"PROVINCIAL COMMAND CONFERENCE"

On March 7, 2025, the Chief of Police of the General Component City Police Station took part in the Philippine National Police Provincial Command Conference, an essential gathering aimed at fostering collaboration and accountability within the police force. Chiefs of Police from various districts convened to discuss shared goals focused on improving community safety, strengthening law enforcement efforts, and enhancing public trust. During the event, the Chief of Police of the General Component City Police Station delivered a detailed presentation on the station’s organizational structure, jurisdiction, and the demographics of the community it serves. Key highlights included a decline in crime rates, successful community engagement initiatives, and strategic interventions to address local concerns. Emphasizing the importance of community policing, the Chief underscored the station’s efforts to build strong relationships with residents and encourage public cooperation.

Acknowledging the challenges faced by the station, particularly in terms of limited resources and manpower, the Chief demonstrated transparency and a willingness to adapt strategies to overcome these obstacles. In the Q&A session, the Chief effectively defended the station’s initiatives, reinforcing their impact despite operational constraints. The conference emphasized the importance of accountability, continuous learning, and collaboration among police leaders, creating a platform to share best practices and address challenges collectively. PHASE 3: CASE-BASED SCENARIO

"BOMBING INCIDENT"

On March 6, 2025, an explosion occurred at the Plaza Campus Grandstand, prompting an immediate response from the General Component City Police Station (GCCPS) and other emergency units. A concerned citizen reported the incident, leading to the swift deployment of law enforcement to secure the area and assist the victims. PLTCOL Kristina Acidre, serving as the Incident Commander, oversaw the response efforts. Upon arrival, officers established a secure perimeter and assessed the situation. Two individuals were found unconscious due to the blast and were quickly attended to by medical personnel before being transported to nearby hospitals for further treatment.

During the investigation, authorities discovered four improvised explosive devices (IEDs) near the grandstand. The Bomb Squad was immediately deployed to neutralize the explosives, preventing further harm. As a precautionary measure, the surrounding area was evacuated, and K9 units, along with the Bureau of Fire Protection (BFP), conducted a thorough sweep for additional threats. The Scene of the Crime Operatives (SOCO) collected evidence to identify suspects and determine the motive behind the attack. Collaboration with forensic experts and the Explosive Ordnance Disposal (EOD) team is ongoing to analyze the explosives used and uncover those responsible. The General Component City Police Station remains committed to ensuring public safety and will continue its thorough investigation to bring the perpetrators to justice while keeping the community informed of any developments.

"PIAS COMMAND CONFERENCE ON POLICE BRUTALITY CASES"

The General Component City Police Station actively took part in the IAS Command Conference on Police Brutality Cases, reaffirming its dedication to justice, accountability, and ethical law enforcement. This initiative aligns with the advocacy "Sa Bagong Pilipinas, Ang Gusto ng Pulis: Ligtas Ka," which highlights the importance of police transparency, accountability, and public trust. The conference provided a crucial platform for reviewing ongoing misconduct cases, analyzing legal proceedings, and implementing corrective measures to ensure officers comply with ethical standards. Key discussions focused on policies regarding the use of force, community engagement, and disciplinary measures for officers found violating these regulations.

Leaders and investigators from various units evaluated the effectiveness of existing policies on police conduct and identified areas for improvement. Proactive strategies were proposed to prevent abuse of power while ensuring officers uphold human rights in their duties. The discussions emphasized fostering a culture of professionalism, integrity, and respect within the police force to build a transparent and accountable law enforcement system. "BUY-BUST OPERATION"


On March 4, 2025, the General Component City Police Station, under the leadership of Team Leader PMAJ DANIEL LISONDRA, DCOP, and the direct supervision of PLTCOL Kristina Acidre, carried out a successful buy-bust operation targeting illegal drug activity in the community. The operation led to the arrest of a suspect known as "Alyas Buboy," later identified as Juan Dela Cruz. Authorities used Php 4,000 in authentic buy-bust money to facilitate the transaction, which resulted in the seizure of 10 grams of suspected Methamphetamine Hydrochloride (shabu). Following his arrest, the suspect was informed of his constitutional rights in accordance with proper legal procedures.

