𝗔 𝗦𝘁𝗲𝗽 𝗙𝗼𝗿𝘄𝗮𝗿𝗱 𝗳𝗼𝗿 𝗜𝗻𝗰𝗹𝘂𝘀𝗶𝘃𝗲 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 𝗮𝘁 𝗧𝗦𝗨

Today, the International, Differently Abled, Indigenous, and Marginalized Student Services (IDIMSS) warmly welcomed 𝗠𝗮𝗿𝘃𝗶𝗻 𝗚𝗮𝗺𝗮𝘀𝗮, a totally blind student who is now 𝗢𝗙𝗙𝗜𝗖𝗜𝗔𝗟𝗟𝗬 𝗘𝗡𝗥𝗢𝗟𝗟𝗘𝗗 𝗔𝗧 𝗧𝗔𝗥𝗟𝗔𝗖 𝗦𝗧𝗔𝗧𝗘 𝗨𝗡𝗜𝗩𝗘𝗥𝗦𝗜𝗧𝗬 (𝗧𝗦𝗨).

For many students, enrollment is just another step in college life. But for some, it represents courage, determination, and the decision to pursue a dream despite challenges that many people cannot imagine.

This milestone reflects the vision of the 𝗗𝗔𝗟𝗔𝗡 𝗙𝗥𝗔𝗠𝗘𝗪𝗢𝗥𝗞 – 𝗥𝗜𝗦𝗘 𝗙𝗢𝗥𝗪𝗔𝗥𝗗 of TSU President Dr. Jasper Jay N. Mendoza, which seeks to ensure that every student, regardless of background or circumstance, is given the opportunity to learn, grow, and succeed.

A key initiative under the 𝗗𝗔𝗟𝗔𝗡 𝗙𝗥𝗔𝗠𝗘𝗪𝗢𝗥𝗞 – 𝗥𝗜𝗦𝗘 𝗙𝗢𝗥𝗪𝗔𝗥𝗗 is the establishment of a 𝗗𝗶𝗳𝗳𝗲𝗿𝗲𝗻𝘁𝗹𝘆 𝗔𝗯𝗹𝗲𝗱 (𝗣𝗪𝗗) 𝗖𝗲𝗻𝘁𝗲𝗿 at TSU, a dedicated space where students with disabilities can access services, resources, and programs designed to help them reach their full potential both academically and personally.

Welcome to TSU, 𝗠𝗮𝗿𝘃𝗶𝗻! Your IDIMSS family is ready to walk this journey with you.

Small but terrible! Her height may be small, but her dreams are immeasurable. She is a living proof that true strength is not defined by physical limitations, but by courage, determination, and unwavering faith. She continues to show that ability will always be greater than disability, inspiring everyone around her to believe in themselves and push beyond their limits.

𝗦𝗣𝗔𝗥𝗞: Student Printing and Advocacy for Rights & Knowledge for Differently Abled Students recognized in the 𝗪𝗼𝗿𝗹𝗱’𝘀 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝗶𝗲𝘀 𝘄𝗶𝘁𝗵 𝗥𝗲𝗮𝗹 𝗜𝗺𝗽𝗮𝗰𝘁 or 𝗪𝗨𝗥𝗜 𝗥𝗮𝗻𝗸𝗶𝗻𝗴 under 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗦𝘂𝗽𝗽𝗼𝗿𝘁 𝗮𝗻𝗱 𝗘𝗻𝗴𝗮𝗴𝗲𝗺𝗲𝗻𝘁 reminds us that genuine service is never measured by the size of the team, but by the size of the heart behind it.

