The Philippine president is the Commander-in-Chief of the AFP. So, whatever the military does, it should be coordinated with the president and the defense sector. There is a hierarchy of order in the military especially for conflict-related areas where civilians are vulnerable. This becomes a national security matter that must be scientific in its approach from the command to the strategies that the military should employ.

𝘞𝘩𝘢𝘵 𝘪𝘴 𝘺𝘰𝘶𝘳 𝘰𝘱𝘪𝘯𝘪𝘰𝘯 𝘰𝘯 𝘵𝘩𝘦 𝘳𝘦𝘥-𝘵𝘢𝘨𝘨𝘪𝘯𝘨 𝘢𝘤𝘵𝘪𝘷𝘪𝘵𝘪𝘦𝘴 𝘣𝘺 𝘩𝘪𝘨𝘩-𝘳𝘢𝘯𝘬𝘪𝘯𝘨 𝘮𝘪𝘭𝘪𝘵𝘢𝘳𝘺 𝘰𝘧𝘧𝘪𝘤𝘪𝘢𝘭𝘴?

There is a lack of information mined from intelligence and counter-intelligence gathering. The OPLAN and strategy must be restudied and re-assessed to give the right information and to not just red-tag anyone. It becomes a problem because the military is using people's money for intelligence reports and gathering.

𝘐𝘵 𝘢𝘱𝘱𝘦𝘢𝘳𝘴 𝘕𝘛𝘍 𝘌𝘓𝘊𝘈𝘊 𝘪𝘴 𝘯𝘰𝘵 𝘳𝘦𝘱𝘳𝘦𝘴𝘦𝘯𝘵𝘢𝘵𝘪𝘷𝘦 𝘰𝘧 𝘵𝘩𝘦 𝘨𝘰𝘷𝘦𝘳𝘯𝘮𝘦𝘯𝘵 𝘢𝘴 𝘢 𝘸𝘩𝘰𝘭𝘦. 𝘏𝘰𝘸 𝘢𝘤𝘵𝘪𝘷𝘦 𝘢𝘳𝘦 𝘰𝘵𝘩𝘦𝘳 𝘨𝘰𝘷𝘦𝘳𝘯𝘮𝘦𝘯𝘵 𝘢𝘨𝘦𝘯𝘤𝘪𝘦𝘴 𝘪𝘯 𝘱𝘳𝘰𝘮𝘰𝘵𝘪𝘯𝘨 𝘵𝘩𝘦 𝘨𝘰𝘢𝘭𝘴 𝘢𝘯𝘥 𝘢𝘤𝘵𝘪𝘷𝘪𝘵𝘪𝘦𝘴 𝘰𝘧 𝘵𝘩𝘦 𝘵𝘢𝘴𝘬 𝘧𝘰𝘳𝘤𝘦?

This is where the Whole-of -Nation and Whole-of-Government approaches apply since all agencies including us should do our part in maintaining peace and order. The central government cannot do it alone given the complexity of the problem. There should be a lead agency and the rest work in primus interpares.

𝘐𝘴 𝘳𝘢𝘭𝘭𝘺𝘪𝘯𝘨 𝘣𝘢𝘥 𝘪𝘯 𝘨𝘦𝘯𝘦𝘳𝘢𝘭? 𝘐𝘴 𝘵𝘩𝘦 𝘮𝘪𝘭𝘪𝘵𝘢𝘳𝘺 𝘢𝘨𝘢𝘪𝘯𝘴𝘵 𝘳𝘢𝘭𝘭𝘺𝘪𝘯𝘨? 𝘞𝘩𝘺 𝘰𝘳 𝘸𝘩𝘺 𝘯𝘰𝘵?

The military tolerates rallying because that is a freedom of speech and gathering. the military counters rallying when there are misinformation about the truth and facts especially coming from the LEFT.

𝘏𝘰𝘸 𝘥𝘰𝘦𝘴 𝘵𝘩𝘦 𝘮𝘪𝘭𝘪𝘵𝘢𝘳𝘺 𝘳𝘦𝘤𝘰𝘨𝘯𝘪𝘻𝘦 𝘤𝘰𝘮𝘮𝘶𝘯𝘪𝘴𝘵-𝘴𝘱𝘰𝘯𝘴𝘰𝘳𝘦𝘥 𝘴𝘰𝘤𝘪𝘢𝘭 𝘮𝘦𝘥𝘪𝘢 𝘱𝘭𝘢𝘵𝘧𝘰𝘳𝘮𝘴/ 𝘯𝘦𝘸𝘴 𝘮𝘦𝘥𝘪𝘢 𝘰𝘶𝘵𝘭𝘦𝘵𝘴?

