Assistant Professor David John Rodriguez leads ๐๐จ๐ฏ๐๐ซ๐ง๐๐ง๐๐ ๐๐ง๐ ๐๐ง๐ง๐จ๐ฏ๐๐ญ๐ข๐จ๐ง ๐๐๐ญ๐ก๐ฐ๐๐ฒ๐ฌ ๐๐จ๐ซ ๐๐๐๐ฅ๐ข๐ง๐ ๐๐ฅ๐ข๐ฆ๐๐ญ๐-๐๐ฆ๐๐ซ๐ญ ๐๐ข๐๐ ๐๐ฒ๐ฌ๐ญ๐๐ฆ๐ฌ ๐ข๐ง ๐ญ๐ก๐ ๐๐ก๐ข๐ฅ๐ข๐ฉ๐ฉ๐ข๐ง๐๐ฌ. His study is supported through the Seed Fund for Research and Training grant of the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA). It will be implemented from July 2026 to June 2027 across selected rice-producing communities in Samar and Leyte, Philippines.
The project aims to develop an inclusive governance and innovation framework for scaling climate-smart rice systems by enhancing institutional coordination and supporting the meaningful participation of smallholder farmers. Employing a comparative mixed-methods approach, the research will examine both the Department of AgricultureโAdaptation and Mitigation Initiative in Agriculture (DA-AMIA) and non-AMIA sites through policy analysis, farmer surveys, key informant interviews, and stakeholder validation workshops.
As project leader, Asst. Prof. Rodriguez seeks to generate evidence-based recommendations that can inform policy, strengthen collaborative governance, and accelerate the adoption of climate-smart agriculture. By identifying effective governance and innovation pathways across diverse local contexts, the study aims to contribute to more resilient, sustainable, and inclusive rice production systems, ultimately supporting climate adaptation, food security, and rural development in the Philippines.

19 undergraduate students and a faculty mentor from the National University of Singapore (NUS) visited the University of the Philippines Tacloban (UP Tacloban) on 15-16 June to study local disaster resilience and post-Typhoon Haiyan recovery efforts.
The two-day visit, led by NUS mentor Dr. Shelley Tuazon Guyton, was part of the Singaporean university's Global Experience (GEx) program. The itinerary kicked off Monday with a series of lecture discussions focused on the rehabilitation of Tacloban City following the devastating 2013 Typhoon Yolanda. Featured speakers included Mr. Leandro G. Piga, a faculty member from UP Taclobanโs Political Science program, and Atty. Reena Vivienne Pineda from Resilience Redefined.
On Tuesday, the NUS delegation conducted site visits across Tacloban Cityโs coastal and relocation areas to observe structural and community-based climate adaptation strategies. Guided by UP Tacloban Economics and Political Science students, the group toured designated no-build zones, seawalls, and resettlement sites, including communities in Costa Brava in San Jose, M/V Eva Jocelyn Shrine in Anibong, the Pope Francis Village in Barangay 99 Diit, and the National Housing Authority Ridgeview project.
The joint site visits allowed undergraduate students from both universities to engage in direct dialogue and exchange personal and academic perspectives on disaster experiences.
