2026 Iskolar ng Bayan Program

Applications for the Iskolar ng Bayan program for AY 2026-2027 is open today until tomorrow, 10 to 11 June 2026.

Eligible individuals can apply through the DIWA Portal at https://diwa.up.edu.ph/

2026 General Appeals

The first round of appeals will be done through the DIWA portal on 10 to 11 June 2026.

UPCAT 2026 applicants with a UPG of 2.800 or better, as well as waitlisted applicants who have not been offered a degree program, are eligible to appeal.

Please be guided by the UPG cutoff score per UP campus. Note that some campuses and degree programs have additional requirements. Only the campuses and degree programs for which you meet the appeal criteria and that still have available slots will appear in your DIWA portal.

Appeal results will be released on 15 June 2026.

2026 DPWAS PROCESSING

UPCAT 2026 applicants who are waitlisted for a degree program with available slots (DPWAS) must visit the DIWA portal to choose their preferred degree programs on 29 to 30 MAY 2026.

Results will be released on 01 and 03 JUNE 2026.

The University of the Philippines (UP) Board of Regents approved the Bachelor of Science in Radiologic Technology in the UP Manila College of Allied Medical Professions during its 1408th meeting on April 30, 2026.

This decision addresses the national healthcare shortage while creating immediate openings for students through the 2026 Degree Program with Available Slots. By integrating the program into this year’s enrollment cycle, UP Manila provides a pathway for UPCAT qualifiers who met admission standards but were limited by quota restrictions in other health sciences. In a statement, UP President Angelo Jimenez said, “This new program allows the university to offer students a direct route into a high-demand health profession.”

Chancellor Michael Tee stated that this move reflects a comprehensive approach to health sciences education, aiming to close the diagnostic gap and strengthen the Philippine health system. Qualified UPCAT examinees with a University Predicted Grade (UPG) of at least 2.58 may apply for the inaugural batch through the UP admissions portal.

The 𝗟𝗶𝗻𝗴𝗮𝗽 𝗜𝘀𝗸𝗼𝗹𝗮𝗿 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 was established to support UPCAT qualifiers from 𝗨𝗻𝘀𝗲𝗿𝘃𝗲𝗱 𝗮𝗻𝗱 𝗨𝗻𝗱𝗲𝗿𝘀𝗲𝗿𝘃𝗲𝗱 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝗶𝗲𝘀 (UUC) [formerly known as Unserved and Underserved Areas (UUAs) (2024) and Geographically Isolated and Disadvantaged Areas (GIDAs) (2013-2024)], and low-income backgrounds. Although tuition is already free under RA 10931, many students continue to face financial barriers such as the cost of living, transportation, meals, and educational materials.

To address these challenges, the Lingap Iskolar Program provides comprehensive assistance to students whose families earn 𝗣𝗵𝗽 𝟭𝟯𝟱,𝟬𝟬𝟬 𝗼𝗿 𝗹𝗲𝘀𝘀 𝗮𝗻𝗻𝘂𝗮𝗹𝗹𝘆 and who are not receiving other financial aid. The support includes 𝘃𝗼𝘂𝗰𝗵𝗲𝗿𝘀 𝗳𝗼𝗿 𝗵𝗼𝘂𝘀𝗶𝗻𝗴, 𝗳𝗼𝗼𝗱, 𝗰𝗼𝗺𝗺𝘂𝗻𝗶𝗰𝗮𝘁𝗶𝗼𝗻, 𝗲𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗺𝗮𝘁𝗲𝗿𝗶𝗮𝗹𝘀, 𝗮𝗻𝗱 𝘁𝗿𝗮𝗻𝘀𝗽𝗼𝗿𝘁𝗮𝘁𝗶𝗼𝗻, as well as a mentoring program to help students adjust to university life.