It happens when there is fake news and misinformation about the military and other issues. Ideas are perceptions and perceptions can become a reality depending on who views it.

𝘍𝘰𝘳 𝘋𝘳. 𝘊𝘢𝘣𝘢𝘭𝘻𝘢, 𝘐 𝘸𝘰𝘶𝘭𝘥 𝘭𝘪𝘬𝘦 𝘵𝘰 𝘢𝘴𝘬 𝘧𝘰𝘳 𝘺𝘰𝘶𝘳 𝘱𝘳𝘰𝘧𝘦𝘴𝘴𝘪𝘰𝘯𝘢𝘭 𝘰𝘱𝘪𝘯𝘪𝘰𝘯 𝘰𝘯 𝘵𝘩𝘦 𝘱𝘳𝘰𝘴𝘱𝘦𝘤𝘵𝘴 𝘰𝘧 𝘰𝘶𝘳 𝘈𝘍𝘗 𝘪𝘯 𝘵𝘩𝘦 𝘭𝘰𝘯𝘨 𝘳𝘶𝘯, 𝘬𝘯𝘰𝘸𝘪𝘯𝘨 𝘵𝘩𝘢𝘵 𝘸𝘦 𝘢𝘳𝘦 𝘴𝘵𝘪𝘭𝘭 𝘢 𝘭𝘰𝘯𝘨 𝘸𝘢𝘺 𝘰𝘯 𝘥𝘦𝘷𝘦𝘭𝘰𝘱𝘪𝘯𝘨 𝘰𝘶𝘳 𝘚𝘙𝘋𝘗, 𝘥𝘶𝘳𝘪𝘯𝘨 𝘢 𝘵𝘪𝘮𝘦 𝘸𝘩𝘦𝘳𝘦 𝘵𝘩𝘦𝘳𝘦 𝘢𝘳𝘦 𝘮𝘶𝘭𝘵𝘪𝘱𝘭𝘦 𝘴𝘦𝘤𝘶𝘳𝘪𝘵𝘺 𝘵𝘩𝘳𝘦𝘢𝘵𝘴 𝘯𝘰𝘵 𝘫𝘶𝘴𝘵 𝘥𝘰𝘮𝘦𝘴𝘵𝘪𝘤 𝘣𝘶𝘵 𝘪𝘯𝘵𝘦𝘳𝘯𝘢𝘵𝘪𝘰𝘯𝘢𝘭.

There are three stages in the SRDP. We are now on the second phase and the third stage will commence next year until 2028. I have faith that the AFP will achieve a respectable defense posture by 2028. We have seen their investments in the navy - air force so far. This could help us safeguard our sovereignty and territorial integrity.

𝘍𝘰𝘳 𝘋𝘳. 𝘊𝘢𝘣𝘢𝘭𝘻𝘢, 𝘩𝘰𝘸 𝘥𝘰𝘦𝘴 𝘰𝘶𝘳 𝘴𝘵𝘳𝘢𝘵𝘦𝘨𝘪𝘤 𝘩𝘪𝘴𝘵𝘰𝘳𝘺 𝘰𝘯 𝘪𝘯𝘴𝘶𝘳𝘨𝘦𝘯𝘤𝘺 𝘸𝘢𝘳 𝘢𝘯𝘥 𝘪𝘳𝘳𝘦𝘨𝘶𝘭𝘢𝘳 𝘸𝘢𝘳𝘧𝘢𝘳𝘦 𝘢𝘧𝘧𝘦𝘤𝘵 𝘰𝘶𝘳 𝘢𝘣𝘪𝘭𝘪𝘵𝘺 𝘵𝘰 𝘳𝘦𝘴𝘱𝘰𝘯𝘥 𝘵𝘰 𝘵𝘳𝘢𝘥𝘪𝘵𝘪𝘰𝘯𝘢𝘭 𝘴𝘦𝘤𝘶𝘳𝘪𝘵𝘺 𝘵𝘩𝘳𝘦𝘢𝘵𝘴 𝘢𝘯𝘥 𝘵𝘩𝘦 𝘪𝘯𝘤𝘳𝘦𝘢𝘴𝘪𝘯𝘨 𝘵𝘳𝘦𝘯𝘥 𝘰𝘧 𝘩𝘺𝘣𝘳𝘪𝘥 𝘸𝘢𝘳𝘧𝘢𝘳𝘦?

