Top 20 Researchers and Scientists of Region 8! Thank you for your contribution to science and congratulations on your exemplary work in research, discovery and innovation. The list is dominated by Visayas State University, followed by Southern Leyte State University. The list consists of University Professors, a former University President, three current Vice-Presidents, one current Chancellor, one Scopus journal Chief Editor, Directors of Research, Deans and all are mostly Associate Professors to full Professors. Let us celebrate the success of our scientists from Region 8. This is an inaugural list and GHF University Excellence will also identify the top scientists of every region for them to be celebrated and recognized.

Congratulations SLSU, it has now reach 204 Scopus documents

All SUCs of Region 8 are doing well in research. Some are faster having good strategies. The biggest and fastest growth for the past weeks is shown by Northwest Samar State University. Eastern Visayas State University has now achieved 200. Hopefully, by the end of the year, all 10 SUCs will have 100 or more. And the UP Tacloban Scopus profile will be fixed soon. For the past years, GHF University Excellence has been focusing its efforts on the SUCs. Now that they have developed good to strong research cultures, we will now shift our work to LUCs, private HEIs and High Schools in the Region.

DIFFERENT QUESTIONS, DIFFERENT METHODS:

Understanding Qualitative, Quantitative, and Technology Research

Research does not always look the same.

Across academic disciplines, researchers investigate different kinds of problems, ask different questions, collect different forms of evidence, and produce different scholarly contributions. Understanding these differences is especially important in Information Technology, where research may involve not only studying people or analyzing numerical data, but also designing, developing, testing, and evaluating technological artifacts.

🔵 QUALITATIVE RESEARCH: Understanding the “Why” and “How”

Qualitative research seeks to understand experiences, perceptions, behaviors, meanings, processes, and contexts.

It commonly works with non-numerical data gathered through interviews, focus-group discussions, observations, documents, or open-ended responses, lived experiences.

🟢 QUANTITATIVE RESEARCH: Measuring the “How Much,” “How Often,” or “What Relationship?”

Quantitative research focuses on measurement, numerical data, relationships, differences, predictions, and hypothesis testing.

It may use surveys with numerical scales, experiments, structured datasets, statistical tests, or other measurable observations.

🟠 TECHNOLOGY/COMPUTING RESEARCH:
“Can We Design, Build, or Improve It?”

Many studies in Information Technology and Computer Science have another important dimension: the creation or improvement of a technological artifact.

The artifact may be an:

💻 Information system
🤖 Artificial intelligence or machine-learning model
📱 Mobile or web application
🧠 Algorithm
🌐 Network architecture
🗺️ GIS-based platform
📊 Decision-support or analytics system
🔐 Cybersecurity mechanism
📡 IoT solution
👁️ Computer-vision model

A research question might ask:

“Can a machine-learning model be developed to accurately predict student academic performance?”

Here, merely creating a working program is not enough to establish a strong research contribution.

The researcher must define the problem, justify the approach, develop or configure the artifact, establish an evaluation protocol, conduct experiments, compare appropriate baselines where applicable, measure performance, analyze results, discuss limitations, and demonstrate what new knowledge or improvement the work contributes.

Depending on the study, evaluation might involve metrics such as accuracy, precision, recall, F1-score, MAE, RMSE, ex*****on time, computational efficiency, usability, reliability, or other domain-appropriate measures.

🔄 THEY ARE NOT MUTUALLY EXCLUSIVE

This distinction is crucial:

Technology research is not automatically separate from qualitative or quantitative research.

An IT researcher may develop a system and conduct a quantitative evaluation of its performance.

Another may develop the same type of system and conduct qualitative interviews to understand users' experiences.

Another may combine both approaches through mixed methods.

For example, a researcher developing a new information system might:

BUILD the technological artifact →
TEST its technical performance →
MEASURE user acceptance quantitatively →
INTERVIEW users qualitatively →
ANALYZE the combined evidence →
REFINE the technology.

