An incident command system (ICS) is a standardized, on-site management system designed to enable effective and efficient command, control, and coordination of emergency response efforts. It provides a clear organizational structure, defines roles and responsibilities, and establishes communication protocols to ensure a timely and coordinated response to the situation at hand. During the last day of CAP Phase 3, PNPA Crime Scene Plaza highlighted the importance of coordinated response efforts. We established the incident command system, with PLTCOL RODRIGUEZ designated as the incident commander. Following this, we invited representatives from different agencies involved to be present at the command post to understand the situation and the tactics being employed. The LAYAG-DIWA Class of 2024 demonstrates the effectiveness of teamwork and strategic planning in ensuring the safety of 16 hostages, both civilians and personnel. Cadets were able to handle the crisis with operational effectiveness and focus on resolving the situation safely. Through the implementation of ICS, the class establishes clear communication channels and assigns specific roles and responsibilities to each agency and personnel involved. This structured approach allows for efficient resource allocation and unified decision-making, ultimately leading to a cohesive and effective response strategy. The collaborative efforts of various agencies, such as the Tri-bureau and DRRMO, showcase the importance of interagency cooperation in handling complex emergency situations and ensuring the well-being of all individuals affected.
By establishing a structured framework for command, control, and coordination, the ICS enables responders to work together towards a common goal and achieve successful outcomes in crisis situations. The demonstration of teamwork and strategic planning by the members of the LAYAG-DIWA Class of 2024 highlights the importance of coordinated response efforts in ensuring the safety and security of individuals in emergency situations.

At about 12:15 AM, MARCH 20, 2024, Mrs. Remy Aquino personally appeared at this office and reported an alleged violation of R.A. 9262 (Anti-Violence Against Women and Children) against her husband. According to the alleged victim, the physical abuse has happened for over 12 years and has inflicted harm. What i learned are the importance of reporting cases of violence against women and their children.
Today, we are faced with a significant scenario - a simulation exercise of harassment by terrorists or enemies at the station. This exercise serves as a tool for us to experience and replicate real-life scenarios, providing us with training in handling these emergencies.This exercise allows us to practice working together as a team, ensuring that everyone is on the same page and knows their role in responding to the threat. It provides us with the opportunity to experience and replicate real-life scenarios, giving us the practical skills and knowledge needed to effectively respond to emergencies. By participating in exercises like this, we can ensure that we are always prepared and ready to handle any security threat that may arise.

On March 19, 2024, the Station Drug Enforcement Unit of Rizal City Police Station conducted a buy-bust operation. Buy-bust operations are an essential tool in the fight against drug trafficking and other illicit activities. One of the primary reasons why these operations are crucial is that they help remove dangerous drugs from circulation. Illegal drugs have devastating effects on individuals and communities, leading to addiction, crime, and violence. By apprehending drug dealers and suppliers through buy-bust operations, the PNP can prevent these substances from reaching vulnerable populations and causing harm.
After we conducted the Daily Personnel Accounting Report (DPAR), PMAJ GABRIEL UNAY led the turn-over of command ceremony between the outgoing Chief of Police, Rizal City Police Station, PLTCOL CHRISTIAN JEROES RICALDE, and the incoming Chief of Police of Rizal City Police Station, PLTCOL AYANNA ALEXI C OCFEMIA. At 11:53 AM, an info text was received by the Rizal City Police Station from an unidentified informant stating that there were suspicious armed individuals spotted at Delta Gazebo, Luklukan Park, Rizal City, Cavite. Rizal CPS Operatives conducted casing surveillance at Luklukan Park to verify the said report.
Police Community Affairs and Development (PCAD) Section of Rizal City Police Station visited Castañeda National High School and to the residents and individuals along the streets of Camp General Mariano N Castañeda, Silang, Cavite and conducted an information drive following the bagongpilipinascampaign that focuses on an all-inclusive plan for economic and social transformation under the administration of President Ferdinand R. Marcos, Jr. . At about 7:00 PM, three (3) men went in this station and asked for police assistance from the information desk. These men were assisted and provided with some money, food, and water. In addition, PLTCOL JOSE C. COBALLES conducted physical accounting of fi****ms, supplies, and equipment issued at the Rizal CPS Conference Room.
Before this day ended, a certain individual reported personally to Rizal WCPD an alleged violation of R.A. 7610 (Anti-Child Abuse Act), wherein a victim is a 19-year-old female and has a mental disorder. According to the alleged victim, the physical abuse she experiences happens daily and has inflicted trauma. The victim was immediately referred for a medico-legal examination and found hematomas and marks in different parts of the body.

