Today officially marks the first day of the High-Level Policy Dialogue on Barangay Amalgamation: Optimizing Futures-Ready Local Governance, hosted by the Development Academy of the Philippines (DAP), through its Graduate School of Public Management (GSPM). This program convenes representatives from both national and local government agencies, researchers and development practitioners, and key stakeholders from across the country to join in-depth discussions, share unique and varied insights, and shine light on the issue of barangay amalgamation in the Philippines.

DAP Senior Vice President and GSPM Dean Lizan E. Perante-Calina, DPA, formally opens the event with her warm welcoming remarks. She introduces the significance of barangays as a unit of government and the enactment of the Local Government Code of 1991, along with the growing need for more transformative change in local governance: “More than three decades later, we must ask again: are our local government structures still fit for purpose?”

Beginning the morning session is the esteemed Hon. Benjamin de Castro Abalos, Jr., Cabinet Secretary, delivering his keynote lecture on barangay amalgamation through the lens of a former local chief executive. “The barangay is very unique; we are the only country in the whole world with this kind of system,” he says. He highlights how the key features and impact of barangay amalgamation, if executed well, can result in a higher, more efficient capacity to meet every citizen’s growing needs.

He leaves the audience with a powerful message: “We should not measure our government by the number of barangays, but by the quality of its services.”