The strategy of the military should also evolve. We have seen that a military-centric strategy is not working against insurgency. It should contain and maintain a whole-of-government approach to achieve that elusive peace and development.

𝗦𝗲𝘀𝘀𝗶𝗼𝗻 𝟭 𝗤&𝗔: 𝗨𝗻𝗱𝗲𝗿𝘀𝘁𝗮𝗻𝗱𝗶𝗻𝗴 𝗜𝗻𝘀𝘂𝗿𝗴𝗲𝗻𝗰𝘆 𝗮𝘀 𝗮 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗦𝗲𝗰𝘂𝗿𝗶𝘁𝘆 𝗖𝗼𝗻𝗰𝗲𝗿𝗻

𝗥𝗲𝘀𝗽𝗼𝗻𝘀𝗲𝘀 𝗳𝗿𝗼𝗺 𝗚𝗲𝗻. 𝗠𝗮𝗱𝗿𝗶𝗴𝗮𝗹:

𝘊𝘢𝘯 𝘵𝘩𝘦 𝘮𝘪𝘭𝘪𝘵𝘢𝘳𝘺 𝘢𝘤𝘵 𝘢𝘵 𝘵𝘩𝘦𝘪𝘳 𝘰𝘸𝘯 𝘥𝘪𝘴𝘤𝘳𝘦𝘵𝘪𝘰𝘯 𝘵𝘰 𝘳𝘦𝘴𝘰𝘭𝘷𝘦 𝘤𝘰𝘯𝘧𝘭𝘪𝘤𝘵 𝘰𝘯-𝘴𝘪𝘵𝘦 𝘰𝘳 𝘥𝘰 𝘵𝘩𝘦𝘺 𝘯𝘦𝘦𝘥 𝘪𝘯𝘱𝘶𝘵𝘴 𝘧𝘳𝘰𝘮 𝘥𝘪𝘧𝘧𝘦𝘳𝘦𝘯𝘵 𝘰𝘧𝘧𝘪𝘤𝘦𝘴 𝘧𝘪𝘳𝘴𝘵? 𝘏𝘰𝘸? 𝘋𝘰 𝘵𝘩𝘦𝘺 𝘩𝘢𝘷𝘦 𝘨𝘶𝘪𝘥𝘦𝘭𝘪𝘯𝘦𝘴?

As I have mentioned, these issues are brought to the attention of the concerned committees of the local ELCAC TF composed of different concerned offices/agencies for them to resolve, i.e. livelihood and economic opportunity committee, social services committee, infrastructure development committee, governance committee, and information dissemination/advocacy committee (third party - religious, media, youth, civil society, etc) . This is basically how the ELCAC works at the local levels and led by the chief executive (mayor/governor).

𝘞𝘩𝘢𝘵 𝘪𝘴 𝘺𝘰𝘶𝘳 𝘰𝘱𝘪𝘯𝘪𝘰𝘯 𝘰𝘯 𝘵𝘩𝘦 𝘳𝘦𝘥-𝘵𝘢𝘨𝘨𝘪𝘯𝘨 𝘢𝘤𝘵𝘪𝘷𝘪𝘵𝘪𝘦𝘴 𝘣𝘺 𝘩𝘪𝘨𝘩-𝘳𝘢𝘯𝘬𝘪𝘯𝘨 𝘮𝘪𝘭𝘪𝘵𝘢𝘳𝘺 𝘰𝘧𝘧𝘪𝘤𝘪𝘢𝘭𝘴?

The AFP still has to improve on strategic communications and come up with better ways of communicating/explaining to the people the insurgents' way of achieving their desired broad mass base support and how they align their actions and statements with other discontented sectors, without making sweeping accusations and alleged connections. Better to explain the modus used by insurgents for people to be more aware and cautious of the situation they are in. Speakers should not be very confrontational and if possible, not from the military so as not to be perceived as self-serving. However, especially during actual interviews or debates, emotions are heightened. Hence, I see that parents, former students who joined the movement, IP leaders, and other non-government speakers as more credible speakers.