The operation proceeded as planned when the poseur buyer signaled to the police team, prompting the immediate apprehension of the suspect. Officers strategically stationed in the area assisted in securing the arrest, ensuring efficiency and minimal risk. The seized evidence was carefully documented, marked, and photographed in the presence of media representatives, the Department of Justice (DOJ), and an elected Barangay Kagawad from Brgy. Castañeda, Silang, Cavite, ensuring transparency. Both the suspect and the confiscated evidence were transported to the General Component City Police Station for formal booking and legal processing. This successful operation underscores the station's ongoing commitment to eliminating illegal drug activity and maintaining public safety through dedicated and professional policing efforts.

PHASE 3: CASE-BASED SCENARIO

"COMELEC CHECKPOINT"

PLTCOL CHRISTIAN P. CASTILLEJOS, Chief of Police of the General Component City Police Station, oversaw a COMELEC checkpoint at Gallant SAF Street, Camp General Mariano N. Castaneda, Silang, Cavite, as part of nationwide election security measures and the enforcement of the gun ban. The checkpoint was set up to strictly implement COMELEC regulations, preventing the unauthorized carrying of fi****ms and other prohibited items during the election period. PLTCOL Castillejos, along with his personnel, ensured that all inspections were carried out professionally and in full compliance with standard procedures.

The operation was conducted smoothly, with no reports of resistance or violations. Authorities continue to remind the public about the strict implementation of election-related laws and encourage citizens to report any suspicious activities that could threaten security. Under PLTCOL Castillejos’ leadership, the General Component City Police Station remains dedicated to maintaining a safe, fair, and peaceful electoral process, reinforcing the importance of law enforcement in upholding democratic integrity.

"ANTI-ROBBERY AWARENESS"

Police personnel from the Community Relations Section of General CCPS, under the leadership of PCPT HANNAH RACELLE PAJE and the supervision of COP PLTCOL CHRISTIAN CASTILLEJOS, carried out a discreet anti-robbery awareness initiative. This effort was part of the Community Crime Prevention and Security Program, aimed at educating business owners on effective crime prevention strategies. Through this initiative, law enforcement officers shared practical security measures and encouraged stronger collaboration between the business sector and the police. Activities included distributing educational materials, engaging with the community, and raising public awareness to help reduce robbery incidents and improve overall safety.

By focusing on both prevention and partnership, this initiative seeks to foster a safer environment for businesses and the wider community. Strengthening crime awareness and security practices empowers business owners to take proactive steps in safeguarding their establishments. It also reinforces the importance of maintaining open communication between the police and the public. "OPENING CEREMONY"

The Philippine National Police Academy (PNPA) proudly hosted the Welcome Opening Ceremony for the CAP Phase 3 Case-Based Scenario on March 1, 2025, at the PNPA Heroes Hall in the Academics Building. This significant event marked another step forward in the training of the Sinaglawin Class of 2025, emphasizing the importance of scenario-based learning in preparing cadets for real-world law enforcement challenges. PCOL MARIA SHEILA T. PORTENTO, Acting Dean of Academics, delivered the opening remarks, highlighting how this phase plays a crucial role in enhancing the cadets' critical thinking, decision-making, and leadership skills.

The Sinaglawin Class of 2025 actively engaged in the exercises, demonstrating their commitment to rigorous training and professional development. CAP Phase 3 is designed to immerse cadets in practical, case-based scenarios that reflect real operational situations, equipping them with the necessary skills to navigate complex challenges in the field. PNPA continues to uphold its mission of developing competent and service-oriented public safety officers by implementing innovative and immersive training programs that foster excellence in law enforcement.

DAY 18- FIELD STUDY VISIT AT PHILIPPINE COAST GUARD

The Field Study Visit to the National Headquarters of the Philippine Coast Guard (PCG) was an eye-opening experience for the SINAGLAWIN Class of 2025, deepening our understanding of maritime law enforcement and national security. Led by our Dean of Academics, PCOL MARIA SHEILA T. PORTENTO, we received a warm welcome from COMMO PAOLO Z. ABEJUELA, superintendent of the Philippine Coast Guard Academy. The primary objective of our visit was to explore the crucial role of the PCG and its collaboration with the Philippine National Police in enforcing maritime laws. This partnership is essential in tackling the challenges of maritime safety and protecting the country’s waters.

