Sustaining Excellence in Public Financial Stewardship
The Schools Division Office of Leyte continues to be recognized by the Department of Budget and Management Regional Office VIII for its strong commitment to fiscal discipline, transparency, and accountability in managing public resources.
During the FY 2025 DBM–DepEd Regional Office VIII Agency Performance Review Conference, SDO Leyte received two significant recognitions:
• Certificate of Recognition for the complete and timely submission of Budget and Financial Accountability Reports (BFARs) for the 2nd Semester of FY 2025; and
• Best Agency Performance Review Presentation Award, among participating agencies.
The timely and complete submission of BFARs demonstrates our commitment to transparency and accountability. It signifies that public funds entrusted to education are properly monitored, documented, and utilized according to policy and intended purpose. For our schools and learners, this means resources reach where they are needed to support teaching and learning.
Meanwhile, the Best Agency Performance Review Presentation Award affirms the Division’s ability to clearly demonstrate how resources translate into outcomes. It highlights not only sound financial management but also the capacity of the Division to connect budgeting with performance, results, and service delivery.
Behind these recognitions is the collective effort of our planning, budgeting, procurement, accounting, monitoring and evaluation, governance, curriculum, program implementation units, and PPA focal persons, working closely with school leaders and personnel across the Division. Their diligence ensures that funds are not only spent, but spent responsibly, strategically, and in support of learners’ needs.
For SDO Leyte, financial stewardship is inseparable from educational quality. Efficient budget utilization and sound procurement practices enable stakeholders to operate effectively, support teachers, and sustain programs that improve learner outcomes.
We reaffirm our continuing commitment to integrity in public financial management and excellence in delivering basic education services to the communities we serve.

DepEd Leyte Conducts Pilot Annual Physical Examination for District and School Personnel
The Schools Division Office of Leyte, through the Health and Nutrition Unit (HNU) and the Integrated Management Services (IMS) as the HMO provider, conducted a Pilot Annual Physical Examination (APE) in Palo II District, reinforcing the Division’s commitment to the health and well-being of its workforce.
Through this initiative, personnel were able to undergo preventive health screenings, including complete blood count (CBC), urinalysis, chest X-ray, ECG, and other annual routine examinations, promoting early detection of health risks and encouraging a culture of preventive care. Personnel were also provided immediate consultation services during the release of their laboratory results.
APE is one of the benefits of personnel who availed of health insurance coverage through HMO, aside from out-patient, in-patient, emergency care, and dental services.
The activity underscores the belief that personnel welfare is not an afterthought but a vital component of effective public service. Healthy and well-supported personnel are better equipped to perform their duties and continue delivering quality basic education services to learners and communities.
The Schools Division Office of Leyte also expressed its gratitude to the host school for facilitating the activity, as well as to the medical personnel of Divine Rays Diagnostic Laboratory and IMS, the Division’s HMO provider, for their professional support and partnership in making the pilot activity accessible and well-organized. Same gratitude goes to EO - Executive Optical for the free eye check-up.
All districts may avail of the same mobile laboratory services for their APE, as scheduled by their respective school or district nurses and Administrative Officers II.
As the Division continues to pursue excellence in education, initiatives like this affirm that a strong education system begins with healthy, capable, and valued personnel.
Because at the heart of quality basic education are the people who make it possible every day.

We ended the last working day of February with another meaningful milestone for the Schools Division Office of Leyte.
Yesterday, at our newly institutionalized Procurement Transparency and Conferencing Center (PTCC), we conducted the 2025 Agency Procurement Compliance and Performance Indicator (APCPI) Validation—and we are proud to share that our Division obtained a historic validated rating of 2.95, the highest rating the office has ever achieved since the agency submitted itself for APCPI validation.
For those who may not be familiar, the APCPI (Agency Procurement Compliance and Performance Indicator System) is a government-wide monitoring and assessment tool introduced by the Government Procurement Policy Board (GPPB) to evaluate how well agencies comply with procurement laws, rules, and standards. Institutionalized in the bureaucracy more than a decade ago, APCPI measures both compliance (Are we following the law?) and performance (Are we doing it efficiently and strategically?).
It examines critical areas such as:
✅ Procurement planning and APP alignment
✅ Transparency and posting requirements
✅ Timeliness and competitiveness of procurement activities
✅ Contract management and implementation
✅ Internal controls and record-keeping
✅ Capacity building of BAC, TWG, and Secretariat
In simple terms, APCPI is a mirror. It reflects how responsibly we manage public funds entrusted to us.
Yesterday's validation was not merely about forms, checklists, or documentation. It was about accountability. It was about integrity. It was about whether our systems are strong enough to protect public trust.
As a Division consistently recognized for high budget utilization and performance, this 2.95 rating reminds us that utilization is not just about spending funds. It is about spending them correctly, lawfully, transparently, and strategically.
This achievement belongs to the men and women of the Division Office, the Executive Committee, to our BAC members, TWG, Secretariat, End-Users, Planning and Budget Officers, Inspectorate Teams, Accounting, Asset Management, and every personnel who ensures that procurement processes are done right—even when no one is watching.
Integrity in procurement is integrity in service. Because every peso saved and properly spent is an investment in a learner’s future.
As we close the month with gratitude and pride, we also move forward with humility—committed to sustaining, institutionalizing, and improving our systems even further.
This milestone is not the destination. It is a reminder that good governance is possible when everyone takes ownership.