𝘐𝘵 𝘢𝘱𝘱𝘦𝘢𝘳𝘴 𝘕𝘛𝘍 𝘌𝘓𝘊𝘈𝘊 𝘪𝘴 𝘯𝘰𝘵 𝘳𝘦𝘱𝘳𝘦𝘴𝘦𝘯𝘵𝘢𝘵𝘪𝘷𝘦 𝘰𝘧 𝘵𝘩𝘦 𝘨𝘰𝘷𝘦𝘳𝘯𝘮𝘦𝘯𝘵 𝘢𝘴 𝘢 𝘸𝘩𝘰𝘭𝘦. 𝘏𝘰𝘸 𝘢𝘤𝘵𝘪𝘷𝘦 𝘢𝘳𝘦 𝘰𝘵𝘩𝘦𝘳 𝘨𝘰𝘷𝘦𝘳𝘯𝘮𝘦𝘯𝘵 𝘢𝘨𝘦𝘯𝘤𝘪𝘦𝘴 𝘪𝘯 𝘱𝘳𝘰𝘮𝘰𝘵𝘪𝘯𝘨 𝘵𝘩𝘦 𝘨𝘰𝘢𝘭𝘴 𝘢𝘯𝘥 𝘢𝘤𝘵𝘪𝘷𝘪𝘵𝘪𝘦𝘴 𝘰𝘧 𝘵𝘩𝘦 𝘵𝘢𝘴𝘬 𝘧𝘰𝘳𝘤𝘦?

The active involvement of the other agencies was really a challenge at the start. This is especially true in the urbanized areas where people do not really feel/experience the threat, unlike in rural and conflict areas, especially in southern Luzon, Eastern and western Visayas, and Mindanao where the LGUs are really working closely with the NTF. There has to be more information and awareness campaign and support of the national leadership to really make people and sectors understand that we all have to do our share to end this problem. Unfortunately, there are stakeholders that still tend "not to get involved", those that think "it is not their job and that is the problem of the military only", those who play it safe or befriend them by providing what they ask for, or those that simply do not care. These contribute to why this problem continues to thrive.

𝘏𝘰𝘸 𝘥𝘰𝘦𝘴 𝘵𝘩𝘦 𝘮𝘪𝘭𝘪𝘵𝘢𝘳𝘺 𝘳𝘦𝘤𝘰𝘨𝘯𝘪𝘻𝘦 𝘤𝘰𝘮𝘮𝘶𝘯𝘪𝘴𝘵-𝘴𝘱𝘰𝘯𝘴𝘰𝘳𝘦𝘥 𝘴𝘰𝘤𝘪𝘢𝘭 𝘮𝘦𝘥𝘪𝘢 𝘱𝘭𝘢𝘵𝘧𝘰𝘳𝘮𝘴/ 𝘯𝘦𝘸𝘴 𝘮𝘦𝘥𝘪𝘢 𝘰𝘶𝘵𝘭𝘦𝘵𝘴?

First, they are those that directly express or encourage people to join the insurgent/revolutionary movement. Remember the video on youtube where young people bearing arms, with communist logos, saying "NPA ako!"

𝘐𝘴 𝘳𝘢𝘭𝘭𝘺𝘪𝘯𝘨 𝘣𝘢𝘥 𝘪𝘯 𝘨𝘦𝘯𝘦𝘳𝘢𝘭? 𝘐𝘴 𝘵𝘩𝘦 𝘮𝘪𝘭𝘪𝘵𝘢𝘳𝘺 𝘢𝘨𝘢𝘪𝘯𝘴𝘵 𝘳𝘢𝘭𝘭𝘺𝘪𝘯𝘨? 𝘞𝘩𝘺 𝘰𝘳 𝘸𝘩𝘺 𝘯𝘰𝘵?

Protests and rallying is allowed in a democracy - it is a way of being .heard and getting people to listen. We are all free to express our feelings and beliefs. However, the following are some pointers:

a. I believe dialogue is more productive should be resorted to first. This way, we hear both sides and hope to get a win-win solution.

b. Let's make sure that we are not used or joined by other parties with other more radical purposes. As I've said, if the issue is educational policies, we can observe at times that some placards raised are totally offline.

c. Avoid also those gatherings that tend to be violent.
