We have finally completed Batch 1 (July 14–16) and Batch 2 (August 5–7) of the University Wide Filipino Sign Language Capacity Building.

This initiative is part of the vision and leadership of TSU President Dr. Jasper Jay N. Mendoza, who envisions a more inclusive, accessible, and Deaf ready Tarlac State University. The FSL Capacity Building Program is one concrete step toward turning that vision into action, preparing the university community to welcome and support Deaf students and ensuring that inclusion is part of the way we move forward.

Our heartfelt gratitude to our university leadership: TSU President Dr. Jasper Jay N. Mendoza, VPAA Dr. Brendalyn A. Manzano, VPA Dr. Marlon V. Gamido, VPRIE Dr. Niño Corpuz, SAS Director Andie Rafale Quiballo, and GAD Director Janelle Santiago for their support of this important initiative

Our sincere appreciation also goes to our ever supportive SAS Assistant Director Dr. Dexter Manzano, Sir Red, and Mam Christine for their continued support throughout the training.

This university wide initiative was facilitated through the IDIMSS, under the leadership of Allan Santos, Unit Head of IDIMSS and TSU Guidance Counselor, in collaboration with the GAD Office and the KAKAMAY Movement.

A special thank you to Mam Rack, who served as one of our FSL trainers, and to the Deaf Community, headed by Sir Wilfredo Corpuz II, for sharing their knowledge, experiences, and perspectives with our participants.

We are also grateful to the KAKAMAY Movement, especially its Founder Sir GP Palma, for being an important partner in this initiative and for supporting our goal of building a more inclusive university community.

And to all the Batch 1 and Batch 2 participants, thank you for showing up, learning, practicing, and being part of this meaningful experience.

This initiative is anchored on Republic Act No. 7277, as amended, or the Magna Carta for Persons with Disability, which promotes the integration, participation, and equal opportunities of persons with disabilities, and Republic Act No. 11106, the Filipino Sign Language Act, which recognizes Filipino Sign Language as the national sign language of the Filipino Deaf.

This is more than learning FSL. This is TSU taking a proactive step toward the President’s vision of an inclusive and Deaf ready university.

Tarlac State University officially opened 𝗗𝗮𝘆 𝟭 𝗼𝗳 𝗕𝗮𝘁𝗰𝗵 𝟮 of the 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆 𝗪𝗶𝗱𝗲 𝗙𝗶𝗹𝗶𝗽𝗶𝗻𝗼 𝗦𝗶𝗴𝗻 𝗟𝗮𝗻𝗴𝘂𝗮𝗴𝗲 𝗖𝗮𝗽𝗮𝗰𝗶𝘁𝘆 𝗕𝘂𝗶𝗹𝗱𝗶𝗻𝗴 through the collaborative efforts of the 𝗜𝗻𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗗𝗶𝗳𝗳𝗲𝗿𝗲𝗻𝘁𝗹𝘆 𝗔𝗯𝗹𝗲𝗱, 𝗜𝗻𝗱𝗶𝗴𝗲𝗻𝗼𝘂𝘀, 𝗠𝗮𝗿𝗴𝗶𝗻𝗮𝗹𝗶𝘇𝗲𝗱 𝗦𝘁𝘂𝗱𝗲𝗻𝘁 𝗦𝗲𝗿𝘃𝗶𝗰𝗲𝘀 (𝗜𝗗𝗜𝗠𝗦𝗦) and the 𝗢𝗳𝗳𝗶𝗰𝗲 𝗼𝗳 𝗚𝗲𝗻𝗱𝗲𝗿 𝗮𝗻𝗱 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 (𝗢𝗚𝗔𝗗). The three day program brings together faculty members, non teaching personnel, and student leaders from different colleges and offices of the University to strengthen their knowledge of Filipino Sign Language and Deaf awareness.

The opening program included inspirational messages from 𝗠𝘀. 𝗗𝗶𝗼𝗻𝗮 𝗠𝗮𝗰𝗮𝘀𝗮𝗾𝘂𝗶𝘁, representative of the Vice President for Academic Affairs (VPAA), 𝗠𝘀. 𝗝𝗼𝘃𝘆 𝗧𝗼𝗺𝗮𝘀, Unit Head of the Office of Gender and Development (OGAD), and 𝗠𝗿. 𝗔𝗹𝗹𝗮𝗻 𝗦. 𝗦𝗮𝗻𝘁𝗼𝘀, Unit Head of IDIMSS, who encouraged the participants to become partners in building a more accessible and inclusive University.

Participants also learned from 𝗚𝗲𝗻𝗲𝗿𝗮𝗹 𝗚. 𝗣𝗮𝗹𝗺𝗮, Founder of the 𝗞𝗔𝗞𝗔𝗠𝗔𝗬 𝗠𝗼𝘃𝗲𝗺𝗲𝗻𝘁, 𝗠𝘀. 𝗥𝗮𝗰𝗸, and members of the 𝗗𝗲𝗮𝗳 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 headed by 𝗠𝗿. 𝗪𝗶𝗹𝗳𝗿𝗲𝗱𝗼 𝗖𝗼𝗿𝗽𝘂𝘇 𝗜𝗜 of the 𝗧𝗮𝗿𝗹𝗮𝗰 𝗣𝗿𝗼𝘃𝗶𝗻𝗰𝗶𝗮𝗹 𝗖𝗮𝗽𝗶𝘁𝗼𝗹. Their sessions on Deaf Culture, Republic Act No. 11106 or the Filipino Sign Language Act, and the basics of Filipino Sign Language gave participants a better understanding of inclusive communication through both professional expertise and lived experiences.

