The Education, Training and Doctrine Command, Armed Forces of the Philippines (ETCAFP) formally opened the Information Operations Qualification Course (IOQC) Class 03-2026 on 11 September 2026 at Daza Park Pavilion, Camp General Emilio Aguinaldo, Quezon City. The Opening Ceremony was highlighted by the presence of COMMO CHARLES MERRIC A VILLANUEVA PN, the Asssitant Deputy Chief of Staff for Operations, J3, as the Keynote Speaker. CDR GEORGE A BESA PN(GSC), Director, Joint Specialization School, formally opened the course, while CDR ALVIN R ALMANZOR PN(GSC), Chief, Information Operations Division, OJ3, delivered the Welcome Remarks, emphasizing the valuable lessons and knowledge that the students are expected to gain throughout the course. COL SIEGFRIED FELIPE F AWICHEN PA(GSC), Chief, Information Operations Division, OJ3, introduced the Keynote Speaker.

The IOQC Class 03-2026 aims to provide participants with an introduction to the general concepts, guidelines, and principles of planning and executing Information Operations in Joint Operations. The course is designed to enhance the studentsโ€™ understanding and appreciation of Information Operations and develop their knowledge and skills necessary to effectively support operational objectives within their respective units. The conduct of the course was made possible through the leadership of MGEN OLIVER C MAQUILING PA, Acting Commander, ETCAFP, and reflects the Commandโ€™s continuing commitment to developing competent and capable personnel for the AFP.

In his keynote address, COMMO VILLANUEVA PN underscored the vital role of Information Operations in supporting the missions and objectives of the Armed Forces of the Philippines. He reminded the students that, by undertaking the course, they are now part of the AFPโ€™s Information Warriors who have an important role in shaping and influencing the information environment. He encouraged the students to maximize the lessons and insights they will gain from the course and apply these effectively in their respective units, contributing to the AFPโ€™s operational effectiveness and mission accomplishment.

The opening of the Information Operations Qualification Course Class 03-2026 marks another significant milestone for the ETCAFP and the Armed Forces of the Philippines in general. It demonstrates the AFPโ€™s continuing efforts to strengthen its capabilities and develop personnel equipped to operate effectively in the increasingly complex information environment. Through courses such as the IOQC, the ETCAFP continues to contribute to building a professional, capable, and mission-ready AFP.

Camp General Emilio Aguinaldo, Quezon City - COLONEL CONCEPCION G REAแน„O (MI) GSC PA, Executive Officer, OG10, PA, visited the Education and Training Command, Armed Forces of the Philippines (ETCAFP) on 09 September 2026 at Rizal Hall, Jacinto Building to conduct an empowerment activity for the female Non-Commissioned Officers (NCOs) of the Command.

CMS Antonio V Turno PA, Command Sergeant Major ETCAFP formally opened the activity and introduced the resource speaker, COLONEL CONCEPCION G REAแน„O (MI) GSC PA. COL REAแน„O was welcomed by COLONEL FARA KRISHNA A CANDELARIA PROF (GSC), Chief GSMO, ETCAFP. During the gathering, both leaders shared stories of their humble beginnings before entering the military service and the reasons behind their career progression. Their experiences served as an inspiration to the female NCOs of ETCAFP. The activity aimed to refresh and remind them of their purpose in continuing their military service.

At the event, the Chief of Staff, ETCAFP, COLONEL RONALD ALBERT P GENETE ART (GSC) PA emphasized the valuable contributions of female officers and NCOs to the Armed Forces of the Philippines and encouraged them to continue contributing in their own significant ways highlighting the importance of purpose, perseverance, and meaningful service, while recognizing the vital role of women in the military organization.

The Provost Marshal and Military Police Investigation Course (PMMPIC) Class 54-2026 formally concluded its training with a closing ceremony held on 28 August 2026 at Manipula Hall, Education and Training Command, Armed Forces of the Philippines (ETCAFP). The successful conduct of the course was made possible through the leadership of MGEN OLIVER C MAQUILING PA, Acting Commander, ETCAFP, who provided overall guidance and oversight throughout the conduct of the course. BGEN FERDINAND L MARCELO PN(M) graced the occasion as the Guest of Honor and Speaker.

