Every child deserves the love, security, and sense of belonging that a permanent family can provide. Taking a significant step toward making this possible, four couples and one single petitioner appeared before the Regional Alternative Child Care Office (RACCO) VIII for their Mandatory Appearance (MA) on July 16, 27, and 30, 2026, as part of the domestic administrative adoption process under Republic Act No. 11642, otherwise known as the Domestic Administrative Adoption and Alternative Child Care Act.

During the Mandatory Appearance, the petitioners and adoptees personally appeared before the Officer-in-Charge Kristine Peรฑaranda. Also present were Atty. Duchess Christile Marie Cobacha, Attorney III/Legal Officer of RACCO VIII and the members of the MA Secretariat.

In accordance with Section 27 of Republic Act No. 11642, petitioners, adoptees, and individuals who have given consent to the adoption are required to personally appear before the Officer-in-Charge of the Regional Alternative Child Care Office.

The Mandatory Appearance is conducted to evaluate the prospective adoptive parents' qualifications, motivation, intentions, sincerity, and preparedness to undertake the lifelong responsibilities of adoptive parenthood, while ensuring that the best interests of the child remain the primary consideration.

The Regional Alternative Child Care Office (RACCO) VIII, in partnership with the Social Work interns of Leyte Normal University (LNU), successfully conducted ReadyKaYa: A Seminar-Workshop on Emotion Management and Future Planning for Foster Children Preparing for Independent Living on July 21, 2026, in Tacloban City.

Tailored for foster children transitioning into adulthood, the activity used age-appropriate interactive group sessions, guided discussions, and structured exercises to nurture emotional resilience, self-awareness, and a positive outlook toward their future. It aimed to strengthen their self-esteem and confidence while building essential life skills including emotional regulation, decision-making, goal-setting, problem-solving, communication, and future planning. These competencies are vital to helping them navigate the challenges of adulthood and grow into responsible, self-reliant, and productive members of society.

The seminar also empowered the participants to reflect on their personal strengths, recognize available support systems, and prepare for the responsibilities that come with adulthood.

Through initiatives such as ReadyKaYa, RACCO VIII reaffirms its commitment to the holistic development and well-being of children under alternative child care. The activity underscores the agency's continuing efforts to ensure that foster children are not only provided with temporary care and protection but are also equipped with the knowledge, skills, and confidence they need to successfully transition into independent living and build a brighter, more hopeful future.

The National Authority for Child Care (NACC) Monitoring Visit and Technical Assistance (MVTA) team spearheaded the monitoring visits to various Social Work Agencies (SWAs) in Eastern Visayas from July 20 to 23, 2026.

Prior to the field visits, a plenary session and focused group discussions were conducted with the Regional Alternative Child Care Office (RACCO) VIII Social Workers to discuss key updates, and prepare for the monitoring activities.

As part of the monitoring visit, the NACC MVTA team, together with the RACCO VIII staff, visited Casa Famiglia Perfetta Letizia, Inc., Sister Servants of the Visitation Foundation, Inc. (SSV), SOS Children's Village Tacloban, Inc., and The Regional Superior of the Missionaries of Charity, Inc. โ€“ Balay Han Kalinaw. The visits aimed to assess the operations of the centers, identify areas for improvement, share good practices, and provide technical assistance to support the effective implementation of child care programs and services.

In addition to the visits to the residential care facilities, the technical staff from the NACC Intercountry Adoption Division (ICAD), together with RACCO VIII, also visited the Reception and Study Center for Children (RSCC) and the Hayag Charitable Association โ€“ Hayag Receiving and Child Caring Home, Inc. The visit focused on monitoring the management of inter-country adoption cases, particularly those involving children who have been cleared for inter-country adoption. The team also provided guidance on case management and documentary requirements.

The four-day activity concluded with an exit conference, where the NACC team presented its key observations, highlighted good practices, shared recommendations, and proposed next steps.

The annual MVTA is conducted by the NACC across Regional Alternative Child Care Offices nationwide to strengthen the implementation of adoption and alternative child care programs and ensure quality services for children in need of alternative family care.

Two young brothers, ages seven and five, are now one step closer to finding their forever family through inter-country adoption.

After being legally surrendered, Daniel and Samuel* were placed under the care of the Department of Social Welfare and Development (DSWD) Eastern Visayas' Reception and Study Center for Children (RSCC). The brothers were later placed with licensed foster parents who lovingly cared for them while they waited to be matched with their forever family through adoption.

As no suitable prospective adoptive parents (PAPs) were identified through domestic adoption, the brothers were referred for inter-country adoption, providing them with another opportunity to find a safe, loving, and permanent family.

Daniel and Samuel were eventually matched with PAPs from the United States, who were carefully assessed and found to be the best family to meet the brothers' needs and provide them with a nurturing home.

As part of the inter-country adoption process, the National Authority for Child Care (NACC) required the PAPs to travel to the Philippines to personally facilitate the childrenโ€™s physical transfer into their care. On July 22, 2026, the Regional Alternative Child Care Office (RACCO) VIII facilitated the discharge conference, formally entrusting the children into the care of the PAPs. This marks the beginning of a new chapter in the brothers' lives.

Before the adoption is finalized, Daniel and Samuel will spend six months living with their PAPs abroad. During this period of reciprocal adjustment, the Foreign Adoption Agency (FAA) will closely monitor and support the family's transition to ensure that the placement continues to serve the children's best interest.

If the placement proves successful and a healthy parent-child relationship is
established, the NACC will issue and transmit the Certification of Authority of Consent to Adopt (C**A) to the FAA, enabling the PAPs to finalize the adoption in their home country.

Inter-country adoption offers hope to children who can no longer be reunited with their biological families and for whom no suitable family has been identified through domestic adoption. It gives them the opportunity to grow up in a safe and nurturing home while embracing new cultures, experiences, and possibilities. Above all, it reminds us that family is not defined by blood, race, or nationality, but by unconditional love, commitment, and the unwavering promise of a permanent home.

As Daniel and Samuel begin their remarkable new journey, they carry with them the
love they received from those who cared for them along the way and the hope of a
brighter future with a family that has been waiting to welcome them home.
