MANILA โ The National Maritime Polytechnic (NMP) welcomed the positive preliminary findings of the feasibility study for the proposed NMP Regional Training Center in Tanza, Cavite, following the presentation of results by the Development Academy of the Philippines (DAP) on Wednesday, June 3, 2026.
The study's initial assessment points to a strong demand for maritime education and training services in the area, reinforcing the viability of establishing a regional training center that will broaden access to world-class maritime training and help address the evolving workforce requirements of the maritime industry.
DAP reported that the proposed facility has demonstrated strong potential for implementation based on the studyโs preliminary findings. Further technical, operational, and financial assessments will be undertaken as the feasibility study progresses to ensure the project's long-term viability and sustainability.
NMP Executive Director Victor Del Rosario expressed optimism over the findings, emphasizing that the study provides a strong foundation for advancing the establishment of the proposed regional training center
โThe positive results affirm the strategic importance of establishing a regional training center in Cavite. Once realized, this facility will significantly enhance access to quality maritime training in Luzon, strengthen the countryโs maritime human resource development efforts, and further bolster the global competitiveness of Filipino seafarers,โ Del Rosario said.
As part of the continuing feasibility study process, NMP and DAP are expected to conduct a stakeholder validation meeting in July 2026, during which the study's findings, recommendations, and proposed implementation strategies will be presented to key stakeholders for validation and feedback. The activity will provide an opportunity to gather inputs and further refine the study prior to the completion and submission of the final feasibility study report.
In a related development, DAP also announced that the feasibility study for NMPโs proposed Regional Training Center in Davao has already been endorsed by its Central Office to DAP Davao for implementation, marking another significant step toward expanding government-supported maritime training services nationwide.
A subsumed agency of the Department of Migrant Workers, NMP remains the countryโs only government-operated maritime training and research institution. Established in 1978, NMP operates its main training complex in Tacloban City and maintains a liaison office in Makati City.
The proposed regional training centers in Cavite and Davao reflect NMPโs commitment to making maritime education and training more accessible, responsive, and aligned with the needs of the Philippine and global maritime industries.

TACLOBAN CITY โ The National Maritime Polytechnic (NMP) marked another milestone in advancing women empowerment in the maritime sector as female employees formally took their oath as new members of Women in Maritime Philippines (WIMAPHIL).
During the hybrid celebration of the 2026 International Day for Women in Maritime on May 18 at the Manila Prince Hotel, WIMAPHIL welcomed 19 NMP female employees as its new members alongside other women leaders and maritime professionals from across the country.
With the theme โFrom Policy to Practice: Advancing Gender Equality for Maritime Excellence,โ the forum featured discussions on gender mainstreaming, women empowerment, industry challenges, policy directions, and leadership experiences of women in the maritime sector.
Speakers from government agencies, maritime organizations, and industry groups also shared best practices and advocacies promoting equal opportunities and safe spaces for women in maritime.
As the countryโs premier maritime training and research institution, NMP continues to support women in maritime through training opportunities, research initiatives, and programs that help address gender-related barriers in the sector.
Among its relevant completed research studies are โProfile of Filipino Women in Maritimeโ and โEmployment Acceptability of Women Onboard Domestic Ships,โ which provide valuable insights in promoting evidence-based policies and a more inclusive maritime industry.
These research outputs, along with other related studies accessible through the NMP e-Research Information System Portal (https://research.nmp.gov.ph), provide evidence-based insights that guide NMPโs continuing initiatives in promoting women empowerment, gender equality, and inclusive participation in the maritime workforce.

TACLOBAN CITY โ The National Maritime Polytechnic (NMP) is set to welcome maritime students and instructors from the Zamboanga State College of Marine Sciences and Technology (ZSCMST) in Zamboanga City for various mandatory maritime training courses aimed at strengthen their competencies and industry readiness.
The collaboration was sealed in a virtual ceremonial signing of a Memorandum of Agreement (MOA) on May 20, 2026, reaffirming both institutionsโ shared commitment to advancing maritime education and training in the country.
Under the MOA, NMP will conduct Standards of Training, Certification and Watchkeeping (STCW) mandatory courses and Professional Development Courses (PDC) for ZSCMST maritime students and instructors, respectively.
The initiative is expected to strengthen the academic and training foundation of ZSCMSTโs maritime programs and contribute to producing globally competitive seafarers and maritime educators.
โWe are excited to welcome our future trainees from ZSCMST. Through this partnership, we hope to support the career development of aspiring seafarers while also contributing to the continued growth and professional advancement of our maritime educators,โ said Victor Del Rosario, NMP Executive Director.