LTC LJUBOMIR REYNALDO ERNESTO F BANGOD (INF) PA delivered the welcome remarks, highlighting the lessons learned by the students in investigation and the challenges they overcame during their Investigation Report deliberations. Following the welcome remarks, CDR GEORGE A BESA PN(GSC), Director, Joint Specialization School, formally closed the course. COL JOSELITO C MUNAR PAF (GSC), Deputy, Provost Marshal, AFP, was also present and introduced the Guest of Honor and Speaker.

In his keynote address, BGEN FERDINAND L MARCELO PN(M) underscored the significant responsibility entrusted to military investigators, emphasizing that โ€œthe pen is mightier than the sword.โ€ He stressed that an investigatorโ€™s written findings can have a profound impact on a personโ€™s name and reputation; hence, every conclusion must be based on facts and evidence gathered through a fair and impartial investigation. He encouraged the graduates to apply all the knowledge and skills they acquired throughout the course and remain committed to integrity and professionalism, emphasizing that, regardless of circumstances, truth shall prevail.

The successful completion of PMMPIC Class 54-2026 underscores the importance of the course to the AFP, as it develops competent and credible personnel capable of conducting sound investigations and supporting the administration of military justice. It strengthens the capabilities of military police personnel in upholding discipline, accountability, and the rule of law within the organization. The graduation also marks another significant accomplishment of the Provost Marshal, AFP through ETCAFP in advancing the professional development and operational readiness of military police personnel in support of a disciplined, accountable, and effective Armed Forces of the Philippines.

Camp General Emilio Aguinaldoโ€” The Education and Training Command, Armed Forces of the Philippines, held a Change of Office Ceremony at Manipula Hall, Jacinto Building, Camp General Emilio Aguinaldo, Quezon City last September 02, 2026, marking the formal transition of leadership in key offices and recognizing the dedicated service of outgoing officers.

The ceremony was presided over by MAJOR GENERAL OLIVER C MAQUILING PA, Acting Commander of the Education and Training Command, AFP. It featured the presentation of awards, the reading and signing of relinquishment and assumption orders, and the formal handover of office symbols.

The ceremony formally recognized the newly designated officers who assumed their respective responsibilities. MAJOR JHOCELL D ASIS PA (QMS) assumed the position of Acting Assistant Chief of Staff for Financial Management, E10, LIEUTENANT COLONEL ROWELL M MAALA PA (GSC) assumed the position for Assistant Chief of Staff for Logistics, E4 while COLONEL FILVEN S NOCHE PA (GSC) is designated as Director, Military History and Lessons Learned Center (MHLLC).

As part of the ceremony, the command presented awards to outgoing officers in recognition of their meritorious and invaluable service. LIEUTENET COLONEL LOUIE C MALE PA (ARMOR) received a Command Plaque of Appreciation for the invaluable service rendered as an Assistant Chief of Staff for Financial Management from January 1, 2023 to September 1, 2026.

The objective of the ceremony was to formally effect the relinquishment and assumption of duties, recognize the contributions of outgoing officers, and ensure the continuity of leadership within the Education and Training Command. Through the reading and signing of the orders, the command reaffirmed its commitment to an orderly transition and the sustained performance of its mission.

The newly designated officers assumed the responsibility of carrying out the duties of their respective offices and supporting the commandโ€™s mission of professional military education, training, and leadership development. Their assumption of office marked a renewed commitment to service, accountability, and the continued advancement of the Education and Training Command, Armed Forces of the Philippines.

Camp General Emilio Aguinaldo Quezon Cityโ€” Brigadier General Jose Demar Pauly Prof visited the Education and Training Command, Armed Forces of the Philippines (ETCAFP) on 01 September 2026 to discuss initiatives aimed at strengthening educational development, institutional capability, and the professionalization of the AFPโ€™s education and training system.
BGEN PAULY was welcomed by MGEN OLIVER C MAQUILING PA, Acting Commander, ETCAFP, at the Hall of Flags, where both leaders engaged in discussions on key areas concerning the development of responsive and sustainable educational programs for the Armed Forces of the Philippines.