What many people do not see are the long hours, sacrifices, endless coordination, student concerns, advocacy work, and silent efforts poured into serving our 𝗗𝗶𝗳𝗳𝗲𝗿𝗲𝗻𝘁𝗹𝘆 𝗔𝗯𝗹𝗲𝗱 𝗦𝘁𝘂𝗱𝗲𝗻𝘁𝘀, 𝗜𝗻𝗱𝗶𝗴𝗲𝗻𝗼𝘂𝘀 𝗣𝗲𝗼𝗽𝗹𝗲𝘀 𝗦𝘁𝘂𝗱𝗲𝗻𝘁𝘀, 𝗜𝗻𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗮𝗻𝗱 𝗠𝗮𝗿𝗴𝗶𝗻𝗮𝗹𝗶𝘇𝗲𝗱 𝗦𝘁𝘂𝗱𝗲𝗻𝘁𝘀, and 𝗦𝗢𝗟𝗢 𝗣𝗮𝗿𝗲𝗻𝘁 𝗦𝘁𝘂𝗱𝗲𝗻𝘁𝘀. Yet despite having only 𝗼𝗻𝗲 𝗱𝗲𝗱𝗶𝗰𝗮𝘁𝗲𝗱 𝘀𝘁𝗮𝗳𝗳 in IDIMSS, the office continues to move, innovate, and serve with excellence.

𝗜𝗗𝗜𝗠𝗦𝗦 𝗨𝗻𝗶𝘁 𝗛𝗲𝗮𝗱, 𝗠𝗿. 𝗔𝗹𝗹𝗮𝗻 𝗦𝗮𝗻𝘁𝗼𝘀 conceptualized and initiated SPARK as part of the office’s continuing commitment to inclusive, accessible, and student centered programs for marginalized sectors. This recognition reflects the collective effort, dedication, and shared vision of everyone who continues to support and believe in inclusive education and meaningful student service.

Tarlac State University – Student Affairs and Services (SAS) – 𝗜𝗻𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗗𝗶𝗳𝗳𝗲𝗿𝗲𝗻𝘁𝗹𝘆-𝗔𝗯𝗹𝗲𝗱 𝗜𝗻𝗱𝗶𝗴𝗲𝗻𝗼𝘂𝘀 𝗮𝗻𝗱 𝗠𝗮𝗿𝗴𝗶𝗻𝗮𝗹𝗶𝘇𝗲𝗱 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗦𝗲𝗿𝘃𝗶𝗰𝗲𝘀 (𝗜𝗗𝗜𝗠𝗦𝗦), in collaboration with the 𝗞𝗔𝗞𝗔𝗠𝗔𝗬 𝗠𝗼𝘃𝗲𝗺𝗲𝗻𝘁, conducted a meaningful meeting for the proposed partnership and collaboration between 𝗨𝗻𝗶𝘄𝗼𝗿𝗹𝗱 𝗡𝗚𝗢 𝗞𝗼𝗿𝗲𝗮, KAKAMAY Movement, and Tarlac State University in advancing Filipino Sign Language (FSL), Deaf Education, and inclusive learning initiatives.

Representatives from 𝗨𝗻𝗶𝘄𝗼𝗿𝗹𝗱 𝗡𝗚𝗢 𝗞𝗼𝗿𝗲𝗮 visited the 𝗜𝗗𝗜𝗠𝗦𝗦 𝗢𝗳𝗳𝗶𝗰𝗲 and discussed possible programs, partnerships, and future 𝗙𝗦𝗟 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴𝘀 that may help strengthen TSU’s inclusive education initiatives for both the 𝗗𝗲𝗮𝗳 𝗮𝗻𝗱 𝗛𝗲𝗮𝗿𝗶𝗻𝗴 communities. Through the collaboration with the 𝗞𝗔𝗞𝗔𝗠𝗔𝗬 𝗠𝗼𝘃𝗲𝗺𝗲𝗻𝘁, TSU aims to become a future 𝗛𝗨𝗕 𝗳𝗼𝗿 𝗙𝗶𝗹𝗶𝗽𝗶𝗻𝗼 𝗦𝗶𝗴𝗻 𝗟𝗮𝗻𝗴𝘂𝗮𝗴𝗲 (𝗙𝗦𝗟) 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗮𝗻𝗱 𝗜𝗻𝗰𝗹𝘂𝘀𝗶𝘃𝗲 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 in Tarlac and the region.

