When Dr. Arnold E. Velasco stepped into the office as the sixth president of Tarlac State University on April 1, 2022, it wasn't just a career milestoneโit was a homecoming nearly forty years in the making.
For the first time in TSU history, the university was led by one of its own: a man who once walked these same corridors not as an administrator, but as a young dreamer just trying to get by the day as a working student and a breadwinner.
Nearly four decades later, standing before the same academic community, Pres. Velasco would look back on that journey not only with pride, but with purpose.
"I entered the portals of TCT (now TSU) in June 1984 as a first-year Electrical Engineering student. After 38 years, I am now TSU's 6th president," he shared during his investiture rites in 2022, framing his story as a possibility not just for himself, but for students who come from similar beginnings.
Over the course of his term at TSU, the university recorded a series of institutional milestones made possible by the collaborative efforts of his administrative officials and staff, as well as his unwavering support.

Preparation and self-investment are some of the best investments you can make.
The Guidance and Counseling Office for College of Criminal Justice Education organized a Personality Development Seminar for CCJE junior college students, held December 10, 2025, at the Priscilla Hall, TSU Hostel, Lucinda Campus.
Guest speakers were the knowledgeable Ms. Danica Shaine S. Rirao and Mr. Ron Elcid E. David. Ms. Rirao taught our students how to better understand oneโs personality and identify their strengths and weaknesses. Supporting this, Mr. David guided our students on how to improve themselves in becoming future professionals and shared tips on how to become a reliable, decent, and respected Future Criminologist.

Your mental health is also your greatest wealth.
A Mental Health Check for the freshmen and sophomores of the College of Criminal Justice Education organized by the Guidance and Counseling Office for CCJE, held December 10, 2025, at the Priscilla Hall, TSU Hostel, Lucinda Campus.
Welcomed and said their hellos were the bright Associate Guidance Counselors, Ms. Sharmaine G. Musni and Ms. Maryjoy R. Manalo, who both served as guest speakers. The activity helped students check themselves and provide students with tips and guidance on how to help oneself in times of tension and distress to achieve overall wellness.

In line with CMO No. 104, s. 2017 and the Universityโs On-The-Job Training Manual (TSU-VPA-01-02), all students are required to attend a seminar on Work Ethics and the Safe Spaces Act (WESSA) as part of their preparation for internship and workplace immersion.
To comply with this requirement, the Universityโin collaboration with the Gender and Development (GAD) Officeโwill conduct the Work Ethics and Safe Spaces Act Seminar, designed to orient students on professional conduct, workplace values, gender sensitivity, and the creation of safe, respectful, and inclusive work environments.

Tarlac State University's Student Affairs and Services welcomed all first year students for A.Y. 2025-2026 through a university orientation with the theme "๐ง๐ผ๐บ๐ผ๐ฟ๐ฟ๐ผ๐ ๐ฆ๐๐ฎ๐ฟ๐๐ ๐๐ถ๐๐ต ๐จ" last August 12 to 13, 2025, held at the TSU Gymnasium.
Organized by the Guidance and Counseling Unit and supported by the different offices of Tarlac State University including the College of Criminal Justice Education. The orientation opened the academic year with a warm welcome and affirmation to TSUians by providing assistance and familiarization of the university's profile, policies, key officials, colleges, and information on student services and programs which were presented by each office and unit representative.
The university and the Guidance and Counseling Unit wishes all students a fruitful progressive education and triumphant school year.

OSAS ANNUAL PLANNING (SEPTEMBER 4โ5, 2025)
The Office of Student Affairs and Services (OSAS) will be conducting its annual planning on September 4โ5, 2025 (Thursday and Friday).
In line with this, all transactions and services under the various offices of OSAS will be temporarily unavailable on the aforementioned dates.