A major point of discussion was the need to further develop education and training programs tailored to the specific requirements of each Major Service. The proposed approach seeks to ensure that educational programs are aligned with the actual equipment, systems, and capabilities employed by the Philippine Army, Philippine Navy, and Philippine Air Force, including the expertise and technical requirements associated with their respective equipment providers. This will enable the AFP to develop more relevant and operationally responsive learning programs that directly address the evolving needs of its personnel and organizations.

The meeting also highlighted the importance of establishing additional plantilla positions for professors within the organization. Such positions would provide a sustainable pool of qualified and competent educators who can contribute to the continuous delivery of quality instruction. More importantly, institutionalizing professor positions would help preserve organizational knowledge and expertise, thereby serving as an institutional memory that can be passed on to succeeding generations of AFP personnel.
Another key area discussed was the importance of systematic documentation and the development of issues as a basis for institutional improvement. Proper documentation of experiences, lessons learned, operational concerns, and emerging requirements can provide valuable references for identifying capability gaps and developing appropriate policies, programs, and educational interventions.

The discussions underscored the shared commitment to developing an education and training system that is responsive to operational requirements, grounded on documented institutional experiences, and capable of sustaining the professional development of AFP personnel.
The visit further strengthened the continuing collaboration between senior AFP leaders and ETCAFP in advancing education, and training development toward a more capable, professional, and future-ready Armed Forces of the Philippines.

The Closing Ceremony of Instructor Qualification Course (IQC) Class 15-2026 was held at Training Hall, ODPROF, CGEA, Quezon City on 28 August 2026, with CDR GEORGE A BESA PN(GSC), Director, Joint Specialization School, as the Keynote Speaker. The activity was conducted and facilitated by the Curriculum, Faculty and Educational Development Center (CFEDC) and made possible through the leadership of MGEN OLIVER C MAQUILING PA, Acting Commander, Education and Training Command, AFP (ETCAFP). The activity marked the successful completion of a course designed to equip selected personnel of the Armed Forces of the Philippines (AFP) with the knowledge, skills, and competencies necessary to become effective instructors.

The welcome remarks were delivered by LTC ROSS MAR P VILLAREAL PROF, Deputy Director, CFEDC, who highlighted the knowledge and skills gained by the participants throughout the course. Following the welcome remarks, COL GILBERT L BOA PA (GSC), Director, Curriculum, Faculty and Educational Development Center, formally declared IQC Class 15-2026 closed and its participants duly graduated, signifying the successful completion of their training.

In his remarks, CDR GEORGE A BESA PN(GSC), the Keynote Speaker, emphasized that the completion of IQC Class 15-2026 marks an important milestone for the graduates. Drawing from his experiences as an instructor and course manager, he highlighted the importance of effective teaching, proper preparation, and continuous learning. He encouraged the graduates to apply the knowledge and skills they gained to teach, develop, and inspire others, becoming multipliers of knowledge, competence, and professional values within the AFP.

The successful completion of IQC Class 15-2026 underscores the importance of the course to ETCAFP and the AFP in sustaining a competent, professional, and mission-ready force. The ceremony was graced by pMGEN GENARO C MENOR PAF, Deputy Chief of Staff for Financial Management, J10, AFP, as the Keynote Speaker. The event marked another milestone under the leadership of MGEN OLIVER C MAQUILING PA, Acting Commander, Education, Training and Doctrine Command, Armed Forces of the Philippines (ETC AFP), in strengthening the professional development and competence of AFP personnel in financial management.

The opening remarks were delivered by CAPT PAUL ANTHONY S YAMAMOTO PN(GSC), Chief, RPDD, OJ10, who welcomed the participants and apprised them of the objectives of the course and the lessons they are expected to gain throughout their training. The course was formally opened by CDR GEORGE A BESA PN(GSC), the Director, Joint Specialization School, upon presentation by the Course Director, MAJ MARK ANTHONY M JORDAN PN(M).

As the Keynote Speaker, MGEN MENOR PAF emphasized that financial management is not only about budgets, accounting, and reports, but also about stewardship, integrity, accountability, transparency, and trust. He reminded the participants that public funds belong to the Filipino people and that proper resource management supports mission accomplishment. He challenged them to be competent enough to know what must be done, courageous enough to do what is right, and humble enough to remember whom they serve, becoming not only skilled financial professionals but also trusted stewards and leaders of character

The AFP Financial Management Course is vital to ETC AFP and the AFP as a whole as it develops competent and accountable personnel capable of managing public resources effectively. Through this course, ETC AFP strengthens the AFPโ€™s financial management capability, promotes good governance, and ensures that resources are properly utilized in support of mission accomplishment and the Filipino people.

