In accordance with Memorandum Circular No. 111 issued by the Office of the President, declaring suspension of work in all government offices on December 29 and January 2, please be advised of the following:

📌 The Adding/Dropping schedule originally set on December 26 and 29 is hereby moved to January 5-9, 2026.

📌 There will be NO enrolment processing and clearance submission/release only Document Request and Release on December 26, 2025. This is to allow the office to settle and process bulk volume of received papers and student documents.

We kindly ask for your understanding and cooperation. Please be guided accordingly.

OFFICIAL STATEMENT from Office of College Registrar (OCR)

The Office of the College Registrar (OCR) acknowledges the concerns circulating on social media regarding the recent situation happened earlier today. We understand that the long lines and extended waiting time have caused inconvenience, and we sincerely appreciate the patience shown by many of our students.

We would like to clarify that the transition to a paper-based clearance system was not part of the OCR’s original plan. Our intention had always been to continue with the online clearance platform for the convenience of all. However, due to a recent incident involving students breaching and compromising the integrity of the online system, the office was left with no choice but to temporarily revert to manual processing to ensure fairness, validity, and security for all.

It is also important to note that clearance announcements, schedules, and enrollment timelines were disseminated ahead of time to give students ample opportunity to prepare. At the same time, we hope for understanding as the OCR is currently operating with limited staff, all of whom have been working diligently to accommodate a large number of students as efficiently as possible.

Regarding the late registration penalty, this policy has been in place since the previous semester and aims to encourage all students to strictly follow the assigned schedules, especially that we have significantly large population this academic year.

We also wish to extend our sincere appreciation to the many students who patiently waited, cooperated with the process, and showed understanding despite the inconvenience. Your respect, discipline, and willingness to follow the proper procedure is truly commendable.

We recognize the sentiments of those who expressed their concerns online but the volume of students today was unexpected. While we respect everyone’s right to share their experiences, we encourage students to course their issues through the proper channels, where concerns can be addressed more accurately and effectively. Constructive communication directly with the office allows us to respond promptly and improve our services where needed.

The OCR remains committed to fair, transparent, and student-centered service, and we are continuously working toward improving our systems to avoid similar difficulties in the future.

November 18, 2025 -- BSOA, BPA, BSE

Please be advised that only 𝐂𝐥𝐚𝐬𝐬 𝐌𝐚𝐲𝐨𝐫𝐬 are authorized to claim the student clearances on behalf of their respective classes. Individual claiming of clearances by students will not be accommodated.

This policy aims to ensure an organized and efficient distribution process.

[[𝐒𝐓𝐔𝐃𝐄𝐍𝐓 𝐂𝐋𝐄𝐀𝐑𝐀𝐍𝐂𝐄 𝐀𝐃𝐕𝐈𝐒𝐎𝐑𝐘]]:

Following an internal investigation, it has been discovered that certain student clearances were approved in the system without proper authorization. Consequently, the online student clearance process will be temporarily suspended for the 1st Semester of Academic Year 2025–2026.

During this period, student clearance will revert to the traditional paper-based process. All students are advised to secure and process their clearance forms personally at the OCR window.

Further announcements will be made once the online clearance system becomes available again.

[[𝐒𝐓𝐔𝐃𝐄𝐍𝐓 𝐂𝐋𝐄𝐀𝐑𝐀𝐍𝐂𝐄 𝐀𝐃𝐕𝐈𝐒𝐎𝐑𝐘]]:

This is to inform all students that the Administrator Account of the Student Online Clearance System has been compromised. It has come to our attention that unauthorized approvals of some student clearances were made, along with requests for payment that were not sanctioned by the institution.

To ensure the security and integrity of all records, the Online Clearance System will be temporarily closed while a full investigation is being conducted.
If the system is confirmed to have been breached, all existing clearance records will be reset, and the clearance process will restart once system security is fully restored.

We advise everyone not to respond to any unofficial payment requests or messages related to clearance processing until further notice.

Updates will be released through official communication channels once the system is verified safe for use.

[[𝗔𝗗𝗩𝗜𝗦𝗢𝗥𝗬]] On-site Enrolment for the 2nd Semester of AY 2025-2026 will start on December 10, 2025. Please refer below for the specific schedule for each year level:

DECEMBER 10-12, 2025 -- 1st Year
DECEMBER 15-17, 2025 -- 2nd Year
DECEMBER 18-19, 2025 -- 3rd Year
DECEMBER 22-23, 2025 -- 4th Year
DECEMBER 26 & 29, 2025 -- Adding/Dropping

Requirements during Enrolment:
1. Cleared OSCS Student Clearance for 1st Semester 2025-2026
2. Approved Appointment
3. Student ID (for validation)
4. Notarized Certificate of Employment (for evening session)

Students are advised to secure their appointment schedule (see QR Code) for onsite enrolment before coming in the campus. Wearing of proper dress code must be observed upon entering the college premise.

Start of Second Semester 2024-2025 classes: JANUARY 5, 2026
End of Enrolment: JANUARY 2, 2026

‎In accordance to the released office memorandum no. 38 s. 2025, Santo Tomas College of Agriculture, Sciences, and Technology (STCAST) is implementing a Mental Health Break for all faculty personnel and students, effective on 𝐎𝐜𝐭𝐨𝐛𝐞𝐫 𝟏𝟔, 𝟐𝟎𝟐𝟓 (𝐓𝐡𝐮𝐫𝐬𝐝𝐚𝐲) 𝐮𝐧𝐭𝐢𝐥 𝐎𝐜𝐭𝐨𝐛𝐞𝐫 𝟏𝟕, 𝟐𝟎𝟐𝟓 (𝐅𝐫𝐢𝐝𝐚𝐲).

‎The said break is in response to the series of earthquakes, aftershocks, and continued monitoring of thunderstorms, and aligning with the "MENTAL HEALTH ACT," or REPUBLIC ACT No. 11036.

‎With this, all College Programs from every session are tasked to switch on Modular Modality irrespective of subjects and technical activities, to ensure the safety and well-being of everyone.
