CADET ATTACHMENT PROGRAM CASE BASED SCENARIO DAY 7: CLOSING CEREMONY FOR THE PHASE 3 OF CADET ATTACHENT PROGRAM

The closing ceremony for Phase 3 of the Cadet Attachment Program for the PNPA Sinaglawin Class of 2025 takes place on the final day of the case-based scenario. For the cadets, this phase represented a major turning point in their journey toward their most anticipated moment—the move to public service. As these cadets represented the various designations that police officers are assigned in a police station, such as acting as Chief of Police, commissioned officers, non-commissioned officers, and non-uniform personnel, this program had bridged the gap between academic learning and real-life policing. All of the current cadets found resonance in the message delivered by PCOL MARIA SHEILA T PORTENTO, Acting Dean of Academics, who served as the ceremony's keynote speaker. She emphasized the importance of this period in our training, aiding cadets transition from theoretical aspect to real-life policing through the case-based scenarios.

CADET ATTACHMENT PROGRAM CASE BASED SCENARIO DAY 6:BOMBING INCIDENT RESPONSE

The Maunlad Component City Police station has to deal with bombing incident scenario for this day. The station was able to respond to the incident quickly, communicating effectively, and being well-prepared for emergencies. This incident reaffirmed the necessity of smooth coordination between emergency authorities and local government units in order to guarantee the prompt and effective containment of the threat. The cadets secured the area as soon as they received the initial information and initiated emergency procedures. With prompt deployment of the bomb disposal unit and careful coordination with nearby fire and medical personnel, the threat was eliminated without causing additional danger.

In addition to tactical reactions, the police station's thorough preparedness was crucial. This event reaffirmed the importance of preparedness, efficient coordination, and proactive action in maintaining the safety of our community. The police station in Maunlad Component City is still dedicated to continuous training and improving its response capabilities to ensure our city remains safe.

CADET ATTACHMENT PROGRAM CASE BASED SCENARIO DAY 5:PROHIBITION ON THE USE OF CELLULAR PHONE WHILE ON DUTY

Today P/CDT FLORENTINO conducted reiteration of the Prohibition on the Use of Cell Phones While on Duty, according to the Police Information and Continuing Information (PICE) agenda, police officers are not allowed to use cell phones for personal use while on duty. This policy was put into place under the direction of PNP Chief PGEN ROMMEL D MARBIL in order to allow police officers to concentrate on carrying out their duties, particularly preventing and responding to crimes and maintaining peace and order in their areas of jurisdiction. In order to serve as a constant reminder to the staff of Maunlad Component City Police Station, the policy was included in the station's ongoing PICE.

CADET ATTACHMENT PROGRAM CASE BASED SCENARIO DAY 4: WCPD, INTERNAL SECURITY OPERATION AND CAMP DEFENSE

Aspects of policing, intelligence collection, and internal security operations were covered during the day's events as part of the ongoing Case-Based Scenario. An intelligence officer alerted the Maunlad Police Station to a communist terrorist group's (CTG) potential security danger. In response, the cadets carried out activities to gather intelligence, evaluated the threat level, and developed calculated countermeasures to eliminate any possible dangers.
In the evening, Women and Children Protection Desk (WCPD) of Maunlad City Central Police Station (CCPS) received a report of an alleged r**e case. The cadets execute correct protocols in managing delicate cases of gender-based assault. Afterwards, there is an intelligence report from intelligence officers of 50 heavily armed men at the PNPA Firing Range, a significant Internal Security Operation (ISO) was carried out. This high-risk mission evaluated the cadets' ability to undertake synchronized tactical moves under pressure.

To conclude the day's intensive exercises, the cadets conducted a Camp Defense Planning and Ex*****on in anticipation of a possible attack on the police station by suspected CTGs. This final scenario tested their ability to defend vital installations, coordinate resources, and respond effectively to hostile threats.Overall, the cadets demonstrated their ability to handle complex law enforcement scenarios, applying their training in real-world simulations that enhanced their operational readiness and decision-making skills.

CADET ATTACHMENT PROGRAM CASE BASED SCENARIO DAY 3:TURN-OVER OF COMMAND, POLICE CLEARANCE AND BUY-BUST OPERATION

The cadets took part in the customary Monday Flag Raising Ceremony, which also served as the formal kick-off ceremony of Women's Month, as part of their ongoing Case-Based Scenario in the Cadet Attachment Program. The cadets returned to their designated tasks at their separate pretend police stations after the event. The Turn-Over of Command Ceremony, which was supervised by PLTCOL DAN AUGUST MASANGKAY, was a noteworthy highlight of the day. The cadets were able to identify the requirements and the preparations that were required for such an important event, and it gave them important insights into the protocols and procedures involved in changing leadership within a police unit.