Anchored on 𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 𝗡𝗼. 𝟭𝟭𝟭𝟬𝟲 (𝗙𝗶𝗹𝗶𝗽𝗶𝗻𝗼 𝗦𝗶𝗴𝗻 𝗟𝗮𝗻𝗴𝘂𝗮𝗴𝗲 𝗔𝗰𝘁) and the 𝗠𝗮𝗴𝗻𝗮 𝗖𝗮𝗿𝘁𝗮 𝗳𝗼𝗿 𝗣𝗲𝗿𝘀𝗼𝗻𝘀 𝘄𝗶𝘁𝗵 𝗗𝗶𝘀𝗮𝗯𝗶𝗹𝗶𝘁𝘆 (𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 𝗡𝗼. 𝟳𝟮𝟳𝟳, 𝗮𝘀 𝗮𝗺𝗲𝗻𝗱𝗲𝗱 𝗯𝘆 𝗥𝗲𝗽𝘂𝗯𝗹𝗶𝗰 𝗔𝗰𝘁 𝗡𝗼. 𝟵𝟰𝟰𝟮), the program also supports the vision of TSU President 𝗗𝗿. 𝗝𝗮𝘀𝗽𝗲𝗿 𝗝𝗮𝘆 𝗡. 𝗠𝗲𝗻𝗱𝗼𝘇𝗮 under the 𝗗𝗔𝗟𝗔𝗡 𝗙𝗿𝗮𝗺𝗲𝘄𝗼𝗿𝗸, which envisions Tarlac State University as a hub for future ready professionals and servant leaders through inclusive instruction, impactful research, transformative extension, and sustainable production. The program likewise complements the University’s continuing efforts to strengthen student welfare, inclusivity initiatives, Gender and Development programs, and support services for marginalized sectors.

As Tarlac State University prepares to welcome Deaf learners in the future, initiatives like this help build a campus where communication becomes more accessible and every learner is given the opportunity to participate fully in university life.

The activity also contributes to 𝗦𝗗𝗚 𝟰 (𝗤𝘂𝗮𝗹𝗶𝘁𝘆 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻) and 𝗦𝗗𝗚 𝟭𝟬 (𝗥𝗲𝗱𝘂𝗰𝗲𝗱 𝗜𝗻𝗲𝗾𝘂𝗮𝗹𝗶𝘁𝗶𝗲𝘀) by promoting accessible and inclusive education for all.

With profound sadness, the International, Differently-abled, Indigenous, and Marginalized Student Services (IDIMSS) extends its heartfelt condolences to the family and loved ones of Krishia, a former officer of the Inclusive Ability Alliance under the Office of IDIMSS.

Krishia will always be remembered for her dedication, compassion, and meaningful contributions in promoting inclusion and serving the student community. Her legacy of kindness and service will continue to inspire those whose lives she touched.

We join her family and friends in prayer, asking the Lord to grant them comfort, strength, and peace during this time of grief.

The International, Differently Abled, Indigenous, and Marginalized Student Services (IDIMSS), through its Unit Head, Mr. Allan S. Santos, served as the resource speaker during the Faculty Orientation on Inclusive Teaching for Students with Blindness and Visual Impairments for the faculty members of the College of Education.

IDIMSS extends its sincere appreciation to the College of Education, headed by Dean Cynthia Quiambao, together with Dr. Mellany Masangkay, Program Chair of the Bachelor of Elementary Education, and Dr. Jeanette M. Baquing Program Chair of the English Department for the invitation.

As part of our 𝗣𝗪𝗗 𝗠𝗼𝗻𝘁𝗵 𝗖𝗲𝗹𝗲𝗯𝗿𝗮𝘁𝗶𝗼𝗻, the 𝗨𝗻𝗶𝘃𝗲𝗿𝘀𝗶𝘁𝘆 𝗗𝗲𝗮𝗳 𝗥𝗲𝗮𝗱𝘆: 𝗙𝗶𝗹𝗶𝗽𝗶𝗻𝗼 𝗦𝗶𝗴𝗻 𝗟𝗮𝗻𝗴𝘂𝗮𝗴𝗲 (𝗙𝗦𝗟) 𝟯 𝗗𝗮𝘆 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 – 𝗕𝗮𝘁𝗰𝗵 𝟭 has been successfully completed.

For three days, our participants learned basic Filipino Sign Language and gained a better understanding of Deaf culture and inclusive communication. We hope these learnings will help make our university more welcoming and accessible for everyone.

𝗗𝗮𝘆 𝟭 & 𝗗𝗮𝘆 𝟮 | 𝗣𝗪𝗗 𝗠𝗼𝗻𝘁𝗵 𝗖𝗲𝗹𝗲𝗯𝗿𝗮𝘁𝗶𝗼𝗻

Filipino Sign Language (FSL) Day 2 Training have been filled with learning, laughter, teamwork, and meaningful connections. Participants are not only learning signs but also gaining a deeper understanding of Deaf culture and the importance of inclusive communication.

This training is part of our commitment to preparing the university to become a Deaf Ready university by equipping faculty members, staff, and student leaders with basic Filipino Sign Language skills. Through this initiative, we aim to break communication barriers, promote equal access to services, and create a campus where Deaf students feel welcomed, understood, and valued.

The training is facilitated by IDIMSS and the GAD Office in partnership with the KAKAMAY Movement as part of the celebration of PWD Month.

Our heartfelt appreciation to Sir GP, Ma’am Rack, Sir Wilfredo, and the Deaf Community for generously sharing your expertise, passion, and lived experiences.

Tomorrow marks the final day of Batch 1, and we look forward to welcoming Batch 2 next month as we continue our journey toward a truly Deaf Ready university.