DAY 05 of CASE BASED SCENARIO (PHASE 3) CADET ATTACHMENT PROGRAM

The City Government of Rizal welcomed another week of hope with a significant flag-raising ceremony led by City Mayor Luke Matthew Baring at NCBN 1, Gen. Luna St., Camp General Mariano N. Castaneda Silang, Cavite. Mayor Luke spoke with a sense of pride and appreciation as he acknowledged the dedication and hard work of the police officers led by PLTCOL CHRISTIAN JEROES RICALDE, Chief of Police, Rizal City Police Station, and the fire officers led by FCINSP KEN DANNEL PINTUAN, Fire Marshall, Gabriela City Fire Station, who serve the community. In this city, the bond between the mayor, the police force, and the community is strong and unwavering. It is a partnership built on trust, respect, and mutual appreciation for the sacrifices made by those who put their lives on the line to ensure the safety and security of the city.
On or about 2:30 AM of 18 March 2024 an informant entered the station to report that he spotted two dead bodies Infront of Tactics Office along Luna st Brgy Camp Castañeda Rizal City,Cavite, upon report Rizal CPS personnel led by PLt DAWAYEN had been deployed to investigate the incident and found two unconscious body. These two individual are named Don Angelo and Oscar Acedo Alas. The area was cordoned and was immediately turn-over to the forensic group of Cavite PPO.
At about 8:00 AM, Rizal CPS conducted Daily Personnel Accounting Report (DPAR) and Police Information Continuing Education (PICE) topics discussed: were the Reiteration of Tamang Bihis, Best practices and operational readiness of Rizal CPS. And lastly, at about 6: 00 PM a Special Investigation Task Group (SITG) led by PLTCOL CHRISTIAN JEROES RICALDE, SITG Commander with the guidance of PMAJ JOEL ILAGAN was conducted after two (2) cadavers were found at General A. Luna Street, Brgy Camp General Mariano N. Castañeda, Rizal, Cavite at 2:30 A.M on the same date.

DAY 04 of CASE BASED SCENARIO (PHASE 3) CADET ATTACHMENT PROGRAM

On March 17, 2024, at about 8:00 AM, personnel of Rizal CPS led by PMAJ SAMUEL C CAMALLA, Deputy COP, under the direct supervision of PLTCOL CHRISTIAN JEROES P RICALDE, Chief of Police, conducted a Daily Accounting and pre-deployment briefing. Moreover, he gave guidance to his personnel. He reminded them of their duties and responsibilities in their designated tasks. At about 10:00 AM, PLT KAIZER ROSALIN, Team Leader SWAT conducted Checkpoint Along intersection road of Gen Luna st and Mabini St NCBN 1 Camp Gen Mariano N Castaneda, In line with the request of Luna City Police station re shooting incident transpired along AOR of Luna City Police Station. At the same time, PLTCOL APOLINARIO L. PALOMENO conducted a briefing on a dragnet operation to the personnel of Rizal CPS.
At about 4:00 PM, PLT Kaiser Rosalin served as a First Responder in a shooting incident that transpired in front of the Tactics Office along Luna St. PNPA. In connection with the received call from certain Kagawad Delgado, who reported the incident through a phone call to Silang Municipal Police Station, an investigation was conducted by the officer-on-case disclosed that one Dines N. Abaigar, Barangay Captain of Brgy Camp Castañeda, was shot in the chest while traversing the Tactics Area in Silang on board his private vehicle then causing his instantaneous death. According to bystanders, the suspects/perpetrators wore a black jacket and a black lousy hat (gunman) and one wearing a black t-shirt and black helmet were on board a color black motorcycle of unknown type and model escaped to unknown direction with the weapon used.
The SOCO Team examined the crime scene and checked the evidence or pertinent facts. The cadaver was brought to Funeraria La Paz for an autopsy examination.
Lastly, At about 3:45 PM, personnel of Rizal CPS led by PLT VRENT IRA VALDESCO, Chief of Police Community Affair Section, distributed drinking water to the members of Reserve Officers’ Training Corps (ROTC) students of Rizal National High School who conducted Clean Up Drive near the station.