PLTCOL DON ARCHIE SUSPEÑE visited the station and gave a presentation on a scenario involving the issuing of a National Police Clearance, which enhanced the educational experience of the day. Under his direction, the cadets gained a comprehensive understanding of the procedure, including legal requirements, verification procedures, and the appropriate police response to anyone asking such a relevant document.

As the day went on, an intelligence report about a buy-bust operation was written, outlining the preparation and coordination needed for the operation. Members of Maunlad CPS carried out the operation successfully later that evening, closely following the correct procedures and coordinating with other agencies. By seeing and taking part in this exercise, the cadets strengthened their knowledge of operational risk management, procedural compliance, and intelligence-driven operations in anti-illegal drug campaigns. PLTCOL DAN AUGUST MASANGKAY then conducted a debriefing regarding the recent buy-bust operation. All things considered, the day was filled with worthwhile educational opportunities that integrated operational ex*****on, investigative methods, and administrative tasks.

CADET ATTACHMENT PROGRAM CASE BASED SCENARIO DAY 2: CHECK POINT OPERATION AND CAMP DEFENSE SIMULATION EXERCISE

A series of immersive activities aimed at testing the cadets' tactical, analytical, and decision-making abilities in a realistic operational setting marked the second day of their Case-Based Scenario as part of their Cadet Attachment Program. The cadets conducted checkpoint operation, their capacity to carry out security inspections, uphold appropriate procedures, and recognize possible dangers in a controlled setting was put to the test during this exercise. In order to ensure that security measures were followed while upholding professionalism and regular operating procedures, the cadets were assigned the responsibility of inspecting both individuals and vehicles.n They then carried out a camp defense simulation exercise (Simex) and put in a high-stress situation in which they had to repel a mock enemy attack from a predetermined spot. They had to coordinate, communicate, and make decisions quickly in order to protect the perimeter using defensive tactics.

CADET ATTACHMENT PROGRAM CASE BASED SCENARIO DAY 1: MOCK POLICE STATION

The PNPA SINAGLAWIN Class of 2025 sets up mock Police Station named Maunlad Component City Police Station, Batangas Provincial Police Office as part of Cadet Attachment Program Case Based Scenario in order to replicate actual law enforcement scenarios. The objectives of this exercise were to help cadets to apply case-handling knowledge, enhance teamwork, and cultivate our leadership abilities.

Cadets are designated in different positions, including desk officer, investigator, patrol officer, etc., in the simulated police station. They will react to a range of situations, such as emergencies, traffic infractions, and crime reports. Managing these issues teaches cadets the value of accurate documentation, prompt decision-making, and clear communication.

CADET ATTACHMENT PROGRAM STATION IMMERSION DAY 18: FIELD VISITATION PHILIPPINE COAST GUARD

The SINAGLAWIN Class of 2025 visits the Headquarters of Philippine Coast Guard at 139 25th St, Port Area, Manila. The cadets learned a great deal about disaster response and maritime law enforcement. The cadets took advantage of the opportunity to ask questions and share ideas with PCG officers during open forum. The conversation gave participants a better grasp of the PCG's responsibilities in environmental preservation, disaster relief, maritime security, and search and rescue missions. The cadets also learned how crucial it is for law enforcement and the Coast Guard to work together to protect public safety and national security.

Afterwards, the cadets were given a ship tour aboard both Barko ng Republic ng Pilipinas BAGACAY and Barko ng Republic ng Pilipinas GABRIELA SILANG. Through their observation of the vessel amenities, gear, and operating capabilities, they were able to recognize the cutting-edge maritime resources utilized for emergency response and patrolling of Philippine waters. Their understanding of the vital role the PCG plays in defending the nation's maritime domain was strengthened by the experience.

The cadets gained invaluable knowledge and firsthand experience in maritime law enforcement from their visit to the Philippine Coast Guard, which also enhanced their comprehension of the roles that PCG and PNP play in bolstering Philippine law enforcement efforts on land and at sea.

The SINAGLAWIN Class of 2025 enlightened by JAIL CHIEF SUPERINTENDENT BRENDAN O FULGENCIO, Regional Director of the Bureau of Jail Management and Penology (BJMP) Region 2, about the Financial Literacy Program hosted by the Philippine National Police Academy (PNPA). With an emphasis on the value of responsible financial planning and advancement in their law enforcement professions, this seminar sought to provide the cadets with fundamental financial management skills.

