Vox Populi Catanduanes conducted its Official Provincial Satisfaction Survey from October 15 to 26, 2025 among 1,097 verified respondents across the province.
The survey sought to gauge public sentiment toward the performance and leadership of key provincial and municipal officials of Catanduanes.
The instrument used was a structured Likert-type questionnaire designed to measure three indicators:
1️⃣ Satisfaction (Kasiyahan) – assessment of overall performance;
2️⃣ Trust (Tiwala) – confidence in leadership integrity; and
3️⃣ Quality of Life (Kalidad ng Buhay) – perception of each official’s impact on community well-being.
Responses were converted into Net Satisfaction Scores (NSS) by subtracting the percentage of negative answers from the percentage of positive answers. Neutral responses were excluded to reflect only clear approval or disapproval—similar to the standard method used by Pulse Asia and SWS nationwide.

PROVINCIAL RESULTS
At the provincial level, results reveal a clear contrast between executive and legislative branches.
• Governor Patrick Alain Azanza obtained a Very Poor rating with net scores of –34.64 (Satisfaction), –35.92 (Trust), and –25.07 (Quality of Life). More than half (56.9 %) of respondents expressed negative views.
• Vice Governor Robert Fernandez earned a Good rating (+44.3, +44.58, +33.36 net scores), signifying strong public confidence.
• The Sangguniang Panlalawigan (Provincial Board) posted a Fair average score of +26, reflecting moderate but stable approval.
MUNICIPAL RESULTS
Public satisfaction was notably higher at the municipal level.
• Mayor Vincent Villaluna (Bagamanoc) recorded the highest score at +82.95, followed by Mayor Jose Paolo Teves III (Baras) at +73.38 and Mayor Glenda Aguilar (Caramoran) at +69.41 — all classified as Very Good.
• Other mayors with Good ratings include Vicente Tayam Jr. (Gigmoto), Honesto Tabligan II (Pandan), Aly Romano (San Andres), and Antonio Teves (San Miguel).
• The lowest ratings were for Mayor Cesar Robles (Panganiban) (–43.59) and Mayor Sinforoso Sarmiento Jr. (Virac) (–29.59), both classified as Poor to Very Poor.
Findings point to a trust gap between provincial and local governance. Municipal leaders who maintain visible grassroots engagement enjoy higher approval, while the provincial executive faces greater public discontent. Meanwhile, the Vice Governor and Provincial Board retain positive ratings, suggesting that legislative stability and accessibility remain strong determinants of public trust.
METHODOLOGICAL NOTES
The survey followed a descriptive–quantitative design through verified online submissions and identity validation to ensure data integrity. Results were analyzed using frequency and percentage distributions, with computed net scores representing aggregate sentiment.
Estimated sampling error is ±3 percentage points at the 95 % confidence level for provincial totals.

The October 2025 survey indicates that public satisfaction in Catanduanes is strongest at the municipal level, where local officials are perceived as accessible and responsive to constituent needs. Provincial leadership, however, registers declining approval, underscoring the need for greater transparency, community engagement, and performance-based governance to rebuild public trust.