During our visit, we toured the National Maritime Center, where we learned about vessel monitoring systems and how certain ships are flagged as Vessels of Interest (VOI). We also gained insights into the collaborative efforts between the PCG, Philippine Navy, and PNP Maritime in addressing maritime threats, including securing the BRP Sierra Madre and the West Philippine Sea. The visit highlighted the advanced surveillance technologies used for real-time monitoring, which are critical in maintaining maritime security. We then boarded the BRP Gabriela Silang, one of the most advanced vessels in the PCG fleet, where we developed a greater appreciation for the ship’s capabilities and its role in maritime operations. The visit concluded with a PCG briefing at the NHQ-PCG Hall, where we engaged in discussions about the PCG’s responsibilities, leadership challenges, and inter-agency cooperation. This experience reinforced our understanding of the PCG’s vital mission and strengthened our dedication to upholding the values of service, integrity, and vigilance in our future leadership roles.

DAY 17- STATION IMMERSION AND FIELD OBSERVATION
FINANCIAL LITERACY

The financial literacy seminar, led by JCSUPT BRENDAN O. FULGENCIO, RD BJMP Region 2, emphasized the significant gap in financial education within our learning system. As future PNPA cadets and leaders, understanding financial literacy is essential—not just for personal development but also to serve as role models for the communities we will lead. JCSUPT Fulgencio stressed that poor financial knowledge often leads to unwise decisions that can damage both credibility and effectiveness in leadership. He warned that failing to understand financial management could result in costly mistakes, affecting not only personal stability but also professional reputation. Managing finances wisely is a critical skill that directly impacts decision-making and leadership effectiveness.

The seminar also underscored the importance of financial planning, particularly for long-term stability and a secure retirement. JCSUPT Fulgencio highlighted that financial success is not necessarily complicated, but many struggle due to a lack of basic knowledge in budgeting, saving, and investing. Developing these habits early helps prevent financial missteps and ensures responsible resource management. He also reminded participants that financial stability comes with responsibilities, requiring discipline and informed decision-making—especially in law enforcement, where financial integrity impacts public trust. Ultimately, saving and investing were emphasized as essential tools for building financial security, serving as both a safety net in emergencies and a pathway to wealth. The seminar reinforced that financial literacy is not just a personal advantage but a necessity for effective leadership, urging PNPA cadets to prioritize financial education for both their future and the communities they will serve.

DAY 16- FIELD VISIT

On February 24, 2025, the Sinaglawin Class of 2025 visited key agencies responsible for disaster management and law enforcement. Their first stop was the Office of Civil Defense (OCD), where they learned about the agency’s crucial role in disaster preparedness and response. The cadets were given an in-depth briefing on the OCD’s coordination with various government units and stakeholders during emergencies. They also observed the advanced systems and technologies used to integrate data from different sources to enhance national resilience. Following this, the cadets proceeded to the National Disaster Risk Reduction and Management Council (NDRRMC) Operations Center, where they witnessed real-time disaster monitoring. They gained valuable insights into how information is processed, shared, and utilized to ensure effective coordination during large-scale emergencies. This visit deepened their understanding of the logistical and decision-making frameworks essential for disaster mitigation and response.

The final leg of the field visit took place at the Quezon City Police District (QCPD), where the cadets were warmly welcomed by PCOL MELECIO M. BUSLIG JR., the district’s acting director. They toured the QCPD Command Post and Monitoring Center, receiving briefings on crime monitoring, law enforcement coordination, and public safety measures. The visit provided them with firsthand exposure to the challenges of policing in a highly urbanized area and the technologies used to maintain order. Overall, this field visit proved to be an invaluable experience for the PNPA cadets, bridging the gap between theoretical knowledge and practical application. By engaging directly with experts and observing real-world operations, they developed a deeper appreciation for the complexities of national security, disaster management, and law enforcement.