ThIS initiatives reflect the PNPA's commitment to holistic cadet development, ensuring that future law enforcement officers are well-prepared both financially and professionally to serve their communities with competence and integrity.

CADET ATTACHMENT PROGRAM STATION IMMERSION DAY 16: FIELD VISITATION (QCPD AND OFFICE OF THE CIVIL DEFENSE)

The PNPA Sinaglawin Class of 2025 visited the Office of the Civil Defense under the Department of National Defense at the Armed Forces of the Philippines Education, Training, and Doctrine Command in Camp General Emilio Aguinaldo. The session focused on the provisions of the Philippine Disaster Risk Reduction and Management System and the role of the National Disaster Risk Reduction and Management Council (NDRRMC). The discussions provided the realization of the critical role of the Philippine National Police in disaster response and reduction, particularly in maintaining order, conducting search and rescue operations, and ensuring the safety of affected communities. Following this informative session, the cadets proceeded to the NDRRMC Command Center for an operational tour, where they observed real-time monitoring and coordination efforts in managing disasters.

Afterwards, cadets traveled to the Quezon City Police District headquarters, where they were warmly received by the District Director, PCOL MELECIO M. BUSLIG JR., along with the command group. The officers provided inspiring lectures, offering vital advise on the hardships the cadets would soon face as they prepared to officially join the organization in two months. Their remarks strengthened the cadets' dedication to the field by fostering a sense of preparation and encouragement. Following the motivational welcome, the cadets had the chance to tour several agencies and divisions within the Quezon City Police District.

The field tour reinforced the significance of inter-agency cooperation in maintaining public safety and provided priceless insights into both police operations and catastrophe risk management.

CADET ATTACHMENT PROGRAM STATION IMMERSION DAY 15: CLOSING CEREMONY

As Team 7 of Sinaglawin Class 2025 concluded their practical training in actual law enforcement operations, the Cadet Attachments Program (CAP) – Station Immersion at Trece Martires City Police Station represented yet another worthy career milestone. They became well-rounded future law enforcement officers as a result of this intensive experience, which gave them insights into police practices, community involvement, and crime prevention tactics.

PLTCOL ORLANDO CARAG, Chief of Police of Trece Martires City Police Station, held the final debriefing with the cadets as the program came to an official close. They were able to consider their experiences, the lessons they had gained, and the difficulties they had encountered throughout their immersion at this session. They then went to the PRO CALABARZON to attend the ceremonial Turnover Ceremony shortly after. PBGEN PAUL KENNETH LUCAS, Regional Director of Region 4A (CALABARZON), honoured the occasion and gave a motivational speech. He urged the cadets to respect the principles and teachings that were taught to them during their academy and immersion experiences. He stressed the significance of demonstrating to the general public that Lakans are prepared to lead the PNP organization with honesty, self-control, and dedication to service. Their CAP-Immersion not only strengthened their technical and operational skills but also reinforced their sense of duty and responsibility as future law enforcement leaders. The lessons they learned and the relationships they built during this program will serve as a solid foundation for their journey ahead in the Philippine National Police

CADET ATTACHMENT PROGRAM STATION IMMERSION DAY 14: DRILLS AND CEREMONIES REFRESHER AND SOCIAL GATHERING

The Team 7 OF PNPA SINAGLAWIN of Class 2025 visited by PCPT BRENT H. LICCUD at the Quintana Residence in Brgy. San Augustin, Trece Martires City and conducted morning accounting. Every team member was meticulously counted to make sure they were all there and prepared for the upcoming responsibilities.Afterwards, they conducted refresher on drills and ceremonies. The purpose of the exercise, which was overseen by PCPT BRENT H. LICCUD, was to remind the cadets of the drills and ceremonies that take place within the academy and what drills used in real mccoy. The cadets alternated roles and took turns serving as commanders throughout the exercise. To make sure the cadets understood the duties and performance of every cadet officer in drills and ceremonies, the positions were switched from battalion commander to company commander to platoon leader. Since the cadets will be allocated to different roles within the police organization, this exercise is crucial for them as future officers.
As Team 7 moved into a social event in the Trece Martires City Police Station in the afternoon, the mood of the day lightened. In a more relaxed atmosphere. The purpose of the social event was to thank the officers and staff of the Trece Martires City Police Station, especially the Chief of Police PLTCOL ORLANDO A CARAG JR., for welcoming the cadets and teaching them important lessons during their station immersion.
