As part of its continuous journey toward PRIME-HRM Silver Accreditation, the Schools Division Office (SDO) of the City of San Fernando, Pampanga (CSFP) sought technical assistance from the Civil Service Commission (CSC) Field Office III on February 18, 2025.

The delegation, led by Assistant Schools Division Superintendent Dr. Jerry Dimla Cruz, DEM, CESO VI, engaged in a consultative meeting with CSC FO III Director Dyna Marie Quimson, who provided valuable guidance and insights on the Self-Assessment Tool (SAT) and the requirements for PRIME-HRM accreditation. The session addressed the Division’s queries and clarified key indicators necessary for compliance with CSC standards.

This consultation marks a significant step in refining SDO CSFP’s HR strategies, ensuring that its policies and practices align with the four pillars of PRIME-HRM: Recruitment, Selection, and Placement; Learning and Development; Performance Management; and Rewards and Recognition.

With this newfound clarity, SDO CSFP is set to further enhance its HR systems and implement the necessary improvements to achieve PRIME-HRM Silver Accreditation, reinforcing its commitment to excellence in human resource management and public service delivery.

Continuing its dedicated pursuit of PRIME-HRM Silver Accreditation, the Schools Division Office (SDO) of the City of San Fernando, Pampanga (CSFP) convened on February 11, 2025, for a strategic meeting on the Self-Assessment Tool (SAT).

Led by Assistant Schools Division Superintendent Dr. Jerry Dimla Cruz, DEM, CESO VI, the session focused on evaluating the Division’s HR practices against the four pillars of PRIME-HRM: Recruitment, Selection, and Placement; Learning and Development; Performance Management; and Rewards and Recognition. Through collaborative discussions, the team identified key areas for improvement, parked critical questions, and outlined necessary actions to align with the Civil Service Commission’s (CSC) competency indicators.

Recognizing the need for further guidance, the Division will seek technical assistance from the CSC to ensure a thorough and accurate assessment. A follow-up session will be scheduled, where CSC experts will provide clarifications and recommendations to refine the Division’s strategies.

This continuous effort underscores SDO CSFP’s unwavering commitment to HR excellence, ensuring that its workforce remains empowered, efficient, and responsive in delivering quality education and public service.

In its continuous pursuit of service excellence and organizational transformation, the Schools Division Office (SDO) of the City of San Fernando, Pampanga (CSFP) convened on February 7, 2025, to strategically prepare for three major accreditations—the Performance Governance System (PGS), the Philippine Quality Award (PQA), and PRIME-HRM Silver Award.

Spearheaded by OIC-Schools Division Superintendent Dr. Shirley B. Zipagan, CESO VI, and Assistant Schools Division Superintendent Dr. Jerry Dimla Cruz, DEM, CESO VI, the meeting served as a collaborative platform to align efforts, define key responsibilities, and ensure the SDO’s readiness for the accreditation processes.

During the session, discussions centered on the necessary frameworks, documentary requirements, and institutional commitments required to attain the three prestigious certifications. The insights shared reinforced the Division’s vision of strengthening governance, enhancing service quality, and advancing human resource management to meet national standards.

In her closing message, Dr. Zipagan emphasized that these accreditations represent more than just recognition—they are vital to the Division's goal of transforming service delivery. She encouraged all participants to maintain a collaborative spirit, emphasizing that each step taken toward achieving these goals will positively impact the quality of education and public service in the City of San Fernando.

With a clear roadmap and dedicated effort, SDO CSFP remains steadfast in its mission to achieve these accreditations, setting the standard for progressive, efficient, and quality-driven governance in education.

The quest for quality service continues. Through the initiative of Regional Office III, led by RD Mallari, an orientation meeting was held for Schools Division Offices (SDOs) interested in the accreditation of the Performance Governance System (PGS) and the Philippine Quality Award (PQA).

The meeting was facilitated by Sir Kim from the regional office, followed by a presentation from a representative of SDO Balanga about their PQA journey. Presenters covered key areas such as Leadership, Strategy, Customer Engagement, Measurement and Evaluation, Workforce, and Results. Each presenter shared valuable experiences and strategies that contributed to their success.

Ms. Joan from the Institute for Solidarity in Asia (ISA) provided an overview of PGS, its goals, and the accredited agencies, highlighting the City of San Fernando as one of them. She emphasized that accreditation would bring total transformation and significant breakthroughs for organizations. Additionally, she outlined the necessary approaches, indicative timeline, and prerequisites for formal application.

