As part of the Student-based Incubation Project at Pampanga State Agricultural University (SIBOL), supported by the Commission on Higher Education (CHED), the Sibul Technology Business Incubator (Sibul TBI) successfully conducted the first session of SIBOL TechQuest: Student Innovators Program on July 27, 2026, at the PSAU CASTech AVR.

In collaboration with the Animal Science Society, the awareness campaign introduced third-year Animal Science students to the Sibul TBI, particularly the SIBOL Project, its incubation program, and the opportunities available for aspiring agripreneurs and student innovators. Participants were encouraged to transform innovative ideas into technology-based startup ventures through mentorship, capability-building activities, and business incubation support.

The activity was led by Mr. Walter L. Pacunana, Director of the Office of Innovation and Project Leader, with Ms. Cielo M. Guiao, Project Technical Assistant I, serving as the resource speaker. The successful conduct of the program was made possible through the collaboration of the Office of Innovation, the Animal Science Department Student Council, Dr. Rafael R. Rafael, Dean of the College of Agriculture Systems and Technology (CASTech), and Mr. Alvin S. Sanchez, Assistant Manager of the Sibul TBI.
Through the SIBOL TechQuest Series and other initiatives under the Sibul Technology Business Incubator, PSAU continues its commitment to fostering a culture of innovation and entrepreneurship by equipping students with the knowledge, opportunities, and support needed to develop solutions that create meaningful impact for the agri-aqua sector and beyond.

Pampanga State Agricultural University (PSAU) hosted the Inception Meeting for the Science and Technology Action Frontline for Emergencies and Hazards (SAFE) Program in Region III on August 3, 2026, bringing together Central Luzon State University (CLSU), Tarlac Agricultural University (TAU), and DOST-PCAARRD to address disaster-related challenges in the region's agricultural and aquatic sectors through science and technology-based interventions.

Setting the strategic direction for the meeting, Dir. Noel A. Catibog of TTPD-PCAARRD delivered his opening remarks to highlight the initiative's significance, stating, "Once you have achieved them [the targets], do not stop," while emphasizing that PCAARRD is always open to accommodate and create initiatives for the continued sustainable growth of the environment and communities.

Throughout the activity, representatives established a common understanding of the program's strategic direction, aligned their implementation strategies, and assessed key requirements for the effective, timely, and proper ex*****on of each project.

The activity also included the presentation of the DOST Grants-in-Aid (GIA) Guidelines by Ms. Margaret Ann Bettina T. Papag of DOST-PCAARRD. Project leaders likewise presented the programโ€™s component projects, with Dr. Gella Patria L. Abella of CLSU discussing Project 1, Ms. Divine Reine S. Aquino of PSAU presenting Project 2, and Dr. Edmar N. Franquera of TAU presenting Project 3.

By harmonizing their respective work plans, the participating institutions aim to maximize research and innovation investments to build disaster resilience, ensure sustainable resource management, and empower vulnerable communities across Central Luzon.

The Pampanga State Agricultural University (PSAU) Office of Innovation (OOI) received three major awards in the Developmental Category during the 39th Agency In-House Review of Ongoing Research Projects (AIHR), which recognized its initiatives on innovation, technology commercialization, and knowledge-sharing.

Representatives from Southern Luzon State University visited Pampanga State Agricultural University on Wednesday, July 22, for a cross-learning activity focused on intellectual property, technology promotion, and commercialization.

The benchmarking session, held at the PSAU Office of Innovation Conference Room, brought together a 10-member delegation from SLSU to study PSAUโ€™s institutional frameworks and operational practices in technology transfer and research commercialization.

The visiting delegation was led by Dr. Renato R. Maaliw III, Director of the Innovation and Technology Support Services Office, alongside Dr. Jennifer Edytha J. Lagrazon, RAISE IPTBM Project Leader and Manager of SLSU's Technology Business Incubator. The delegation also included personnel from SLSU's ITSSO, TBI, and the DOST-PCAARRD RAISE Program Phase 2 Region 4 Project 2 team.

Hosting the visiting delegation was the PSAU team headed by Mr. Walter L. Pacunana, Director of the Office of Innovation and Project Leader for RAISE Central Luzon Project 1, together with Assistant Director Divine Reine S. Aquino and OOI staff from Project 1 and Project 3b.

Throughout the session, delegates engaged in structured knowledge sharing with key divisions of PSAUโ€™s Office of Innovation, specifically focusing on the operations of the Intellectual Property and Technology Business Management Office and the SIBUL Technology Business Incubator.

The Sibul Technology Business Incubator (Sibul TBI) of Pampanga State Agricultural University (PSAU), the Bureau of Plant Industry (BPI), and the Office of the Provincial Agriculturist (OPA) of Pampanga collaborated on a series of initiatives that strengthened the technical and enterprise capacity of Sibul TBI incubatees through capability-building activities, planting material support, and equipment assistance.

On June 25โ€“26, 2026, Sibul TBI, represented by Ms. Maricel B. Ramos, joined the Office of the Provincial Agriculturist (OPA) of Pampanga, led by Ms. Lilibeth Manliclic, in a capability-building activity at the Bureau of Plant Industry โ€“ Baguio National Crop Research, Development and Production Support Center (BNCRDPSC). Conducted in partnership with the Provincial Government of Pampanga, the activity equipped Sibul TBI incubatee Mr. Jomar L. David, owner of Dayap Philippines, with technical knowledge and practical skills in citrus propagation and nursery management through orientation sessions, facility visits, and hands-on training on Mexican Lime (Dayap) propagation.
Following the training, 500 grafted Dayap seedlings were awarded to Mr. David.

A portion of the seedlings will be distributed to backyard growers and other interested farmers to increase local Dayap production and ensure a sustainable supply of raw materials for the growing Dayap juice processing enterprise. The remaining seedlings will serve as the foundation for establishing a Dayap scion grove to be piloted by the Office of the Provincial Agriculturist of Pampanga under the leadership of Ms. Lilibeth Manliclic, with technical guidance from the Bureau of Plant Industry โ€“ Baguio National Crop Research, Development and Production Support Center (BNCRDPSC). The scion grove will serve as a sustainable source of quality budwood for propagating Dayap planting materials to support the expansion of Dayap production across Pampanga.
According to Mr. Roger G. Custodio, the initiative is expected to strengthen the province's Dayap industry.

"Once the scion grove is established, we can continuously graft more Dayap seedlings to support the growing Dayap juice industry in Pampanga. This will ensure that growers have access to quality planting materials and help sustain the supply of raw materials needed by local processors," he said.

The Office of the Provincial Agriculturist of Pampanga also turned over a stainless-steel processing table to Mr. David. The equipment will enhance food safety, improve processing efficiency, and strengthen the production capacity of his Dayap processing facility.
Meanwhile, on June 26, 2026, another Sibul TBI incubatee, Mr. Emanuel Dela Cruz of the Porac ARB Farmers' Cooperative, received 1,000 vanilla seedlings from the Bureau of Plant Industry โ€“ Malate. The seedlings will complement the cooperative's existing vanilla plantations and support the expansion of vanilla production as a promising high-value crop in the province.

These initiatives reflect the collaboration among Sibul TBI, the Office of the Provincial Agriculturist of Pampanga, the Provincial Government of Pampanga, and the Bureau of Plant Industry in boosting agricultural innovation and enterprise development. Through technical capacity-building, access to quality planting materials, the provision of appropriate equipment, and institutional collaboration, Sibul TBI supports its incubatees while contributing to a more resilient and sustainable agricultural sector in Pampanga.