A special highlight of the meeting was when 𝗠𝘀. 𝗝𝗲𝗹𝗹𝘆 𝗔𝗻𝗻 𝗧𝗼𝗺𝗮𝘀 from the 𝗞𝗔𝗞𝗔𝗠𝗔𝗬 𝗠𝗼𝘃𝗲𝗺𝗲𝗻𝘁 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗢𝗿𝗴𝗮𝗻𝗶𝘇𝗮𝘁𝗶𝗼𝗻 – 𝗧𝗦𝗨 𝗖𝗵𝗮𝗽𝘁𝗲𝗿 introduced herself using 𝗙𝗶𝗹𝗶𝗽𝗶𝗻𝗼 𝗦𝗶𝗴𝗻 𝗟𝗮𝗻𝗴𝘂𝗮𝗴𝗲 (𝗙𝗦𝗟) to the Korean representatives, symbolizing the university’s growing advocacy for inclusion and Deaf awareness. Also present was 𝗦𝗶𝗿 𝗩𝗶𝗻𝗰𝗲𝗻𝘁, a 𝗗𝗲𝗮𝗳 𝗧𝗲𝗮𝗰𝗵𝗲𝗿, together with 𝗠𝗿. 𝗔𝗹𝗹𝗮𝗻 𝗦𝗮𝗻𝘁𝗼𝘀, 𝗨𝗻𝗶𝘁 𝗛𝗲𝗮𝗱 𝗼𝗳 𝗜𝗗𝗜𝗠𝗦𝗦, who is leading the university’s future 𝗙𝗦𝗟 𝘁𝗿𝗮𝗶𝗻𝗶𝗻𝗴𝘀 and inclusive initiatives in collaboration with the 𝗞𝗔𝗞𝗔𝗠𝗔𝗬 𝗠𝗼𝘃𝗲𝗺𝗲𝗻𝘁.

The International Differently Abled, Indigenous, and Marginalized Student Services (IDIMSS) proudly celebrates this meaningful milestone and expresses support for your vision of a more inclusive, compassionate, and student-centered university community.

We are especially encouraged by your expressed plan of establishing a Differently Abled (PWD) Center — an initiative that can greatly strengthen accessibility, student support services, and equal opportunities for students with disabilities within the TSU community. This reflects a leadership that recognizes the value of inclusion, dignity, and empowerment for every learner.

As part of 𝗧𝗦𝗨’s commitment to inclusive and equitable education, 𝗧𝗮𝗿𝗹𝗮𝗰 𝗦𝘁𝗮𝘁𝗲 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆, the first state university in the Philippines to partner with 𝗙𝗼𝗰𝘂𝘀 𝗕𝗲𝗮𝗿 𝗔𝘂𝘀𝘁𝗿𝗮𝗹𝗶𝗮, conducted 𝗼𝗻𝗯𝗼𝗮𝗿𝗱𝗶𝗻𝗴 and 𝗼𝗿𝗶𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 today for the 𝗙𝗼𝗰𝘂𝘀 𝗕𝗲𝗮𝗿 𝗮𝗽𝗽𝗹𝗶𝗰𝗮𝘁𝗶𝗼𝗻, an 𝗮𝘀𝘀𝗶𝘀𝘁𝗶𝘃𝗲 𝘁𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆 tool that supports 𝗻𝗲𝘂𝗿𝗼𝗱𝗶𝘃𝗲𝗿𝗴𝗲𝗻𝘁 students by helping them focus attention, organize tasks, manage distractions, maintain mental wellness, and establish consistent study routines, enabling them to work more effectively and confidently in their academic journey.

Through this initiative, 10 𝗡𝗲𝘂𝗿𝗼𝗱𝗶𝘃𝗲𝗿𝗴𝗲𝗻𝘁 TSU students received a 𝗳𝗿𝗲𝗲 one-year subscription to the application, ensuring equal access to innovative learning tools that enhance academic performance and support diverse learning needs.

This program is an initiative of IDIMSS under the leadership of 𝗠𝗿. 𝗔𝗹𝗹𝗮𝗻 𝗦. 𝗦𝗮𝗻𝘁𝗼𝘀, Unit Head, and reflects the University’s dedication to creating an inclusive, equitable, and student-centered learning environment. We sincerely thank 𝗝𝗲𝗿𝗲𝗺𝘆 𝗡𝗮𝗴𝗲𝗹, Founder and CEO, and 𝗠𝘀. 𝗩𝗶𝗰𝘁𝗼𝗿𝗶𝗮 𝗔𝗱𝗲𝗹𝗶𝗻𝗲 𝗧𝘂𝗹𝗮𝗯𝗼𝘁, Partnerships Manager, for leading the orientation, introducing this 𝗶𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝘃𝗲 tool, and guiding TSU students on its effective use.

Through the coordinated efforts of 𝗗𝗿. 𝗗𝗲𝘅𝘁𝗲𝗿 𝗠𝗮𝗻𝘇𝗮𝗻𝗼, Assistant Director of 𝗜𝗦𝗣𝗦, SAS Director 𝗗𝗿. 𝗚𝗹𝗮𝗱𝗶𝗲 𝗖𝗮𝗯𝗮𝗻𝗶𝘇𝗮𝘀, Vice President for Academic Affairs 𝗗𝗿. 𝗝𝗮𝘀𝗽𝗲𝗿 𝗝𝗮𝘆 𝗠𝗲𝗻𝗱𝗼𝘇𝗮, Vice President for Administration Atty. 𝗚𝗵𝗲𝗿𝗼𝗹𝗱 𝗕𝗲𝗻𝗶𝘁𝗲𝘇, previous TSU President 𝗗𝗿. 𝗔𝗿𝗻𝗼𝗹𝗱 𝗩𝗲𝗹𝗮𝘀𝗰𝗼, and the entire 𝗦𝗔𝗦 family, this initiative ensures all learners are respected, supported, and given equal opportunities to succeed, reinforcing 𝗧𝗦𝗨’s role as a leader in inclusive education and expressing sincere appreciation for their unwavering support.

The 𝗞𝗔𝗞𝗔𝗠𝗔𝗬 𝗠𝗼𝘃𝗲𝗺𝗲𝗻𝘁 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗢𝗿𝗴𝗮𝗻𝗶𝘇𝗮𝘁𝗶𝗼𝗻 has officially submitted all the needed documents for recognition as a student organization at 𝗧𝗮𝗿𝗹𝗮𝗰 𝗦𝘁𝗮𝘁𝗲 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆.

Earlier today, the requirements were submitted with the support of 𝗔𝗹𝗹𝗮𝗻 𝗦𝗮𝗻𝘁𝗼𝘀, 𝗨𝗻𝗶𝘁 𝗛𝗲𝗮𝗱 𝗼𝗳 𝗜𝗗𝗜𝗠𝗦𝗦, 𝗧𝗦𝗨 𝗚𝘂𝗶𝗱𝗮𝗻𝗰𝗲 𝗖𝗼𝘂𝗻𝘀𝗲𝗹𝗼𝗿, and Organization Adviser, together with 𝗠𝗮𝗺 𝗖𝗵𝗿𝗶𝘀𝘁𝗶𝗻𝗲, 𝗜𝗗𝗜𝗠𝗦𝗦 𝗖𝗹𝗲𝗿𝗸. Present also were the student officers: 𝗝𝗲𝗹𝗹𝘆 𝗔𝗻𝗻 𝗧𝗼𝗺𝗮𝘀 (President), 𝗘𝗹𝗹𝗲𝗻 𝗠𝗮𝘆𝗼𝘆𝗼 (Secretary), and 𝗙𝗹𝗼𝗿𝗱𝗲𝗹𝗶𝘇𝗮 𝗣𝗿𝗼𝗹𝗲𝗱𝗼 (Business Manager), together with the 𝗞𝗔𝗞𝗔𝗠𝗔𝗬 𝗠𝗼𝘃𝗲𝗺𝗲𝗻𝘁 Founder, 𝗦𝗶𝗿 𝗚𝗣 𝗣𝗮𝗹𝗺𝗮.

This milestone reflects that the organization is an initiative under 𝗜𝗗𝗜𝗠𝗦𝗦, created to promote 𝗶𝗻𝗰𝗹𝘂𝘀𝗶𝗼𝗻, 𝗲𝗾𝘂𝗮𝗹𝗶𝘁𝘆, 𝘀𝘂𝗽𝗽𝗼𝗿𝘁, and 𝗲𝗺𝗽𝗼𝘄𝗲𝗿𝗺𝗲𝗻𝘁 for students from diverse backgrounds and communities.

