๐๐๐๐๐๐๐๐ ๐๐๐๐ โ Highlighting a major step forward for institutional innovation management, Dr. Maila V. Pan of the Zamboanga State College of Marine Sciences and Technology (ZSCMST) bagged the ๐๐ซ๐ ๐๐ฅ๐๐๐ ๐๐ฐ๐๐ซ๐ ๐ข๐ง ๐ญ๐ก๐ ๐๐๐ฏ๐๐ฅ๐จ๐ฉ๐ฆ๐๐ง๐ญ ๐๐๐ญ๐๐ ๐จ๐ซ๐ฒ at the 2025 Regional Symposium on Research and Development Highlights (RSRDH).
The distinction was awarded during the 2nd General Assembly and 38th Anniversary celebration of the Western Mindanao Agriculture, Aquatic and Natural Resources Research and Development Consortium (WESMAARRDEC), held on November 21, 2025, at the J.H. Cerilles State College (JHCSC) Pagadian Campus.
This year's symposium was anchored on the theme โEmpowering Western Mindanao through AANR Research and Innovation: Celebrating 38 years of Bridging Science and Communities.โ

Competing against researchers from across Region IX, Dr. Pan presented her winning paper titled, "Establishment of the Intellectual Property and Technology Business Management (IPTBM) in Zamboanga State College of Marine Sciences and Technology (ZSCMST) through the RAISE Program."
Her presentation, delivered during the afternoon session, detailed the strategic implementation of intellectual property protocols and business management frameworks within ZSCMST. Her research emphasized the vital role of the Regional Agri-Aqua Innovation System Enhancement (RAISE) Program in transforming academic outputs into protected, marketable technologies.
The study is viewed as a cornerstone for ZSCMSTโs efforts to bridge the gap between academic research and commercial viability, ensuring that scientific advancements in the marine and aquatic sectors provide tangible benefits to local communities and industries.

The Development Category featured a robust lineup of studies focused on practical applications of science in agriculture and aquaculture. Dr. Panโs work competed alongside innovations in Innovative Use of Surfactant-Based Agents in Lightweight Concrete: Toward Cost-Effective Foamed Construction Materials by JHCSC, Prototyping and Pilot Testing of Seaweed Harvester, by JRMSU, Enhancing the Productivity of Lowland Rice Farmers in SCALE UP Communities of Dimataling, Zamboanga del Sur, DA RFO IX, and the Enhancement and Upgrading of WMSU College of Agriculture Breeding Facility from ZamPen Native Chicken Conservation.
Her podium finish highlights the growing importance of "research on research management," demonstrating that how institutions handle their data and patents is just as critical as the scientific discoveries themselves.

The awarding ceremony took place in the evening session, following the day-long series of research and development paper presentations.
The event concluded with a message of solidarity for the scientific community, led by Dr. Teresita A. Narvaez, WESMAARRDEC Consultant and Vice President for Research and Extension at WMSU. The consortium, which serves as a hub for the Department of Science and Technology (DOST) and the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD), continues to champion local researchers who provide solutions to the unique ecological and economic challenges of Western Mindanao.
Dr. Pan's achievement not only brings honor to ZSCMST but also underscores the institution's commitment to safeguarding and commercializing its intellectual assets for the public good.

The Office of the Vice President for Research, Innovation, and Extension (OVPRIE) invites all faculty and student researchers to participate in the In-House Review, an essential institutional activity designed to evaluate research outputs and identify entries for higher-level research symposia.
In light of current preparations, please be informed that the submission of entries is extended until November 5, 2025 to accommodate all interested presenters.
Participation in the In-House Review provides the following academic and institutional benefits:
