📣DepEd Issues Amendments and Clarifications to Career Progression Guidelines
October 14, 2025 – Pasig City. The Department of Education (DepEd) has issued the DepEd Order No. 34, s. 2025 or the Amendments and Clarifications to DepEd Order (DO) No. 024, s. 2025, refining the implementation guidelines of the Expanded Career Progression (ECP) System for Teachers and School Heads to ensure clarity, fairness, and smooth transition during its nationwide rollout.
The issuance clarifies several provisions of DO No. 024, s. 2025, particularly on staffing standards, qualification standards, documentary requirements, and performance criteria, in line with Executive Order No. 174, s. 2022 and DBM–DepEd Joint Circular No. 1, s. 2025.
Among the key updates and clarifications include:
◾️Modified Staffing Standards for Master Teachers
◾️Qualification Standards and Experience Requirements
◾️Validity of Comparative Assessment Results (CAReER)
◾️Updated Documentary Requirements for Retitling and Reclassification
◾️Comparative Assessment and Observation Protocols
◾️Performance Requirements
◾️Transitory Provisions and Support Measures
These amendments affirm DepEd’s continuing effort to balance rigor with inclusivity in upholding the principles of merit and competence while providing reasonable transition support. They also streamline documentary processes, clarify assessment protocols, and provide flexibility to address implementation challenges during the initial rollout of the ECP System.
DepEd assures all teachers and school heads that the ECP System remains a continuing, equitable, and development-oriented framework for advancement based on merit, fitness, and competence.

The Department of Education Schools Division Office of San Pedro City conducts the Division Human Resource Merit, Promotion and Selection Board (HRMPSB) Assessors' Training: Deepening on Initial Evaluation and PPST Assessment. This significant capacity-building, spearheaded by the Human Resource Development Section in close collaboration with the Curriculum Implementation Division and the Office of the Schools Division Superintendent.
The training held from September 29 to 30, and October 1, 2025, at Leonida's Resort & Restaurant in Talisay, Batangas. Its primary objective is to systematically build a competent and reliable pool of assessors from our various schools and the division office. These trained assessors will be instrumental in facilitating the rigorous and equitable assessment process for the implementation of the Expanded Career Progression System for Public School Teachers, ensuring that career advancement is grounded on merit and standardized competencies.
To ensure the success of this undertaking, we have assembled a team of esteemed resource speakers from our division's leadership. They include Chief Education Supervisors Erma S. Valenzuela of the Curriculum Implementation Division and Frederick G. Byrd Jr. of the School Governance and Operations Division, alongside Administrative Officer V Paul Jeremy I. Aguja and Administrative Officer IV Lorina B. Jurada, and Education Program Specialist II Emmanuelle M. Barrago of the Human Resource Development Section.
The participants for this essential training comprise our dedicated Master Teachers, Head Teachers, School Principals, Public Schools District Supervisors (PSDSs), Education Program Supervisors (EPSs), and School Administrative Officers. We look forward to a highly productive session that will strengthen our collective commitment to fostering excellence and supporting the professional growth of our teaching force in San Pedro City.

Empowering educators, shaping the future! The Revised K to 12 Curriculum Phase 2 Implementation-Expansion Core Training Faculty Batch 1 has successfully launched across four key venues—Bayleaf Hotel Dasmariñas, Tanza Oasis, Sevilla Resort Lucena, and Red Hotel Cubao on May 27-30, 2025.