This organization is also a 𝗽𝗿𝗼𝗮𝗰𝘁𝗶𝘃𝗲 𝘀𝘁𝗲𝗽 toward a more inclusive TSU community. As we prepare for the future presence of Deaf students in the university, KAKAMAY aims to build a space where Deaf and hearing students can learn, lead, participate, and grow together with equality and mutual respect.

We look forward to seeing 𝗞𝗔𝗞𝗔𝗠𝗔𝗬 grow as a student organization that builds connection, creates opportunities, and encourages every learner to participate, belong, and succeed in the TSU community. 𝗟𝗲𝘁’𝘀 𝗚𝗲𝘁 𝗟𝗼𝘂𝗱 𝘄𝗶𝘁𝗵 𝗢𝘂𝗿 𝗛𝗮𝗻𝗱𝘀 𝗧𝗦𝗨!

First online meeting under 𝗜𝗗𝗜𝗠𝗦𝗦 focused on preparing the 𝗞𝗔𝗞𝗔𝗠𝗔𝗬 𝗠𝗼𝘃𝗲𝗺𝗲𝗻𝘁 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗢𝗿𝗴𝗮𝗻𝗶𝘇𝗮𝘁𝗶𝗼𝗻 - 𝗧𝗦𝗨. While 𝗧𝗦𝗨 continues its institutional preparations, this initiative shows that inclusion is already being practiced at the student level.

𝗜𝗗𝗜𝗠𝗦𝗦 is organizing a student organization where 𝗗𝗲𝗮𝗳 𝗮𝗻𝗱 𝗛𝗲𝗮𝗿𝗶𝗻𝗴 students can come together, build friendships, understand each other, and grow as one inclusive community.

The International, Differently Abled, Indigenous, and Marginalized Student Services (IDIMSS) expresses its 𝘀𝗶𝗻𝗰𝗲𝗿𝗲 𝗴𝗿𝗮𝘁𝗶𝘁𝘂𝗱𝗲 to 𝗗𝗿. Arnold Velasco for his 𝟰 𝘆𝗲𝗮𝗿𝘀 𝗼𝗳 𝗹𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽 as President of Tarlac State University.

We thank him for his 𝗰𝗼𝗻𝘁𝗶𝗻𝘂𝗼𝘂𝘀 𝘀𝘂𝗽𝗽𝗼𝗿𝘁 to IDIMSS and for promoting 𝗶𝗻𝗰𝗹𝘂𝘀𝗶𝘃𝗶𝘁𝘆 and 𝗲𝗾𝘂𝗮𝗹𝗶𝘁𝘆 in the university. Because of his leadership, many 𝗜𝗣, 𝗱𝗶𝗳𝗳𝗲𝗿𝗲𝗻𝘁𝗹𝘆 𝗮𝗯𝗹𝗲𝗱, 𝗮𝗻𝗱 𝗺𝗮𝗿𝗴𝗶𝗻𝗮𝗹𝗶𝘇𝗲𝗱 𝘀𝘁𝘂𝗱𝗲𝗻𝘁𝘀 were given opportunities to 𝗴𝗿𝗼𝘄, 𝗯𝗲 𝘀𝘂𝗽𝗽𝗼𝗿𝘁𝗲𝗱, 𝗮𝗻𝗱 𝗳𝗲𝗲𝗹 𝘃𝗮𝗹𝘂𝗲𝗱.

His service helped build a more 𝗶𝗻𝗰𝗹𝘂𝘀𝗶𝘃𝗲 and 𝗰𝗮𝗿𝗶𝗻𝗴 𝗧𝗦𝗨 𝗰𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 where 𝗲𝘃𝗲𝗿𝘆 𝘀𝘁𝘂𝗱𝗲𝗻𝘁 𝗺𝗮𝘁𝘁𝗲𝗿𝘀 and 𝗻𝗼 𝗼𝗻𝗲 𝗶𝘀 𝗹𝗲𝗳𝘁 𝗯𝗲𝗵𝗶𝗻𝗱.
