PONTEVEDRA, NEGROS OCCIDENTAL — Addressing mounting administrative challenges and concerns raised by local school heads regarding stringent financial verification processes, Assistant Schools Division Superintendent (ASDS) Enjenette Damasco-Baroa, CESE, led an emergency technical dialogue and working visit in the District of Pontevedra I on August 05.

The visit served as a crucial platform to address the growing confusion among school heads concerning the implementation of new checking mechanisms and policies introduced by the Division's assigned Assistant Administrative Assistant (ADAS) III.

The dialogue focused on clarifying the recent administrative directives on Maintenance and Other Operating Expenses (MOOE) cash advances, liquidation procedures, and compliance standards. School heads voiced operational bottlenecks and frustration over strict documentary rejections and changing submission protocols.

To defuse tension and align field ex*****on with division standards, ASDS Damasco-Baroa mediated the discussion, emphasizing that while fiscal accountability and compliance with accounting rules remain non-negotiable, division policy checks must be collaborative, reasonable, and supportive rather than punitive.

During the session, Division ADAS III Jovie O. Cruz conducted a step-by-step walkthrough of the required supporting documents, liquidation checklists, and timeline expectations. The breakdown clarified technical ambiguities, standardized checking procedures across the district, and established clear operational parameters for both school heads and non-teaching personnel.

"Our goal is not to hinder school operations but to safeguard our administrators from audit disallowances while ensuring that school funds are promptly liquidated and utilized for our learners," ASDS Damasco-Baroa remarked, highlighting the need for open communication between school managers and division financial reviewers.

The productive dialogue successfully resolved key points of friction, providing Pontevedra I school heads with clearer guidelines, streamlined submission workflows, and a renewed commitment to collaborative compliance.

Members of the Government Service Insurance System (GSIS) may occasionally receive collection notices related to their accounts. However, recent communication from GSIS clarifies that some of these notices may have been sent in error due to ongoing system updates.

According to the advisory, recipients are asked to disregard recently issued collection notices. The agency has acknowledged that updates to its notification system are currently underway, which may have resulted in inaccurate or premature alerts being sent to members.
