Heads and representatives from various government agencies and stakeholders in the industry and education sectors gathered for the Philippine Qualifications Framework - National Coordinating Council (PQF-NCC) Interagency Strategic Planning on June 27-28 at the Peninsula Manila hotel in Makati City.
Some 130 participants from the Department of Education, Department of Labor and Employment, Commission on Higher Education, Technical Education Skills Development Authority, and Professional Regulation Commission that form the 7 working groups of the PQF-NCC together reviewed the achievements in implementing the PQF, identified challenges, gathered valuable stakeholder insights on how to fully operationalize the PQF and discussed a roadmap for the future of the PQF.
The two-day activity is facilitated by the United States Agency for International Development (USAID) - Philippines Partnership for Skills Innovation and Lifelong Learning (UPSKILL) PROGRAM.
Present during the event were DepEd Assistant Secretaries Alma Torio, Janir Datukan, and Noel Baluyan, TESDA Deputy Director General Rosanna Urdaneta, PRC Assistant Commissioner Lord Louis Valera, USAID Philippines Director of Education Michelle Chen, UPSKILL Chief of Party Richard Abendan, CHED Directors Cherrie Ancheta-Diego, Sylvette Gunigundo and Raul Muyong, and DOLEβs Ms. Grace Baldoza, among others.
Resource persons for the workshops included Dr. Gael Mcdonald Senior Director UPSKILL, former Mapua University President and CEO Dr. Reynaldo Vea, former TESDA Secretary Irene Isaac, TESDA DDG Nelly Dillera, Analytics Association of the Philippines Executive Director Sherwin Pelayo, and TESDA Director Katherine Zarsadias.
The PQF is a national system that describes the levels of educational qualifications and sets the standards for qualification outcomes. It is a collaborative program by the DepEd, TESDA, CHED, PRC and DOLE. Currently, TESDA is serving as the interim technical secretariat of the PQF -NCC.