Thus, computing research can integrate artifact development, quantitative methods, qualitative methods, or mixed methods, depending on the research questions.

🎯 DIFFERENT RESEARCH QUESTIONS REQUIRE DIFFERENT APPROACHES

Qualitative:
“What do users experience, perceive, or understand?”

Quantitative:
“What can be measured, compared, predicted, or statistically tested?”

Technology/Computing:
“What can be designed, developed, implemented, evaluated, or improved through computing?”

None of these approaches is inherently more scholarly than another.

What makes research rigorous is whether the research problem, questions, methodology, evidence, analysis, evaluation, and conclusions are properly aligned.

For researchers in Information Technology, this distinction is particularly important. Our laboratory may sometimes be a computer. Our experiment may involve algorithms and datasets. Our subjects of evaluation may include systems and models. Our evidence may appear as performance metrics, computational results, benchmarks, usability findings, or experimental comparisons.

The form may be different, but the fundamental objective remains the same:

To investigate systematically, generate credible evidence, contribute knowledge, and provide solutions to meaningful problems.

💡 Different questions require different methods. Different methods produce different forms of evidence. But rigorous research shares the same commitment to systematic inquiry and knowledge creation.

A new academic journey begins as the new students of the Master of Science in Information Technology (MSIT) program attended their first-day session with Dr. Rhoderick D. Malangsa.

The session marked an important beginning for the new MSIT students as they were introduced to the expectations, challenges, and opportunities that come with pursuing graduate studies in Information Technology. More than entering a new level of education, the students are beginning a journey that will challenge them to strengthen their technical expertise, develop their research capabilities, and explore innovative solutions to real-world problems.

With the guidance of Dr. Malangsa, the first session provided an encouraging start to a semester filled with learning, collaboration, research, and professional growth.

To our new MSIT students, welcome to the program! May this first day be the beginning of meaningful discoveries, lasting connections, and achievements that will contribute not only to your individual careers but also to the advancement of the Information Technology community.

Dr. Oraño is an academic leader and researcher with expertise in artificial intelligence, machine learning, computer vision, data analytics, Geographic Information Systems, remote sensing, and geospatial technologies.

She has been engaged in research and technology-driven initiatives that utilize digital solutions to address real-world challenges in agriculture, environmental monitoring, public safety, mapping, and community development. Her strong background in computing and geospatial technologies provides a solid foundation for advancing research initiatives that generate meaningful and impactful solutions for society.

As the new Director for Research, Innovation and Publication, Dr. Oraño will help strengthen the University’s research ecosystem by promoting impactful research, quality publications, technology transfer, and the utilization of research outputs. She will champion initiatives that encourage innovation commercialization, startup and spin-off development, intellectual property generation, and stronger linkages between research outcomes and industry and community applications.

She will also support efforts toward research internationalization, interdisciplinary collaborations, and the pursuit of external funding opportunities to expand the University’s research and innovation programs.

Welcome back to the RIPE Family, Dr. Malangsa!

Dr. Malangsa previously led the Office of Extension Services, making his return to OVPRIPE both meaningful and familiar. He brings valuable experience in extension leadership, program management, faculty development, and community-based initiatives.

His areas of expertise include artificial intelligence, machine learning, natural language processing, data mining, intelligent systems, and extension program assessment. His experience in evaluating extension initiatives will help ensure that community programs remain relevant, sustainable, and responsive to the needs of partner communities.

As Director for Extension Services and Community Outreach, Dr. Malangsa will continue advancing programs that maximize the utilization of university-generated knowledge and innovations for community development. He will strengthen partnerships with local government units, industries, schools, organizations, and other stakeholders while promoting extension internationalization, resource mobilization, and the pursuit of funding opportunities that support sustainable and impactful community initiatives.

Together with Dr. Oraño, Dr. Malangsa will help foster stronger connections between research, innovation, extension, and community transformation, ensuring that the University’s knowledge, discoveries, and expertise create meaningful impact beyond the campus.