The Joint Specialization School (JSS), Education, Training and Doctrine Command, Armed Forces of the Philippines (ETCAFP), formally opened the Civilian Human Resource Basic Course (CHRBC) Classes 81 and 83โ€“2026 on 07 August 2026 at Manipula Hall, ETCAFP. The opening ceremony was attended by Civilian Human Resource personnel from various AFP units and was graced by COL GILBERT L BOADO (GSC) PA, Assistant Chief of Staff for Personnel, E1, ETCAFP and concurrent Director, Curriculum, Faculty and Educational Development Center, who served as the Keynote Speaker.

In his opening remarks, LTC RAMIL R ESPARAGOZA PA, Deputy Director, JSS, highlighted the objectives of the course and the knowledge and competencies that the participants are expected to acquire throughout the training. This was followed by the formal declaration of the course opening by CDR GEORGE A BESA PN (GSC), Director, JSS, by the authority of MGEN OLIVER C MAQUILING PA, Acting Commander, ETCAFP.
In his keynote address, COL BOADO (GSC) PA encouraged the participants to maximize the learning opportunities provided by the course and to translate the knowledge and skills gained into meaningful improvements in their respective workplaces. He emphasized the importance of continuous learning, professionalism, collaboration, and dedication to public service, inspiring the participants to become more competent professionals, effective collaborators, and dedicated public servants who will contribute to the continued growth and transformation of the AFP.

The CHRBC aims to equip Civilian Human Resource personnel with next-level competencies that will deepen their understanding and enhance their performance of their roles, duties, and responsibilities with utmost effectiveness, efficiency, and excellence.
The conduct of CHRBC Classes 81 and 83โ€“2026 underscores the vital role of CHR personnel in strengthening the AFPโ€™s institutional capacity and workforce. It also marks another significant milestone for JSS and ETCAFP in developing competent personnel who contribute to the AFPโ€™s continued growth, transformation, and mission accomplishment.

CAMP GENERAL EMILIO AGUINALDO, Quezon City โ€“ The Education and Training Command, Armed Forces of the Philippines (ETCAFP) recognized its newly promoted and newly hired Civilian Human Resource personnel and honored the birthday celebrants for the month of August 2026 during a recognition ceremony held at Rizal Hall, Jacinto Building, Camp General Emilio Aguinaldo, Quezon City.

The ceremony was presided by Major General Oliver C. Maquiling Jr. PA, Acting Commander, ETCAFP, and attended by the Center Directors, Staff Officers, Enlisted Personnel, and Civilian Human Resource personnel, underscoring the Command's commitment to recognizing the achievements and milestones of its workforce.
During the program, the Command formally recognized the promotion of Ms. Pantoja and Ms. Buntag in acknowledgment of their dedication, competence, and valuable contributions to the organization. Likewise, the newly hired Civilian Human Resource personnel were warmly welcomed into the ETCAFP family as they officially joined the Command's workforce in support of its education and training mission.

The occasion also served as an opportunity for the Command to express its heartfelt appreciation to Ms. Michelle Alim for her dedicated and invaluable service to ETCAFP. As she embarks on a new chapter of her career following her promotion and transfer to another General Headquarters office, the Command conveyed its gratitude for her professionalism, commitment, and significant contributions during her tenure. ETCAFP likewise extended its best wishes for her continued success as she assumes greater responsibilities in her new assignment.

As part of the ceremony, the Command also honored the August birthday celebrants, namely Lieutenant Colonel Villareal, Lieutenant Colonel Esparagoza, Lieutenant Colonel De Guzman, and Lieutenant Colonel Plaza, in recognition of another meaningful milestone in their lives. The simple celebration fostered camaraderie and reflected ETCAFP's continuing commitment to promoting a positive and people-centered working environment.
The recognition program reaffirmed ETCAFP's commitment to cultivating a culture of excellence, professionalism, and teamwork by acknowledging the achievements and dedication of its personnel while continuously strengthening the Command's human resource capability in support of the Armed Forces of the Philippines' mission.
