HUSTISYA PARA SA TOBOSO 19

Mariing kinukundena ng UP Fair Kalye Tunes, Quests, Elements, at Rev Music Festival ang karumal-dumal na pagpaslang sa tinaguriang Toboso 19—kung saan kasama sina Alyssa Alano, Maureen Santuyo, Errol Wendel, at RJ Ledesma—na walang awang pinaslang ng pasista at mersenaryong Armed Forces of the Philippines (AFP). Hindi ito aksidente. Isa itong planadong pagkitil sa buhay.

Ilang dekada nang nananatiling sentro ng matinding tunggalian ang isla ng Negros dahil sa malalim na problema ng kawalan ng lupa at pang-aabuso sa mga magsasaka, kung saan patuloy ang marahas na pangangamkam ng lupa ng mga dambuhalang korporasyon at mga panginoong maylupa. Sa lupang dapat sana’y pinagyayaman ng pawis ng magsasaka, dugo ang patuloy na ibinubungkal. Kaugnay nito, matagal na ring umiiral ang talamak na militarisasyon sa isla na ginagamit ng estado bilang instrumento upang ilunsad ang kanilang madugong kampanyang kontra-insurhensiya.

Lalong tumindi ito nang ipatupad ang Memorandum Order No. 32 noong 2018 sa ilalim ng administrasyong Duterte, kung saan dinagdagan pa ang presensya ng militar sa Negros upang supilin ang makatarungang pakikibaka ng sambayanan. Sa ilalim nito, naitala ang sunod-sunod na kaso ng extrajudicial killings, red-tagging, at mga masaker laban sa mga magsasaka at aktibista na walang ibang hangad kundi tunay na repormang agraryo. Dahil dito, tinawag ng Kilusang Magbubukid ng Pilipinas ang Negros bilang “killing field” at “laboratory of fascism”. Isang lugar kung saan hindi lamang lupa ang inaagaw, pati buhay, pati kinabukasan.

Noong Abril 19, nagpaulan ng bala ang berdugong 79th Infantry Battalion kung saan hindi bababa sa 650 na indibidwal ang puwersahang pinalikas mula sa kanilang mga tahanan,at 19 na indibidwal and brutal na minasaker sa ilalim ng huwad na engkwentro. Sa halip na lupa, bala ang iginawad. Sa halip na hustisya, dahas ang isinagot. Kasama dito ang mga kabataang peasant advocate at organisador na sina Alyssa Alano, Maureen Santuyo, Errol Wendel, at RJ Ledesma—mga buhay na ninakaw ng estado, mga pangalang dapat singilin ng hustisya.

Hindi aksidente ang kanilang pagpaslang; ito ay isang premeditadong krimen. Hindi sila nanahimik. Hindi sila umurong. Hindi sila natakot, kaya sila pinatahimik.

Si Alyssa Alano, kapwa iskolar ng bayan, konsehal sa University Student Council, at taga-pangulo ng League of Filipino Students UP Diliman, na piniling talikuran ang komportableng buhay upang harapin ang pasismo sa kanayunan.

Si Maureen Santuyo, kapwa iskolar ng bayan, organisador ng mga pesante, at miyembro ng National Network of Agrarian Reform Advocates, na naging tinik sa lalamunan ng mga asyendero sa Negros.

Si Errol Wendel, artista ng bayan, organisador sa kanayunan, partikular sa Hacienda Luisita, na hindi kailanman naging sunud-sunuran sa mga panginoong maylupa.

Si RJ Ledesma, mamamahayag, manunulat, at aktibista mula sa Bacolod, na pilit pinatahimik ng gobyernong takot sa katotohanan.

At sa gitna ng lahat ng ito, isang tanong ang nanantili: bakit sila naroon?

Sa gitna ng militarisasyon ay buong tapang silang tumungo sa Negros Island upang makipamuhay sa komunidad at pag-aralan ng mas maigi at mapanuri ang kanilang nararanasang paghihirap at pang-aabuso. Pinili nilang makinig. Pinili nilang makiisa. Pinili nilang maglingkod. At dahil dito, sila’y pinaslang ng isang militar na nagsisilbi hindi para sa mamamayan, kundi para lamang sa interes ng iilan.

Hindi hiwalay ang pagpaslang na ito sa serye ng walang habas na red-tagging at pananakot sa mga kabataang-aktibista. Ang pagtatatak sa kanila bilang “kaaway ng estado” ay nagsisilbing katwiran upang patahimikin ang mga boses na nagsusulong ng tunay na reporma sa lupa at karapatang pantao. Sa bawat tatak na kanilang idinikit, bala ang kasunod. Sa bawat kasinungalingang kanilang ipinakalay, buhay ang kapalit.

Ang aktibismo at pakikibaka ay hindi terorismo. Ang aktibismo ay ang paglubog ng sarili sa masang-api upang mas maunawaan ang kanilang mga paghihirap, mga hinagpis, at mga abusong natatanggap mula sa mapang-aping estado; ito ang nag-uudyok ng pakikibaka, upang mas lalong paigtingin ang kanilang mga panawagan at tutulan ang mismong estadong nagpapatibay sa mapang-aping sistema. Bilang mga Iskolar ng Bayan, utang na loob natin ang ating edukasyon sa masa, kung kaya naman makatarungan lang na ang lugar natin ay nasa mangahas na pakikibaka. Ang tungkuling ito ay ginampanan nina Alyssa, Maureen, Errol at RJ ng may buong husay at tapang.

Ang pagkitil sa buhay ng Toboso 19 ay desperadong hakbang ng estado upang patahimikin ang kilusang masa. Ngunit hindi dito nagtatapos ang kuwento. Hinding-hindi nila mapapatay ang mga pangarap na itinanim sa puso ng bawat magsasakang kanilang pinaglingkuran. Sa bawat martir na kanilang pinapaslaang, mas maraming kamo ang magtataas, mas maraming tinig ang sisigaw, mas maraming apoy ang mag-aalab.

Nagkakaisa kami sa panawagan na panagutin ang 79th Infantry Battalion, 303rd Infantry Brigade, AFP, administrasyong Duterte, at rehimeng Marcos Jr. sa mga bayolasyon sa karapatang pantao at International Humanitarian Law. As artificial intelligence continues to reshape industries, one of the most important questions we must ask is: Are we preparing people with the right skills to participate in this future?

The EMC² Fraternity is honored to welcome Sherwin Pelayo, Executive Director of the Analytics & Artificial Intelligence Association of the Philippines, as a speaker for Gen AI to Z: A Career Summit in an AI-Driven World.

Through his work with both the Analytics & AI Association of the Philippines and the Private Sector Jobs and Skills Corporation (PCORP), Sherwin plays an active role in shaping how the country develops talent for an increasingly AI-driven economy.