PARAรAQUE CITY โ The National Maritime Polytechnic (NMP) and the Overseas Workers Welfare Administration (OWWA) on Tuesday launched the Updating Course on Basic Training โ Personal Safety and Social Responsibilities (UBT-PSSR) at the Seafarers Welfare Center (SWC) here, expanding access to maritime training for Filipino seafarers.
The first maritime training course offering at SWC was formalized in a ceremonial signing of a Memorandum of Agreement (MOA), coinciding the conduct of the pioneering UBT-PSSR under the NMP-OWWA partnership, attended by 24 seafarer-trainees from June 2 to 3.
During the MOA signing ceremony, NMP Executive Director Victor A. Del Rosario underscored the significance of the collaboration in broadening access to maritime education and training opportunities particularly in the Luzon area.
โThis is only the beginning. The opening of UBT-PSSR here at the OWWA Seafarers Welfare Center is the first of many initiatives that we hope to undertake together bringing maritime training closer to Filipino seafarers,โ he said.
Likewise, he expressed gratitude to DMW Secretary Hans Leo Cacdac, OWWA Administrator Patricia Yvonne Caunan, and MARINA Administrator Sonia Malaluan for their strong support in this initiative.
The UBT-PSSR will be offered for free with an available schedule until December 2026. Trainees are also provided with free meals during the course duration at the SWC, where they may avail themselves of various services and assistance programs offered by OWWA, making the facility a one-stop center for the welfare and professional development needs of Filipino seafarers.

TACLOBAN CITY โ In observance of the Ease of Doing Business (EODB) Month, the National Maritime Polytechnic (NMP) reaffirmed its commitment to delivering efficient, accessible, and client-centered public service through continuous systems improvement and innovation.
During the Monday flag raising ceremony on May 18, hosted by the Sub-Committee on Anti-Red Tape (Sub-CART), NMP highlighted its key efforts to strengthen service delivery and improve client experience across its frontline and support services. Among these initiatives are its digital systems alongside other Anti-Red Tape Authority (ARTA) compliances.
โAt NMP, we believe that every client deserves quality service that is fast, reliable, and responsive to their needs. This is why we continue to strengthen our systems and embrace innovations that improve the overall client experience,โ said Victor Del Rosario, NMP Executive Director, in his commitment message.
Ms. Elena Santos, NMP Maritime Research and Development Division (MRRD) chief and Sub-CART chairperson, presented the 2026 EODB Month campaign theme, emphasizing the importance of efficiency, transparency, and responsiveness in public service.
In 2025, NMP recorded an overall Client Satisfaction Monitoring (CSM) rating of 99.51%. Meanwhile, for the period January to April 2026, it maintained a high Agency CSM rating of 99.38%.
During the ARTA audit in 2023, NMP earned commendation from the inspectors for its diligent efforts in consistently updating the Citizens Charter. The comprehensive and up-to-date charter ensures that clients are well-informed about NMPโs services, processing times, and steps involved in availing assistance.
โThese accomplishments reflect the agencyโs continuing commitment to modernization, efficiency, and service excellence. The institution also remains open to the suggestions and feedback of clients and stakeholders as part of its efforts to further improve programs and public service delivery,โ said Del Rosario.
EODB Month is a nationwide celebration held every May to promote efficient, transparent, and citizen-centered government service delivery. It was institutionalized under Presidential Proclamation No. 818 to reduce bureaucratic red tape and streamline government transactions for both the public and private sectors.

MANILA โ Seventeen (17) aspiring maritime instructors successfully completed the IMO Model Course 6.09 (Training for Instructors) Batch 4-2026 at the National Maritime Polytechnic (NMP) Manila Office, taking a significant step toward building meaningful careers in maritime education.
Conducted from February 23 to March 6, 2026, the trainees received financial support from the Overseas Workers Welfare Administration (OWWA) under its Skills for Employment Scholarship Program (SESP). The batch was composed of scholars from OWWA NCR, Region I, and Region IV-B.
Over the two-week training, participants were equipped with essential teaching competencies, including modern instructional techniques, effective communication skills, and globally aligned training methods in accordance with Standards of Training, Certification, and Watchkeeping for Seafarers (STCW), by the International Maritime Organization.
The training program integrated practical teaching demonstrations with hands-on learning experiences, preparing the trainees to take on instructional roles in maritime education.
This initiative highlights the continuing partnership between NMP and OWWA in supporting seafarersโ transition to shore-based careers as maritime instructors. It also reflects the expanding reach of the SESP, benefiting scholars from various regions nationwide.
In addition, both agencies are strengthening their partnership to make skills upgrading more accessible for seafarers through the proposed rollout of free training with meal support, more scholarship grants, and expanded program coverage.