Relative to this, the City of San Fernando Division is set to attend the initial stage of the PGS Boot Camp to formalize its application. This activity is scheduled this March 18-21, 2025, at Savoy Hotel, Boracay, Aklan. Meanwhile, for PQA, champions for each pillar will collaborate with regional office participants and facilitators from the Development Academy of the Philippines (DAP) from March 10-14, 2025 for the workshop proper. The venue for this event is yet to be announced.

Overall, the meeting was productive, providing participants with essential information about the journey ahead.

In its unwavering commitment as champion of relevant public service excellence, the Schools Division of City of San Fernando, strives on achieving SILVER PRIME-HRM certification, a prestigious designation which signifies the SDO's dedication to an institutionalized meritocracy and enhanced human resource management practices, through its benchmarking endeavor at DA- PhilRice Nueva Ecija on January 24, 2025.

With the utmost goal of ensuring a more empowered and efficient workforce at the SDO of CSFP, ultimately enhancing the quality of education and public service for the community, the SDO core team was inspired and headed by OIC-Schools Division Superintendent Dr. Shirley B. Zipagan, CESO VI, and Assistant Schools Division Superintendent Dr. Jerry Dimla Cruz, DEM, CESO VI, both regarded as transformative leaders and advocates of quality education.

During the activity, the powerhouse team of PhilRice engaged the Division core team with a brief discussion of the history of the agency and an enjoyable immersion tour in the different sections and laboratories where specific personnel perform their distinct functions, all working to ensure advancement of rice research for prosperous rice communities toward sufficient and affordable rice for all. Afterwards, select PhilRice key personnel explicitly discussed the institution’s journey in the Four Pillars of PRIME-HRM. Finally, some questions and clarifications were addressed at the end of the presentations.

As a message of gratitude and congratulatory remarks to the agency, Dr. Cruz, on behalf of Dr. Zipagan, used the acronym PHILRICE to express admiration for the institution’s remarkable achievements. He also commended the institution for their well-deserved recognition and expressed words of appreciation and gratitude for graciously sharing their invaluable journey and best practices.

According to him, all these will serve as inspiration and guide in the Division’s pursuit of service excellence because in the Schools Division of the City of San Fernando, excellence is not just a goal—it is a shared commitment and a way of life.

In its steadfast commitment to upholding the highest standards of performance and service, the Schools Division Office (SDO) of the City of San Fernando (CSFP) under DepEd Region III embarked on a strategic benchmarking initiative on January 23, 2025. The activity, focused on the Philippine Quality Award (PQA) and Performance Governance System (PGS), was hosted by the Schools Division of Tarlac Province. This endeavor underscores the SDO CSFP's dedication to delivering exemplary services and achieving transformative milestones for its stakeholders.
This initiative was spearheaded by the Division’s esteemed and visionary leaders, OIC-Schools Division Superintendent Dr. Shirley B. Zipagan, CESO VI, and Assistant Schools Division Superintendent Dr. Jerry Dimla Cruz, DEM, CESO VI. They were ably supported by Division Chiefs Dr. Jean R. Canlas (CID) and Dr. Lawrence G. Agapito (SGOD), along with a core team of Unit Heads. Upon their arrival, the team was warmly received by the Schools Division of Tarlac Province, reflecting the spirit of collaboration and shared aspirations for excellence in education governance.

In his welcoming address, Schools Division Superintendent Jessie D. Ferrer, CESO V, expressed unequivocal support for SDO CSFP's commitment to excellence, emphasizing the transformative impact of accreditations such as PQA and PGS on public service delivery. He highlighted the vital role of continual improvement as a cornerstone for sustained success and relevance in today’s educational landscape.

The benchmarking activity featured a comprehensive presentation by Education Program Supervisor Joey G. Quizon, who provided an in-depth overview of PQA and PGS frameworks. He shared valuable insights into SDO Tarlac Province’s accreditation journey, inspiring the SDO CSFP team to embrace the challenges and rewards of achieving these prestigious certifications. The session fostered a dynamic exchange of ideas, with clarifications on processes and best practices addressed in an engaging dialogue.

In her closing remarks, Dr. Zipagan conveyed heartfelt gratitude to the SDO Tarlac Province for their warm hospitality and for generously sharing their knowledge and experiences. She also acknowledged the invaluable guidance and encouragement from DepEd Region III, led by Regional Director Dr. Ronnie S. Mallari, CESO V. Dr. Zipagan reaffirmed SDO CSFP’s unwavering commitment to pursuing PQA and PGS certifications, underscoring that these endeavors are not merely about achieving accolades but are integral to ensuring the delivery of relevant, responsive, and high-quality education services.
