration. Applause filled the air as distinguished guests and university leaders gathered to unveil the marker, a symbol of JRMSUโs dedication to building a vibrant culture of innovation and technology transfer. Leading the ceremonial unveiling were Dir. Noel A. Catibog, Director of the DOST Technology Transfer and Promotion Division (TTPD); Dr. Maria Rio Abdon Naguit, JRMSU President; Dr. Reynante Autida, RAISE Program Lead; Dr. Rizza B. Bagalanon, Vice President for Research, Development, and Extension; Dr. Ma. Corina Camazo, KTTO Director and IPTBM Project Staff; and Prof. Yhebron T. Hebron, IPTBM Project Leader, along with other JRMSU vice presidents, key stakeholders and the RAISE-WesMin team. The event was a testament to the collaborative efforts that have shaped JRMSUโs journey toward becoming a hub for innovation in the region.
After the unveiling, Prof. Yhebron Lagud delivered a detailed presentation on the IPTBM project. He highlighted its overarching goals, which include building the universityโs capacity for protecting and commercializing intellectual property, fostering partnerships with industries and government agencies, and promoting a strong culture of innovation within the institution and the community it serves. He also reflected on the accomplishments of the projectโs first year, such as capacity-building workshops, the development of JRMSUโs IP portfolio, and the establishment of meaningful collaborations with industry stakeholders.
Dir. Noel A. Catibog, in his keynote address, commended JRMSU for its forward-thinking approach and a god well-done to intellectual property management and lauded its role as a catalyst for regional development. He emphasized the importance of bridging academic research and practical applications through strong collaboration with government and industry, a vision that the IPTBM initiative embodies.
The event also provided a platform for critical feedback and discussions, led by Dir. Catibog and Ms. Mary Ranzelle Pasang, DOST-TTPD Science Research Analyst who offered valuable insights on sustaining the programโs momentum and ensuring its long-term success.
As the day concluded, Dr. Rizza B. Bagalanon expressed her gratitude to the project team, partners, and attendees for their unwavering support and commitment. She highlighted the unveiling as a significant step in JRMSUโs journey toward innovation and excellence, reaffirming the universityโs dedication to creating impactful solutions that benefit the region.
The unveiling of the IPTBM Marker stands as a beacon of JRMSUโs mission to inspire progress, collaboration, and socio-economic development through research and innovation. With initiatives like the RAISE Program, the university continues to drive transformative changes that resonate far beyond its campus, empowering communities across Western Mindanao and beyond.

WMSU RAISE-IPTBM recently administered the Regional Monitoring in JRMSU last Aprill 11, 2024. It consists of the IP Caravan and the IP Audit. Both activities were conducted by Engr. Arvic S. Francisco, the Regional Project Leader of RAISE IPTBM.
The IP Caravan was participated by selected students and faculty members of the College of Engineering-Main Campus. Its goal was to empower students enrolled in the Technopreneurship course on the basics of Intellectual Property. Whereas, the Research Unit Heads from the different campuses and Campus Research Chairpersons were tapped to participate in the IP Audit. The resource speaker, Engr. Francisco, stresses the significance of cataloging all thesis or research studies and prioritizing Technologies that need IP Protection.
The culmination of this one-day affair was nothing short of triumphant. Participants departed with enriched perspectives on Intellectual Property Rights, empowered with practical insights on prioritizing technologies necessitating IP protection. In essence, the WMSU RAISE-IPTBM and the JRMSU-IPTBM team's unwavering dedication to advancing intellectual property initiatives has not only enriched minds but has also laid the groundwork for a future where innovation thrives within a protective framework, ensuring equitable recognition and rewards for intellectual contributions.
The VPRDE, Dr. Rizza B. Bagalanon, gracefully concluded the program with her closing remarks, expressing heartfelt gratitude to the entire WMSU-IPTBM team and all the participants who contributed to the success of the event. With eloquence and sincerity, she conveyed appreciation for the dedication, hard work, and collaborative spirit demonstrated by everyone involved. Dr. Bagalanon emphasized the significance of such gatherings in fostering innovation. As she extended her gratitude, she underscored the importance of continued collaboration and commitment to advancing research and development initiatives for the betterment of society.

In an endeavor to elevate its Intellectual Property and Business Management (IPTBM) practices, Jose Rizal Memorial State University (JRMSU) recently undertook a transformative journey. Organized by Western Mindanao State University (WMSU) Zamboanga, the lead implementing agency of the DOST-PCAARRD RAISE program, the Strategic Study Tour unfolded from February 4 to 10, 2024, spanning various State Universities and Colleges (SUCs) in the region.
The tour was planned to fortify IP policies and technology-transfer protocols, provided a platform for JRMSU IPTBM and the RAISE Region 9 team to glean insights from renowned counterparts. Notable institutions visited included Mindanao State University Iligan Institute of Technology (MSU-IIT), University of South-eastern Philippines (USeP), and University of Southern Mindanao (USM), recognized for their excellence in the field.
Chrystal Jane S. Orica, the sole representative from JRMSU, was joined by peers from IPTBM-implementing consortium member institutions (CMI) under the RAISE WesMin program. Together, they delved into the strategies and successes of visited universities, aiming to enhance JRMSU's intellectual property management and business innovation.
The overarching goal of the tour was to elevate institutional knowledge and practices in IP asset management, technology transfer, and commercialization. With newfound perspectives and strategies acquired, JRMSU-IPTBM and the RAISE Region 9 team are poised to propel the university towards greater heights in intellectual property management and business innovation, marking a significant step forward in the realm of academic excellence and innovation.