DepEd Leyte: Harnessing Partnership with MDRRMO's!
The Schools Division of Leyte, through its DRRM Unit, expresses its sincere appreciation to everyone who attended the Consultative Conference with the Local Government Units (through their MDRRMOs) together with the District DRRM Coordinators last Friday, February 20, 2026 at the Leyte Division Gymnasium.
The activity produced an incredible turnout, with 37 out of 40 municipalities represented! This high level of engagement speaks volumes about it's shared commitment to the safety, preparedness, and well-being of our learners, DepEd personnel, and communities.
With this strong partnership, the division looks forward to a more resilient and better-coordinated Province of Leyte!

In line with our commitment to transparency, accountability, and efficient public service, the Schools Division Office of Leyte recently conducted a series of strategic orientations and conferences led by our Procurement Team, Finance Unit, and Asset Management Section.
February 4, 2026 | LDO Gym
The Finance Group Conference (FGC) gathered our Administrative Assistants III (Senior Bookkeepers), Accountant III, Budget Officer III, Heads and members of the School Operations Unit (SOU) and Program, Activity, and Project Unit (PAPU), including Senior Bookkeepers from elementary and secondary schools.
The conference aimed to (a) update the Finance Group on recent issuances and developments from DepEd, COA, DBM, DOF, BTr, and other regulatory agencies; (b) surface issues and concerns relative to School MOOE and other school-managed funds; (c) identify practical recommendations and solutions; and (d) provide a venue for continuous improvement in accounting and financial management across the division.

All School Heads and PSDSs were provided key inputs on procurement, financial, and accounting guidelines, reinforcing leadership accountability and strengthening shared understanding of compliance responsibilities at the school level.
February 11–12, 2026 | Clustered Online Orientation on School Procurement Management
Conducted via MS Teams for all areas of the division, this orientation engaged all School Heads, SBAC Chairpersons, Inspectorate Teams, and Administrative Officers II in a unified discussion on (a) preparation of supplemental Annual Implementation Plans (AIP), (b) review and consolidation of PPMP and APP, (c) appropriate procurement methods, thresholds, and transparency requirements under Republic Act No. 12009, (d) Policies on fund utilization, and (e) School inspection standards and documentary requirements aligned with financial controls.
These activities were not merely compliance exercises. They were deliberate steps toward ensuring a common understanding and uniform application of policies, minimizing audit risks, and strengthening procurement and financial management practices in every school.
As a Division, we recognize that effective budget utilization is anchored on sound planning, lawful procurement, proper inspection, and accurate financial reporting. Every orientation conducted is an investment in competence, integrity, and system improvement.
Ultimately, strong financial governance translates to stronger support systems for our schools and better learning environments for our learners.
The Schools Division Office of Leyte remains steadfast in its commitment to responsible stewardship of public funds and continuous institutional improvement.

📣JUST IN: DepEd issues Guidelines on the Grant of Wellness Leave
The Department of Education (DepEd) has released the DepEd Order No. 002, s. 2026 – Guidelines on the Grant of Wellness Leave for the Department of Education Personnel.
All eligible DepEd employees, including teachers and directly engaged Contract of Service (COS) and Job Order (JO) personnel, can avail themselves of the Wellness Leave (WL) for mental health care, physical activities, or a general break for a maximum of five (5) days, pursuant to Civil Service Commission (CSC) Memorandum Circular (MC) No. 01, s. 2026.
🌱 Ultimately, this policy acknowledges the critical role of mental health and well-being, providing DepEd personnel with the necessary flexibility to prioritize self-care without exhausting their existing leave credits.

Yesterday, our SDO family gathered for a meaningful Love Month celebration anchored on what truly defines us as public servants — love expressed through service, accountability, and commitment.
Through the inspiring messages our select Division ExeCom members, we were reminded that love in public service means doing what is right even when no one is watching; putting learners at the center of every decision; and protecting the public trust that has been entrusted to us.
In DepEd SDO Leyte, love is reflected in how we serve our schools, support our districts, assist our teachers, and ensure that every transaction and program ultimately benefits our learners. Love is integrity in resource management. Love is diligence in planning. Love is transparency in governance. Love is commitment to quality basic education.

Unshaken excellence is never about relentlessly surpassing others, but about steadily maximizing one’s potential and intentionally raising the bar.
Beyond the innumerable medals and towering trophies, SDO Leyte earned a far more valuable distinction during the Regional Schools Press Conference 2026.
“Ascending once more as the champion was not merely a proof of being second to none but also a true mark of an evolving legacy - a commitment to an enduring quest for truth and excellence in journalism,” said SDS Mariza S. Magan.
Last year’s championship was the catalyst that pushed Leyteños to see the forest for the trees.
Instead of just training a pandemonium of parrots, Leyte strived to nurture a parliament of owls whose passion for responsible journalism fosters a still voice that resists vain glory.
Meanwhile, Dr. Rex C. Briones, Leyte Division Campus Journalism Coordinator, highlighted the sacrifices, efforts, and compromises made by the coaches and writers, as well as the unwavering support of the top management that allowed him to change the scheme in selecting the RSPC qualifiers.
Notably, intensive training paid off as Leyte garnered 15 first-place, 12 second-place, seven third-place, eight fourth-place, and eight fifth-place finishes across the individual and group competitions in the elementary and secondary journalistic categories.
Indeed, dreams should inspire persistent pursuit, not to end in mere hope, nor be eclipsed by the fear of failure or shadows of doubt.
Ultimately, it was by embracing this principle that SDO Leyte rose once more as the 2026 RSPC Overall Champion, looked beyond the accolades, and imparted a legacy that would go down in history!
